Summary: The Senate Natural Resources and Water Committee heard several measures focused on conservation, coastal protection, water supply, and invasive species. AB 1987 by Assemblymember Aguiar-Curry would direct fees and lease revenues generated by state wildlife areas back to those areas for operation and maintenance; the author accepted committee amendments, and Audubon California testified in support with no opposition. AB 1448 by Assemblymember Hart would strengthen California’s restrictions on offshore oil and gas development by limiting the use of existing infrastructure for new offshore drilling and adding review requirements for lease transfers and related actions; it drew broad support from coastal governments and environmental groups and no opposition, and was sent to Appropriations. AB 1894 by Assemblymember Rubio addressed imported water deliveries for groundwater recharge in the context of golden mussel control plans, aiming to prevent local restrictions from blocking deliveries that comply with state-approved invasive species plans; supporters said it protects groundwater reliability, while opposition argued it could weaken local authority and liability protections. After discussion, the committee approved the bill 6-0 and sent it to Appropriations. The committee also considered ACR 107 by Assemblymember Bauer-Kahan, a resolution recognizing the Diablo Range as a major conservation priority and highlighting its habitat, watershed, and 30 by 30 value. Support came from Save Mount Diablo, and members emphasized the range’s ecological importance and regional reach; the resolution was adopted on a 7-0 vote. Finally, AB 1946 by Assemblymember Bryan sought to elevate investment in urban conservation and park creation in historically underserved communities as part of California’s 30 by 30 goals. Testimony from Los Angeles County Parks and Recreation and park/recreation organizations stressed the need to reduce “nature poverty,” improve access, and remediate degraded urban lands; members discussed equity, biodiversity, and park maintenance, and the bill passed 7-0 to Appropriations. Several items, including AB 1987 and the consent calendar, were also approved on unanimous or near-unanimous votes, with some measures held on call before final roll calls were completed.

Summary: House Transportation opened public hearings on three Senate bills and discussed a fourth scheduling issue. On SB 499, which would change Traffic Safety Commission reporting requirements, the sponsor’s representative said the bill would require annual aggregated data on the causes of traffic collisions in New Hampshire and recommendations to address them. Members asked about the added Trauma Medical Review Committee seat, and a representative explained that it is a longstanding state board of emergency and trauma professionals; the bill had already been amended and passed unanimously earlier in the process. On SB 500, concerning restroom access for certain commercial motor vehicle operators, the sponsor and trucking-industry supporters said the measure arose from concerns raised by female truck drivers and was intended to require larger commercial facilities with available public or employee restrooms to allow truck drivers to use them when there are no public safety concerns. Supporters from the New Hampshire Motor Transport Association said driver shortages make it important to recruit and retain women, and that lack of bathroom access is a significant barrier. Committee members asked about the scope of the problem and whether the issue affected male and female drivers differently. The committee then heard SB 559, which would reduce the minimum allowable speed limit on locally controlled roads. Supporters, including bicyclists and the Bike-Walk Alliance, testified that lower speeds improve safety for pedestrians, cyclists, and drivers, citing personal crash experiences and national guidance supporting lower urban speed limits where warranted by traffic or engineering studies. They emphasized the bill would not mandate lower limits statewide but would give towns local discretion. Members questioned whether the group would support 15 mph limits and how congestion and travel-time concerns were weighed. A Department of Transportation official testified neutrally, saying the agency had no formal position but had concerns about public perception and possible spillover to unnumbered state roads. The chair also noted an earlier scheduling problem that prevented immediate executive action on a bill until later in the day.

Summary: The Judiciary Committee heard testimony on Senate Bill 2246, which would expand public financial disclosure requirements. The State Ethics Commission strongly supported the bill, saying broader disclosure could help restore public trust and potentially deter corruption, and it offered a clarifying amendment to make clear the requirement applies to board and commission members rather than all employees of listed agencies. Several organizations and individuals also testified in support. A committee member asked about the amendment, and the commission explained it was intended as a clarification rather than a substantive change. The committee then took up Senate Bill 2250, which would add homeless facilities to the locations covered by the drug-free-zone offense for promoting controlled substances. The Public Defender opposed the measure, arguing that many homeless facilities are unmarked and not easily identifiable, creating notice, fairness, and due process concerns and risking arbitrary enforcement. The Honolulu Prosecutor’s Office and Honolulu Police Department supported the bill, saying it targets distributors rather than users, that notice can be proven through evidence, and that the law is aimed at protecting vulnerable people in shelters and similar facilities. In questioning, senators asked how homeless facilities would be identified and whether the bill would cover all shelter models; the prosecutor said the definition is cross-referenced in statute and must be proven beyond a reasonable doubt. The Drug Policy Forum of Hawaii and other groups testified in opposition, while several service and advocacy groups testified in support. Finally, the committee heard Senate Bill 2325, which would allow courts to review and potentially reduce sentences for certain juvenile offenders after 15 years if the person is not a danger to the community. Judiciary staff said the court supports the bill’s intent but noted Hawaii’s indeterminate sentencing structure leaves no alternative sentence for a court to reduce to, suggesting the measure may need structural sentencing changes or could instead be directed to the Hawaii Paroling Authority. Public defender representatives and youth-justice advocates supported the bill, emphasizing rehabilitation, adolescent brain development, trauma, and the need for a meaningful opportunity for release. No votes or final committee actions were taken during the portion of the hearing provided.

Summary: The committee reconvened and took up several amendments and bills. Senate Bill 15 was amended to transfer Keep Arkansas Beautiful functions to ARDOT and replace the current commissioners with an advisory council; the amendment was adopted without objection. An amendment to Senate Bill 7 lowering the claims-data threshold for group health insurance from 50 employees to 25, to help smaller employers and municipalities shop for coverage, was also adopted. An amendment to Senate Bill 41 that would have restricted University of Arkansas at Fayetteville athletic funding from academic funds was rejected after members questioned its scope and fiscal basis. The committee then considered an amendment to House Bill 1051 that would cap online sports-betting free play at 5% of gross receipts. Senator Hester argued the current unlimited promotions were predatory and effectively subsidized casinos, while other members questioned the tax and accounting assumptions and whether the proposal belonged in a fiscal committee. The amendment failed, and a separate agriculture-related amendment from Representatives Vaught and Painter to exempt certain tractor parts tied to diesel exhaust fluid systems was also not adopted, with members citing drafting and enforcement problems and suggesting it should go through the revenue committees. After suspending the rules to add items, the committee adopted a technical correction to Senate Bill 4 clarifying physician licensure language so the rural workforce pathway would apply to underserved and primary care shortage areas, rather than the narrower federal term originally used. The committee also adopted an amendment to Senate Bill 77 deleting a fund-transfer section and instead increasing appropriation authority and creating a matching-fund mechanism to help Arkansas TV pay PBS dues, with supporters saying it would leverage private donations and preserve PBS access while allowing the commission to decide programming. The bill passed as amended, and the meeting adjourned.
