Summary:
The task force met on October 22, 2025, with a quorum present and several members participating remotely. Members approved the minutes from the previous meeting. Michelle Urick of the Legislative Coordinating Commission then gave an administrative update on proxy voting and the task force’s operating procedures. She said the enabling statute only authorizes the officially appointed member to act and vote, so proxy voting is not allowed, and votes must be cast in person at the meeting where the item is considered. She also said members may submit written positions, but not vote before or after a meeting. In response to concerns about attendance for future votes, the chair said the January meetings would be rescheduled if possible using a Doodle poll so more members could be present in person. The group also agreed to treat the revised document as operating procedures rather than a formal charter, with no separate adoption action needed at that time.
The task force then moved into testimony on homeowners and commercial property insurance. Paul Edgar of Minnesota Realtors said rising insurance costs are adding to housing affordability pressures, citing an increase in the monthly principal, interest, taxes, and insurance payment on a median-priced Minnesota home from $1,622 in 2021 to $2,642 in September 2025. He said higher insurance costs and limited coverage can affect buyers’ financing, especially for condominiums and townhomes, and urged continued work on liability and insurance-related laws that may discourage condo development. He also referenced prior bipartisan reforms to Minnesota’s condominium construction defects law and said his organization supports further improvements to encourage more condo production.
Keenan Ravery of the Minnesota Mortgage Association focused on how insurance requirements affect mortgage lending. He explained that lenders require insurance both at origination and throughout the life of the loan, with standards aimed at protecting collateral rather than providing full homeowners coverage. He said replacement-cost coverage has long been the norm, but recent issues with roofs, deductibles, HO-6 policies, and force-placed insurance have become pain points for consumers and lenders. He said his association is working with national trade groups on reforms that could allow more flexibility in coverage types and deductibles, and he expressed hope that Fannie Mae, Freddie Mac, and the Federal Housing Finance Agency may announce policy changes in the coming months or by early 2026. No votes or substantive policy actions were taken beyond approving the minutes and agreeing to pursue scheduling adjustments for January.

Summary:
The Senate opened with the Pledge of Allegiance, recognized several guests in the chamber, and adopted a resolution congratulating Coleman-Nee on election as National Commander of the Disabled American Veterans. It also took up several local and personnel matters, including a sick leave bank for Emily Cullick and later Paul Stavarski, and local bills affecting the town of Weston and a Dorchester housing/library procurement exemption; those measures were advanced to third reading or engrossment as appropriate. The chamber also suspended Joint Rule 12 to refer several House petitions to committees.
The main business was Senate No. 2516, the Massachusetts Data Privacy Act, which came before the Senate on a Ways and Means substitute (Senate Document 2608). Senators Creem, Moore, Charles, Feingold, Keenan, and others spoke in support, describing the bill as a comprehensive consumer privacy measure with data minimization rules, limits on sensitive data, protections for minors, and strong Attorney General enforcement. Several amendments were debated, with many rejected or withdrawn, while some were adopted, including provisions on geolocation data protections, opting out of targeted advertising, affiliate and merger/acquisition protections, internal operations exemptions, parental access to child data, and a Ways and Means amendment. A number of other amendments on employee data, union data, loyalty programs, AI training, reporting, and related issues were either not adopted or held/withdrawn.
After the amendment process, the Senate adopted the amended Ways and Means substitute and ordered the bill to a third reading. The bill was then passed to be engrossed on a roll call vote of 40-0. The Senate also adopted an order to adjourn to the following Monday at 11:00 a.m. and to dispense with printing a calendar. The session adjourned in memory of Darrow Logan Alexander of South Boston.

The bill sponsor and several supporters emphasized preparing students for an AI-driven workforce while teaching critical evaluation and ethical use; one speaker raised concerns about overreliance on AI and the need to preserve real-world skills. Senator Davis supported the measure and suggested introducing similar instruction earlier, possibly in middle school. The committee voted the bill favorably, with Senator Leak later recorded in the affirmative.
The committee then heard a large block of confirmations for higher education boards, including appointees to Tallahassee State College, the University of South Florida, the University of North Florida, Palm Beach State College, the College of the Florida Keys, Hillsborough College, Miami-Dade College, Florida A&M University, Florida Gulf Coast University, Florida International University, New College of Florida, Florida Polytechnic University, and the University of Florida. The appointees generally highlighted backgrounds in education, health care, law, business, technology, and public service, and described priorities such as student success, workforce alignment, affordability, fiscal responsibility, and institutional growth. One nominee to Tallahassee State College was asked about low NCLEX pass rates and said the college had a plan approved by the Florida Board of Nursing. Another nominee discussed Florida Poly’s STEM mission, and several members praised the nominees’ community ties and professional experience.
After hearing the appointees, the committee voted to report the block of confirmations favorably to the Ethics and Elections Committee. The committee then received a high-level overview of the higher education budget, totaling $11.9 billion, with major emphasis on workforce training and development. Highlights included increases for school district workforce education, the Florida College System, workforce development capitalization, a rural educator recruitment program, funding for the USF Center for Nursing, preeminent research universities, UCF’s community school grant program, UF’s literacy and math initiatives, UF’s autism and neurodevelopment center, and a postsecondary guardian program for campus security. Members asked a brief question about a workforce fund transfer, and the chair explained it was a transfer of an existing program with new funds added. No public comment was offered, and the meeting adjourned.
