He explained high-assay low-enriched uranium (HALEU), why it is needed for advanced reactors, and DOE’s HALEU Availability Program and related investments in enrichment, transportation, deconversion, and supply chain development. He also covered spent fuel management, the possibility of centralized storage or a fuel-cycle campus, the Center for Used Fuel Research, and ongoing work on high-burnup cask testing and reprocessing technologies. Tolman described aqueous, pyrochemical, and fluoride-volatility reprocessing approaches, noting the advantages and waste characteristics of each, and said several companies are working with INL on these technologies.
Ashley Shields presented INL’s AI and nuclear work, focusing on the Genesis initiative and the Prometheus effort to use AI to design, license, build, and operate reactors with far less human intervention. She described INL’s broad use of generative AI tools, the need to manage large volumes of legacy technical data, and applications in reactor design, materials discovery, autonomous laboratories, and digital twins. Shields said AI is being used to reduce the enormous documentation burden in nuclear licensing and to support autonomous or remotely operated reactor demonstrations, while stressing that humans remain in supervisory roles. In discussion, she addressed data security, model access, and the continued need for software engineers. The session then recessed briefly and resumed with Mitch Kerman beginning a presentation on critical minerals and materials.

Senator Liz Balden, Dr. Mark Warner, and Commissioner Sanum said the site includes three National Register buildings and preserves immigration and agricultural history in southeast Minnesota. They reported that $1.1 million had already been raised and that prior Legacy funding helped stabilize one structure, but additional work is needed on the bank barn and Stoppel house to complete restoration and improve accessibility.
Senate File 822 proposed $65,000 in fiscal year 2026 for the Minnesota State Band to provide free public performances across Minnesota. Testifier Craig Allen said the volunteer band, formed in 1898, uses the funding to travel to small towns and schools, including outreach to students and veterans. Conductor Keith Leuty emphasized the educational value of school visits and upcoming concerts in Moose Lake, Grand Rapids, and Cloquet, including a performance at Fond du Lac Ojibwe School. Members expressed support, and the bill was also laid over.
The committee then began hearing Senate File 575, which would appropriate $3.8 million for the Grand Rapids Old Central School renovation. Senator Iorn, city councilor Rick Blake, and City Administrator Tom Pagel described the 1895 building as a historic and arts-centered community landmark with artist residencies, galleries, concerts, and other public uses. They said the building needs major repairs, including a new roof, structural truss work, HVAC replacement, and ADA and elevator upgrades, and they were in the middle of detailing those needs when the transcript ended.

The committee first took up Senate Bill 2025, the Department of Veterans Affairs appropriation. The committee then considered Senate Bill 2307, the library bill. Members debated a proposed amendment that would have removed the fiscal note, but several members objected on policy and process grounds, citing constitutional concerns, potential costs to counties and state’s attorneys, and the fact that the bill had not been heard as a full policy hearing. The amendment failed 4-19. The committee then voted do not pass on SB 2307 as introduced, and Representative Murphy was named carrier.
The committee also briefly discussed House Bill 2188 on the Clean Sustainable Energy Authority. Representative Bosch described the program’s grant and low-interest loan authority and the Senate’s reduced funding levels. The committee amended the bill to restore the Senate funding amounts in Section 3, then passed the bill as amended, with Representative Kempenich carrying it. Finally, the committee considered two rural development bills and chose Senate Bill 2097, the rural endowment fund bill, for do not pass while advancing House Bill 2390, which uses regional councils to distribute rural development grants. The committee amended HB 2390 to lower the population threshold from 4,500 to 3,000, kept the 50% set-aside for communities under 1,500, and then passed the bill as amended, with Representative Mitskog as carrier.

The committee then approved HB 699, which increases penalties for certain traffic infractions when they result in a crash; CS/HB 404, a local bill updating the City of Tampa firefighters’ and police officers’ pension plan; HB 711, creating a statewide Spectrum Alert and law-enforcement training for missing children with autism; HB 4023, a local ethics-related charter change for the North Springs Improvement District; HB 583, requiring registration and disclosure for agents and organizations associated with foreign principals and foreign-supported political organizations; HB 251, recognizing International Holocaust Remembrance Day in Florida; and HB 749, extending medical benefits for firefighters who suffer catastrophic injuries during training. Most of these bills drew supportive testimony and were reported favorably by unanimous or near-unanimous votes.
The committee also considered several OGSR/open-records measures. PCB GOS-25-04 preserved exemptions for public safety communications system infrastructure records, PCB GOS-25-05 aligned cybersecurity-records sunset dates to October 2, 2026, and PCB GOS-25-06 narrowed exemptions for certain records held by the Department of Financial Services as receiver for insolvent insurers, making more information public. All three were reported favorably on 17-0 votes. The meeting adjourned after the final roll call.
