Transcript Highlights:
  • All right, we’ve got a couple of recognitions.
  • Thank you to the education team.
  • Good news, we have time for recognitions, just in time.
  • Do we have a recognition? All right, let's do a recognition.
  • Senators, I also have a recognition in the East Gallery.
Summary: The Senate convened with a quorum, opening with prayer, the Pledge of Allegiance, and a series of recognitions for interns, staff, and guests. Members also honored a retiring Senate staffer and a wounded veteran, then moved into returning House messages and special order bills. Several measures were taken up and either concurred in or sent back to the House, with multiple unanimous or near-unanimous votes on noncontroversial bills. Among the bills addressed were SB 118 on recreational vehicle park assessments, SB 572 on ethics for public officers and employees, and HB 991 on election integrity. SB 118 and SB 572 were amended to reflect House changes and passed 38-0. HB 991 drew extensive debate over voter registration and identification requirements, with opponents arguing it would burden students, seniors, disabled voters, and others, while supporters said it would strengthen election security and streamline verification; it passed 27-12. The chamber also approved bills on historic cemeteries, chickee regulation, habitual traffic offender designation, military affairs, and a Department of Health package. The Department of Health bill (SB 902/HB 733) was the subject of detailed amendment work, including changes to medical marijuana rules, NICU educational materials, Early Steps, dental loan repayment, and pediatric trauma center designation. The Senate adopted an amendment to the amendment and then passed the bill 37-0. Other measures included a funeral services bill, which the Senate refused to concur in because the House strike-all would redefine cremation to include composting, and a veterans-related bill that was temporarily postponed. The Senate also recessed briefly, then returned to continue the calendar and additional recognitions.

Summary: The Senate convened with a quorum, approved the February 2, 2026 journal, and received committee reports. The Education Committee recommended Senate Bill 19 be amended and sent to the Committee of the Whole with a favorable recommendation, and also recommended confirmation of several appointments, including James JB Holston as Executive Director of the Department of Higher Education and two members of the Private Occupational School Board. The Judiciary Committee recommended Senate Bill 5 be amended and referred to Appropriations with a favorable recommendation. The chamber then moved out of order for resolutions and took up Senate Joint Resolution 7, recognizing February 2026 as Black History Month. The resolution was read at length and included extensive findings on Black history nationally and in Colorado, highlighting figures such as Barney Ford, Clara Brown, early Black legislators, and more recent Black civic and legislative leaders. Senator Exum said there were no additional comments and noted that remarks would be made later in the House. The resolution was adopted on a 33-0 vote, and the current roll call was added as co-sponsors. The Senate also considered Senate Bill 10 on the third-reading consent calendar, a bill clarifying definitions used in agricultural property taxation. It passed unanimously, 33-0. The body then took up Senate Bill 4, which would expand who may petition for an extreme risk protection order. Senator Sullivan and supporters framed it as a public safety measure, while Senator Minority Leader and Senator Zamora Wilson opposed it, arguing it could create administrative burdens, unintended consequences, constitutional concerns, and costs. The debate continued with extended opposition remarks, but the transcript ends before a final vote on SB 4 is shown.

Summary: The Kentucky Senate convened for the opening of the 2026 regular session with an invocation and pledge, then administered the oath of office to Senator-elect Gary Clemens of Jefferson 37. The chamber adopted Senate Resolution 1, establishing the 2026 Senate membership, and declared a quorum present with 36 members. The absent senators were excused, and the journal from March 28, 2025 was approved. The Senate then adopted Senate Resolution 2, which set the rules of procedure for the 2026 session. The rule changes included moving certain resolutions and announcements, removing the 12-member limit on standing committees, shifting administrative regulation jurisdiction, eliminating hard-copy posting and bill-printing requirements in favor of electronic versions, allowing same-day action on conference reports, striking COVID-era remote voting language, tightening floor privilege and lobbying access rules for the temporary chambers, and repealing vote-pairing language. Democratic leadership also reported a change in majority whip, naming the senator from Jefferson 19 after the former whip resigned. The clerk reported a large number of newly filed measures, including memorial resolutions, policy resolutions, and bills on topics such as safe room rebates, trauma center coverage, planning commission membership, paid maternity leave for state employees, veterans benefits, wages, CASA, podiatry, mushrooms, motor vehicle operation, schools, city government, music therapy, dual credit scholarships, geoengineering, educational discrimination, cremation, solid waste, motor vehicle commission, economic infrastructure, recovery residences, property transfer at death, oaths, and an Article V convention term-limits resolution. Senate Resolution 3, inviting Frankfurt-area pastors to open sessions with prayer, was adopted. Members also announced an ethics training for the next day and a reception for Senator Clemens. The Senate then adjourned until the next scheduled meeting date announced by the chair.
