The State Insurance Programs Oversight Subcommittee met on June 17 and reviewed a series of Employee Benefits Division and Office of Property Risk items. The discussion focused on confusion over the dollar amount and scope, with Wallace clarifying that the committee was being asked to approve up to $2.596 million, including optional services related to coupon and rebate management that could be used later without returning for another approval. Several members raised concerns about matching the written contract to the approval amount and about the relationship to the current pharmacy benefit manager, but the committee ultimately approved the item with the understanding that any use of the optional services would return to the committee. The committee also reviewed, without objection, a Blue Cross/Blue Advantage third-party administrator contract, a CompSack employee assistance program contract, and approved proposed 2027 employee and public school health plan rates of 9.8% and 4.9% increases, respectively. Wallace also said the UnitedHealthcare rebid was in final negotiation and would return in August.
On the property risk side, the committee reviewed permanent rules for the property insurance program, a contingency-fee subrogation contract with Denenberg-Tuffly, and extensions for Sedgwick Claims Management, Actuarial Advantage, and Stevens Capital Management. Members asked about claim-adjustment delays after a major winter storm, and Wallace said performance guarantees and communication requirements had been added, with claims still expected to vary by case. The committee also approved 2026-27 captive insurance program rates, which included no change to minimum deductibles, lower rates for K-12 and higher education, a higher rate for state agencies, and an overall 10% reduction. Wallace said the reductions reflected improved actuarial foundations, better claims management, and the program’s first-year performance. The meeting adjourned after approving the rate item.

HB 2950 failed 10-19.
The Senate also considered House Concurrent Resolution 2043, substituting it for the Senate version and sending it to third read. The resolution, which calls for a convention to propose a federal constitutional amendment limiting congressional terms, passed 16-13 after several senators warned about the risks of a constitutional convention and the lack of limits on its scope. The House’s message on adjournment was read, committee meetings for April 27 were announced, and members made personal privilege remarks, including birthday wishes and an announcement about the annual legislative charity softball game. The Senate then adjourned until Monday, April 27, 2026, at 1:15 p.m.

The chair said the committee would executive the bill the next day and asked that amendments be submitted by 6 p.m. that day.
The committee then held a work session on part-time/adjunct faculty in the community and technical college system. State Board of Community and Technical Colleges staff described the system’s 34 colleges, the role of local bargaining, and the differences in duties and pay between full-time and part-time faculty. They noted that adjunct pay has historically lagged and cited a 2024 report estimating it would cost about $75.1 million to raise average adjunct compensation to 85% of full-time faculty pay. American Federation of Teachers Washington representatives and contingent faculty testified in support of HB 2538, arguing that contingent faculty are underpaid, often lack stable employment and compensation for work outside class time, and that higher pay would improve retention, student support, and equity. Members asked about bargaining structures, health benefits, workload, and comparisons to other faculty roles.
In executive session, the committee considered Substitute Senate Bill 5931, which makes administrative changes to the Workforce Education, Investment, Accountability, and Oversight Board, including removing a public dashboard requirement and adjusting election timing. The bill passed 14-1 and was reported out with a do-pass recommendation. The committee also approved Senate Bill 5963, which automatically makes Passport to Careers participants income-eligible for the Washington College Grant and aligns need calculations with the federal formula; it also directs Passport funds into the state financial aid account. That bill passed unanimously, 15-0, and was likewise reported out with a do-pass recommendation.

On House Bill 1228, which concerns certification of toxicology labs for blood and breath analysis, the committee adopted two amendments: Whale 261 allowing use of an out-of-state private lab under specified conditions, and Pat 341 requiring a Washington State Patrol implementation report by October 1, 2031. House Bill 1982, which expands vacation eligibility for convictions tied to treaty Indian rights and directs the Office of Public Defense to provide representation, was also reported out do pass with a proposed substitute that reorganizes the statute and clarifies hunting-rights eligibility. House Bill 2156, concerning Attorney General investigators’ authority, was reported out do pass after a roll-call vote of 6-3.
The committee also approved House Bill 2165, creating the gross misdemeanor of false identification as a peace officer, after adopting a proposed substitute that moves some conduct from criminal impersonation into the new offense, revises defenses, and defines “peace officer”; the bill passed 8-1. House Bill 2203, creating reckless interference with emergency operations and allowing recovery of emergency response costs, was amended to reduce some penalty levels and shorten license suspensions, then reported out do pass. House Bill 2220, relating to the Criminal Justice Training Commission, was held for later action. House Bill 2362, the so-called 0.05 impaired driving bill, drew divided testimony and debate over public safety, toxicology lab capacity, racial disproportionality in traffic stops, and immigration consequences of DUI convictions, but it was ultimately reported out do pass by a 5-4 vote.
House Bill 2403, which modifies provisions on failure to register as a sex offender or kidnapping offender, was reported out do pass after discussion about balancing administrative treatment of the offense against public safety concerns. Finally, House Bill 2464, requiring private detention facilities to report incidents to the Department of Health and law enforcement and requiring annual agency reports, was reported out do pass despite objections that the issue should be handled federally and concerns about state detention practices. The committee then adjourned its executive session.
