Summary: The Committee on Culture and the Arts met on February 13 and heard testimony on HB 2045, which would designate La Hoʻihoʻi Ea Sovereignty Restoration Day as a state holiday in place of Statehood Day. Testimony was overwhelmingly in support, including from the Hawaii Civil Rights Commission, the Office of Hawaiian Affairs, the Naviʻoliʻoli Newi Foundation, and many individuals and students. Supporters said the bill would better reflect Hawaiian history, sovereignty, and self-determination, while a few agencies submitted comments. The committee recessed to allow more students to arrive and testify. After reconvening, additional student testimony continued in strong support of HB 2045. Students said the change would honor Native Hawaiian history and culture, recognize Hawaii as a sovereign nation, and provide a more historically grounded observance. Members thanked the students for traveling to testify and for sharing their perspectives. The committee then voted to pass HB 2045 with one amendment to defect the date; the motion passed unanimously with the chair, vice chair, and members voting aye, and one member excused. The committee also heard HB 1703 HD1, which authorizes rodeos and rodeo activities on lands zoned for agriculture or pastoral use. Testimony in support came from the Department of Land and Natural Resources, the Agribusiness Development Corporation, and the Iron Workers Stabilization Fund, with comments from the Hawaii Food and Policy group. Supporters described rodeos as cultural and social events that could boost local economies, create jobs, and provide youth and community engagement. The committee passed HB 1703 HD1 with technical amendments. Finally, the committee considered HB 2461, which would increase the ceiling for the works of art special fund and appropriate funds for preservation of the state’s public art collection and a collections manager position. After discussion, the chair said the measure would not move forward this year and recommended deferral; the committee deferred the bill and adjourned.

Summary: The Revenue and Taxation Committee considered a long series of bills, many dealing with tax credits, property taxes, and tax administration. Early action included Senate Bill 1579, which creates a taxpayer bill of rights for ad valorem tax assessments by sending taxpayers a plain-language notice of existing rights; it passed 12-0. Senate Bill 683, as amended, expanded the parental choice tax credit to cover certain supplemental educational services for private-school students, including tutoring and summer learning programs, but drew concerns about broad language and unequal treatment of public-school students; it passed 8-3 with one member not voting. Senate Bill 1389 proposed a $25 million increase in the parental choice tax credit cap; supporters said the program is nearing its limit and should grow gradually, while opponents cited lack of outcomes data and benefits flowing disproportionately to higher-income families and metro counties. It passed 10-2. The committee also advanced several tax and property-related measures. Senate Bill 1387 would allow a sales tax refund when a vehicle is sold within six months of a purchase, even without a trade-in, and passed 10-2. Senate Bill 1390 extended and removed a cap on funding for the Oklahoma Water Resources Board and related agencies, passing unanimously. Senate Bill 2063 would require the State Treasurer to publish more information about unclaimed property online; the Treasurer’s office opposed it over privacy and burden concerns, but the bill passed 7-3. Senate Bill 1829 reduced the motor vehicle excise tax on manufactured homes to align more closely with the tax burden on traditional homes, and passed 8-2. Senate Bill 1842 would let county treasurers offer a 12-month installment prepayment plan for ad valorem taxes; it passed 9-1. Several other bills were debated on policy and accountability grounds. Senate Bill 1391 would require private schools participating in the parental choice tax credit to administer state tests and report results; supporters framed it as accountability for public tax dollars, while opponents argued it would undermine private-school autonomy and school-choice goals. It failed 5-7. Senate Bill 1398 created a capped tax credit for donations to certain nonprofits serving foster care, pregnancy resource centers, therapeutic care, and anti-trafficking efforts; members asked for clearer outcome measures, but it passed 8-2. Senate Bill 1212, addressing selective property appraisals in some counties, passed 9-1. Senate Bill 2158 would extend favorable tax treatment to health care sharing ministry contributions, and passed 8-2. Senate Bill 102 clarified when remote workers and certain short-term workers owe Oklahoma income tax, with discussion focused on athletes, entertainers, public figures, and contract workers; it passed 10-0. Finally, Senate Bill 2060, a governor-requested housing infrastructure bill creating master development districts, was still being refined but passed 6-4 to keep it moving forward.

Summary: The committee first took up Senate Bill 78, which would classify nuclear energy as renewable energy. Senator Thornton and supporters argued that New Mexico needs dispatchable, baseload power and that nuclear should be added to the state’s renewable portfolio standard because wind and solar are intermittent and require extensive land, mining, and battery storage. Supporters also emphasized nuclear’s zero-carbon profile, the safety record of U.S. Navy reactors, the possibility of small modular reactors, and the fact that New Mexico already uses nuclear-generated electricity from out of state. Opponents, including Senator O’Malley and Senator Charlie, argued nuclear is not renewable because it relies on finite uranium and creates long-lived radioactive waste, and they raised concerns about uranium mining impacts, waste storage, and the bill’s lack of a limiting principle. The committee voted 5-4 to do not pass the bill, with Senators Cervantes, Hamblen, O’Malley, Lopez, and Charlie voting yes on the do-not-pass motion and Senators Ezell, Scott, and Thornton voting no; the chair then explained that the vote reflected disagreement over whether nuclear should be labeled renewable, not opposition to nuclear power itself. The committee then heard Senate Bill 235, the Microgrid Oversight Act, with a committee substitute. Sponsor Senator Steinborn said the substitute would restore existing renewable benchmarks for microgrids, require large microgrids to meet zero-carbon targets by 2045, add reporting and PRC oversight, and close a loophole that could let utilities buy microgrid power and shift costs to ratepayers. Supporters, including environmental groups and community advocates, said the bill was needed to regulate large data-center microgrids such as Project Jupiter in Doña Ana County, which they said could drive major emissions, ozone, and nitrogen oxide pollution, strain water supplies, and undermine state climate goals. They also argued the bill would protect ratepayers and ensure transparency and community benefits. Opponents, including Americans for Prosperity, the Chamber of Commerce, oil and gas associations, Xcel Energy, PNM, Consumer Energy Alliance, and economic development groups, argued the bill would impose unnecessary regulation on private microgrids, slow investment, raise costs, and reduce flexibility for reliability projects and industrial development. They said microgrids are already regulated for safety and interconnection, and that the bill could discourage projects in New Mexico. In response, Steinborn said the bill was necessary because current law leaves a loophole for large polluting microgrids and because several major projects are already planned or underway. The committee heard extensive public testimony on both sides, but the transcript ends before a final vote on SB 235 is taken.
