Summary: The Senate Committee on Economic Development and Tourism heard several governor’s message nominations to the Hawaii Tourism Authority’s advisory board. The first nominee, Daniel O’Leary, received strong support from HTA leadership and Deputy Director James Kunane Tokioka, who praised his visitor-industry knowledge and work on brand marketing and tourism planning. O’Leary said he hoped to contribute his experience and strengthen the organization’s integrity. Joel Guy was also supported by HTA, Tokioka, and several community testifiers, who highlighted his long work in Hana, his film-industry background, and his role in community-focused tourism planning. During questioning, Guy said the advisory board should still have influence, especially on strategic planning and community concerns, even though its role is advisory rather than decision-making. The committee then considered Linda Wong’s nomination. HTA and Tokioka strongly supported her, citing her long community experience and familiarity with HTA work. Wong said the new advisory board was collaborative, had no conflicts so far, and was trying to balance resident concerns with attracting higher-value tourists. Senator Kim questioned her about the advisory structure, and Wong said she believed the Legislature had reduced HTA’s authority because of past conflicts but that the new board could help turn things around and possibly regain more authority in the future. The committee also heard testimony on Kimberly Algos and Terry Fisher. Algos was described by HTA and Tokioka as a strong leader and solid board member; Tokioka explained that she and another co-chair were selected because of their busy schedules and that the advisory board’s committees were created so members could contribute beyond the single statutory duty of selecting the chair, president, and CEO. Fisher was supported for his tour-operator experience and strategic planning work. In questioning, he endorsed performance-based contracting and accountability for contractors, while acknowledging that external events can affect results. He also said the convention center is critical infrastructure that should be repaired and used to help fill tourism lulls and attract major conferences. The hearing included supportive testimony from industry representatives, but no votes or final actions were taken in the portion provided.

Summary: The House Special Committee on Red Hill held an informational briefing at the State Capitol focused on updates from the Navy Closure Task Force Red Hill and NAVFAC Hawaii. Members and Navy officials opened by noting the meeting format, providing public links to tank closure supplement 4 and environmental remediation resources, and thanking Admiral Barnett for attending before his transition. The Navy emphasized that the Red Hill closure effort and the PFAS/PAS environmental remediation effort are separate but coordinated, and that both are long-term undertakings. For the closure effort, Navy officials reported progress on tank cleaning, ventilation, sludge removal, groundwater monitoring, and preparation for pipeline removal. They said supplement 4 to the tank closure plan was submitted in May and outlines the overall closure strategy, post-closure monitoring, and the decision to proceed with closure rather than wait for beneficial reuse decisions. They described completed ventilation of tanks 3 through 8, the start of tank 2 ventilation, removal of 283 gallons of sludge from the first six tanks, and plans to begin pipeline pigging and removal later this year. Officials also said all sludge samples tested so far were non-hazardous and that air monitoring has not shown elevated volatile organic readings during operations. NAVFAC Hawaii then outlined the PFAS/PAS remedial investigation under CERCLA, explaining the cleanup process, the nature of PFAS, and the role of aqueous film-forming foam as a source. The presentation said the Navy began investigating PFAS releases in 2014-2015, that the 2021 Red Hill fuel release led directly into remedial investigation work, and that current activities include quarterly groundwater sampling at 42 monitoring wells, installation of new shallow and deep wells, soil sampling where exceedances were found, fate-and-transport modeling, and human health risk assessments. Officials said data are publicly available on the Red Hill environmental website and that the next restoration advisory board meeting is scheduled for August 27. The Navy also gave a water resiliency update, saying it is upgrading the joint base drinking water system with pump, tank, and cybersecurity improvements and is installing treatment systems for the inactive Navy Aiea and Red Hill shafts ahead of EPA drinking water standards taking effect in 2029. No votes or formal committee actions were taken, as the meeting was informational only.

Summary: The committee on Hate, Racism, and Xenophobia met to review California hate-crime trends and hear from state agencies and community organizations about current impacts and policy responses. The California Department of Justice reported that 2025 hate-crime events declined modestly from 2024 but remained historically elevated, with race and ethnicity still the largest category, anti-Black bias the most frequently reported, and notable increases in anti-Hispanic/Latino and citizenship/immigration-status bias. The California Commission on the State of Hate said its research and victimization studies show hate is broader than official crime data alone, with millions of Californians experiencing hate incidents and many victims needing services beyond law enforcement, including mental health care, legal help, and workplace protections. The commission also emphasized online radicalization, the need for better data infrastructure, and stronger training and support systems. Members then heard from the NAACP, LULAC, Jewish California, CHIRLA, Asian Americans Advancing Justice, CAIR California, and Equality California. Testimony described fear, underreporting, and the effects of rhetoric, federal policy changes, and online misinformation on Black, Latino, Jewish, immigrant, Asian American, Muslim, and LGBTQ+ communities. Witnesses urged sustained funding for Stop the Hate and nonprofit security grants, stronger language access, civic education, and community-based reporting and victim services. Several groups also called for specific legislation, including measures on racial profiling, immigration detention oversight, Jewish ethnicity recognition, safe worship zones, anti-Muslim hate prevention, and LGBTQ+ data privacy and health protections. Committee discussion focused on the conditions that fuel hate, especially political polarization, social media radicalization, and the role of public figures and institutions in normalizing dehumanizing language. Members and witnesses discussed the limits of current data, the need for long-term research and prevention strategies, and the importance of solidarity across communities. No formal votes or final committee actions were taken in the transcript, though members referenced existing and pending bills and ongoing efforts to expand training, funding, and anti-hate infrastructure.
