Summary:
The Agriculture Committee first considered two executive nominations and approved both unanimously. Rebecca Hartfield was re-nominated to the State Board of Veterinary Medical Examiners, where she described her rural mixed-animal veterinary work and efforts to encourage future veterinarians. James Harrell was then nominated to the Oklahoma State University Veterinary Medical Authority; supporters emphasized his commitment to rural Oklahoma and addressing the shortage of large-animal veterinarians, and he discussed efforts to improve veterinary education and recruit more Oklahoma students. Both nominations passed 13-0.
The committee then took up House Bill 3391, which would add improper advertising as a basis for revoking a commercial pet breeder license and define advertising to include digital and social media. Members asked about the definition and scope of commercial pet breeders. The bill passed on a 9-4 vote. House Bill 4128, dealing with black bear hunting season and harvest limits, drew extensive debate. An amendment to move the opener to September 21, expand counties, and let the Wildlife Commission set quotas failed 6-7. The underlying bill, which would have kept the September 15 opener and a 200-bear limit, also failed 3-9 after testimony and debate focused on bear population data, nuisance complaints, and concerns about out-of-state hunters and impacts on female bears.
House Bill 3557, which would keep locally raised county extension funds in separate accounts so they are not swept into state accounts, passed 10-2 after questions about how local, state, and federal funds would be handled. Finally, House Bill 3239 on veterinary telemedicine passed 9-3. The bill defines the veterinarian-client relationship needed before telemedicine can be used, with supporters saying it would provide needed structure while preserving access for rural livestock care; opponents worried it could restrict access in emergencies. The committee then adjourned.

Summary:
The Senate Education Committee met and first recognized visiting students and staff from Putnam City North and Edmond Public Schools. The committee then took up several House bills, beginning with HB 3312, which would require annual age-appropriate firearm safety instruction in public schools starting in the 2026–2027 school year, with CLEET and the Department of Education developing the curriculum. The bill was advanced on a 9-2 vote after the author described it as a safety measure and cited a personal tragedy involving children and a firearm.
The committee also passed HB 3700, requiring colleges and universities to adopt policies ensuring grades are based only on academic performance, and HB 2981, requiring school districts to post school board meeting minutes within two weeks of approval. HB 2961, creating the Tech Sergeant Marshall Dakota Roberts Gold Star Surviving Act to provide tuition, fees, and room and board for spouses and children of Gold Star recipients at state public universities or career tech schools, passed unanimously after discussion of a possible fiscal impact. HB 3016, establishing a two-year pilot vision screening program for about 12 schools to identify convergence insufficiency disorders linked to literacy, also passed.
Later, HB 4478 passed to raise the daily deposit threshold for school districts and sites from $100 to $500 while still requiring weekly deposits. HB 4326, a cleanup bill related to Oklahoma’s Promise deadlines, certified teacher definitions, and a contingent T-SET-related provision, passed after debate about its unfinished status and funding concerns. HB 3025 passed with a change excluding donations from general fund collections for carryover balance purposes for one year, and HB 3710 passed to make a new higher education program cohort-based, requiring students to begin eligibility as freshmen. The chair closed by noting the committee had moved quickly, and announced upcoming executive nominee meetings and another committee meeting the following week.

Summary:
The Senate Revenue and Taxation Committee considered several House bills dealing with tax credits, fee changes, school funding, and investment authority. House Bill 4426 extended the sunset on the SIDE tax credit to December 31, 2032, and passed 7-2. House Bill 3704 elected Oklahoma into the federal income tax credit for contributions to scholarship-granting organizations and passed 9-2. House Bill 4311 raised the unclaimed property division’s administrative fee from 4% to 6% to cover increased duties and costs; it passed 8-3 after debate over whether the increase was justified. House Bill 3044 reauthorized the veterans income tax checkoff and the associated capital improvement fund, and passed 10-0. House Bill 4191 revised the Smaller Employer Quality Jobs Act by lowering job thresholds, expanding qualifying locations and industries, and changing other eligibility rules; it passed 6-4. House Bill 3465 extended the emission tax credit sunset from July 1, 2027 to July 1, 2029 and passed 6-4, with opponents arguing it subsidized compliance with federal mandates. House Bill 3972, a title-off bill addressing ad valorem reimbursement issues tied to the state purchase of a prison, drew extensive debate over precedent and scope; an amendment to add a sunset failed 5-5, and the bill then passed 8-2 as amended.
