Supporters responded that eligibility could still be tied to real estate transactions and other documentation, and that the current annual filing requirement causes many eligible seniors to miss out on benefits. Mass Senior Action Council members testified that many seniors are struggling with rising property taxes, insurance, and other costs, and urged broader reforms such as freezing assessed values, improving outreach, strengthening the work-off program, and allowing more flexible payment or deferral options. No votes were taken; the hearing concluded after testimony and questions.
