  • I think it's a waste of time to even go to school.
Summary: The Student Academic Success Subcommittee met with a quorum and considered two bills. The first, PCS for HB 1565, would expand permitted purchases under the Personalized Education Program scholarship to include digital devices, clarify statutory terms, and distinguish between parent-directed part-time programs and full-time instructor-led programs. Rep. Hinson questioned oversight and misuse safeguards, while the sponsor said existing statutory and SFO oversight already applies. Public testimony included support from the James Madison Institute, and the bill was reported favorably by a 12-1 vote. The committee then heard PCS for HB 1483, the SCORE Act, which would gradually align Florida’s school grading scale with the familiar A-F scale used for students over a 10-year transition. The sponsor argued that current school grades are inflated and confusing to parents, and said the bill would also expand early support identification from pre-K through 8th grade. Members raised concerns about the impact on public and charter schools, low-income communities, teacher workload, resources, property values, and whether the bill should be paired with funding and professional development. Public testimony included an ESE teacher asking about funding and class size, one opponent from Orange County teachers, and a proponent from Florida Citizens Alliance. After extensive debate, the committee voted 12-5 to report PCS for HB 1483 favorably. Supporters said the bill would improve transparency and accountability for parents and create pressure to raise standards, while opponents warned it could sharply increase lower-rated schools without sufficient resources and could mislead the public about school performance during the transition.

  • Subpar education wastes financial resources by having students complete a curriculum that does not prepare
Summary: The Careers and Workforce Subcommittee heard three bills. HB 919 on nursing education programs would tighten accountability for nursing schools with low NCLEX pass rates by shortening the probation period, requiring remediation plans, mandating free remediation for students who fail, and requiring tuition reimbursement for programs with very low pass rates. The sponsor argued Florida’s nursing pass rates are unacceptably low and that stronger consequences are needed; opponents warned the bill could shut down programs, worsen the nursing shortage, and unfairly target private schools, while supporters said it would protect students and improve outcomes. After debate, the bill was reported favorably by a vote of 18-0. The committee then heard PCS for HB 1261, the “Smart Living Act,” a student-driven proposal from Jefferson High School in Hillsborough County to expand personal financial literacy and practical life-skills instruction in high school. Students and school officials testified that the bill would better prepare graduates for adulthood by covering topics such as budgeting, credit, loans, FAFSA, resumes, interviews, and basic household skills. Members praised the students’ work and the bill’s practical focus, and the PCS was reported favorably 18-0. Finally, the committee considered HB 809, which would exempt school social workers from educator certification requirements for general and subject-area knowledge. Supporters from Lee and Broward counties said the current testing requirement is unrelated to social work, creates financial and recruitment barriers, and has contributed to staffing shortages. Members from both parties supported the measure as a simple way to remove an obstacle to hiring and retaining school social workers. HB 809 was also reported favorably by a vote of 18-0, and the meeting adjourned after all agenda items were completed.

Transcript Highlights:
  • Don't waste any time because it could be taken away and you may not have it.
Summary: The Florida Senate convened for its organizational session with prayer, presentation of colors, the Pledge of Allegiance, and the national anthem, followed by a moment of silence for the mother of Senator Fine. The chamber then received special guests and administered oaths to newly elected senators after reading certificates of election from the Secretary of State. Tracy Campbell Cantella was nominated and unanimously elected Secretary of the Senate, then sworn in. Ben Albritton was nominated, seconded, and elected as President of the Senate for the 2024–2026 term, and Jason Brodeur was later nominated, seconded, and elected President Pro Tempore. Both leaders were sworn in and delivered extended remarks about faith, service, Florida’s economy and education, hurricane recovery, insurance, rural communities, agriculture, water quality, Israel, veterans, and the need for data-driven, accountable government. After the leadership elections, the Senate adopted its rules for the new term and authorized the Secretary to make technical and conforming changes. The chamber also adopted Senate Concurrent Resolution 2-O-RG, which establishes the joint rules of the Florida Legislature for 2024–26. A committee was appointed to notify the House that the Senate had convened for organization, and the committee later reported back that the House had been informed. The Senate then received a communication from the Democratic caucus certifying that Senator Jason Pizzo was elected Democratic leader and Senator Tracie Davis Democratic leader pro tempore for the term. The session included additional remarks recognizing Senate staff and security personnel, as well as tributes to the late John Pasidomo and a moment of silence for him. The meeting concluded with a performance of “Amazing Grace,” brief closing comments, and an attempted motion to adjourn sine die that was briefly tabled until the House confirmed it was convened and ready to transact business. The Senate then adjourned sine die.
