The committee heard testimony on HB 1877, which would expand the membership of the Hawaii State LGBTQ+ Commission and add a youth seat. A mother and Oahu Youth Action Board member testified from personal experience about the need for direct support during pregnancy. The committee also noted support from several organizations and about 26 individuals.
The committee next heard HB 2167, which would direct the Office of Youth Services to run a pilot program providing financial assistance to homeless youth. The Office of the Public Defender, youth advocates, and several organizations supported the measure, saying even small amounts of help can prevent homelessness and help youth transition safely to adulthood. The Office of Youth Services said it supports the intent of the bill but requested clarification, and committee members discussed whether the program should be run directly or through contracted community agencies, how to set performance metrics, and how to structure the RFP and contract process. The chair indicated the committee wanted to work with the vice chair and OYS offline to refine the bill before moving forward. The committee then began discussion of HB 2224, relating to Medicaid pharmacy benefit management, with testimony generally supporting giving DHS flexibility to negotiate with PBMs.

The committee next heard SB 712 on pyramid promotional schemes, which would create a new prohibition and increase penalties while preserving legitimate direct sales plans. Members raised concerns about whether participants in such schemes might themselves be victims, and the sponsor said prosecutorial discretion would distinguish victims from primary wrongdoers; the bill was reported favorably. SB 1224 on rental housing application fraud was also amended and reported favorably after testimony from apartment and realtor groups in support.
In the latter part of the meeting, Chair Martin presented SB 1370 to expand habitual traffic offender status to repeated unlicensed driving, and SB 1712 to create a statewide FDLE counterintelligence and counterterrorism unit. SB 1370 was reported favorably unanimously. SB 1712 drew extensive questioning and public opposition over concerns about broad language, surveillance, and possible impacts on speech and protest, but the sponsor said the unit would focus on protecting the state from adversary intelligence threats and operate within constitutional limits; it was reported favorably. Finally, SB 758 on the Justice Administrative Commission was amended to adjust commission membership and reported favorably unanimously. The committee then recorded additional votes for members and adjourned.

The committee next took up House Bill 2251, the “Jordan and MacTerry Act,” which would expand licensed midwives’ authority to administer certain medications, require liability insurance disclosure and reporting, and create an Arizona Midwifery Advisory Committee. Supporters said the bill would improve safety, oversight, and access to emergency medications in home births, while opponents from ACOG and the Arizona Osteopathic Medical Association raised concerns about the adequacy of oversight, the medication list, and whether eight hours of pharmacology training is sufficient. After testimony from midwives, physicians, and stakeholders, the bill was held for further stakeholder work and anticipated floor amendments. House Bill 2252, which would allow certified nurse midwives, certified professional midwives, or licensed midwives to accompany a patient in a ground ambulance during transport if approved by medical direction, also drew support and opposition. Supporters argued it would preserve continuity of care in emergencies, while firefighters and EMS representatives objected to ambiguity and scene control concerns. That bill was likewise held for further stakeholder meetings. The committee then recessed and reconvened for later presentations on federal budget and health-related topics.
