Summary: The joint committees on Transportation, Labor and Technology, and later Transportation and Economic Development and Tourism, heard several bills. SB 2573 would allow administrative driver’s license revocation hearings to be held by interactive conference technology such as Zoom and permit electronic exchange of evidence. The chief adjudicator for the ADLRO supported it as a non-mandatory option that has worked well since 2021, improving attendance and saving time and money; DOT also supported it. The committees voted to pass SB 2573 with technical, non-substantive amendments. SB 3215 would make permanent the requirement that securing mooring lines at commercial docks be performed by labor subject to collective bargaining by repealing the sunset date in existing harbor safety law. DOT did not submit testimony, and the chair noted support from longshore labor. The committees voted to pass SB 3215 unamended. The committees also heard SB 2693, which authorizes $15 million in general obligation bonds for planning, design, and construction of a 50,000-square-foot aerospace hangar and related facilities at Hilo International Airport. A Phoenix Space executive testified in support, saying Hawaii and Hilo have geographic advantages and that the project could support aerospace investment and jobs; several other organizations and individuals submitted supportive testimony. Committee members questioned whether federal matching funds or airport capacity existed, and DOT said it had no assurance of federal participation and would need to check on capacity and potential users. The hearing then moved to SB 2698, which would create a cruise ship special fund and impose a per-passenger head fee on cruise ships docking in state commercial harbors while repealing the existing cruise ship TAT framework effective January 1, 2026. DOT supported the bill but requested amendments to clarify that the new fee is in addition to existing passenger, port entry, and dockage fees and to raise the fee from $6.50 to $10; DOT said the higher amount would better fund harbor improvements such as shore power. Norwegian Cruise Line Holdings testified in support but said the added fee would significantly increase costs, while a local ship supply business supported the cruise industry and opposed the TAT approach, saying cruise activity benefits local farmers and jobs. No final vote on SB 2698 was taken in the excerpt provided.

Summary: The House convened with prayer, the pledge, and several recognitions, including Veteran of the Week Major General (ret.) Tony L. Wright, Doctor of the Day Dr. Jeanette Kelly, Capitol Day students, Girl Scouts, and family members of legislators. Members also adopted House Resolution 1038 honoring the Oklahoma Youth Expo and its agricultural education and scholarship impact, including recognition of top ag mechanics exhibitors. The chamber then considered and passed several bills, including HB 3263 designating the morel mushroom as the state mushroom; HB 315 setting qualifications and a term limit for the Department of Corrections director; HB 2123 revising authorization for an Arkansas River bridge project near Bigsby; HB 3587 allowing court-ordered outpatient mental health treatment; HB 3028 allowing career techs in public schools to pass along credit card surcharges; HB 2035 clarifying transportation protection agreements related to funeral services; HB 3369 allowing food trucks to use two fire extinguishers and training in lieu of an automatic suppression system; and a series of census-related bills creating a census count committee, reestablishing a state data center function, and updating Commerce technology for census address work. The House also passed HB 3624 to standardize county boundary mapping, HB 3175 creating an Oklahoma Advanced Nuclear Energy Office, HB 3173 allowing repurposing of orphaned and abandoned wells for geothermal or energy storage uses, and HB 4476 creating a revolving-fund rebate program to help smaller communities compete for music events and tourism. Two measures failed on final passage: HB 3178, which would have created a standard depreciation table for county assessors to value farm equipment, and HB 1979, which would have created an Early Childhood Task Force. In both cases, members later served notice of intent to reconsider the failed votes. The House also reconsidered and passed previously failed motions on HB 3127 and HB 2997. Most bills that reached final passage were approved by recorded vote, with HB 3178 failing 43-45 and HB 1979 failing 46-43. The House adjourned until the next scheduled meeting.

Summary: The House opened with a series of ceremonial recognitions, including Bernalillo County Day, Pecos Elementary, Las Vegas, New Mexico Highlands University, the New Mexico International School, and the Sun Country golf organizations. Members and guests offered brief remarks praising county staff, educators, university programs, and local public service, and several caucus and committee announcements were made. The House also received a gubernatorial message authorizing consideration of House Bill 303, which was then removed from Rules, ordered printed, and referred to the House Commerce and Economic Development Committee. The chamber then adopted a long slate of committee reports, moving multiple bills and memorials forward, including House Bills 294, 298, 38, 127, 151, 165, 47, 63, 64, 184, 200, 309, 311, 329, 310, and memorials 20 and 51. Most reports were adopted without objection, and several measures were advanced with committee substitutes or amended versions. The House then proceeded to third reading on selected bills. On final passage, House Bill 128 passed 61-1. The bill updates presumptive workers’ compensation coverage for full-time firefighters with occupational cancers and other illnesses, and debate focused on the exclusion of volunteer firefighters, the evidentiary burden for exposure claims, and whether the bill should be expanded later. House Bill 109, dealing with the Water Project Fund and allowing the New Mexico Finance Authority to award funds without legislative authorization through December 2029, passed 61-0. House Bill 158, requiring accountability and evaluation plans for agencies receiving growth funds, passed 63-0. House Bill 49, increasing the penalty for serious violent felons who possess firearms or destructive devices to a second-degree felony, was debated extensively over sentencing discretion and the distinction between serious violent and nonviolent felons; the transcript cuts off before the final vote on that bill.

Bills: HB1540
Summary: The committee first took up amended bill 10-13, a school funding and education appropriations measure. Senator Schaible walked through the final version, which included changes to foundation aid, transportation grants, free and reduced-price meals funding, paraprofessional and teacher support programs, Native American education items, library and school facility projects, and several one-time grants. Members discussed removing the science center grant funding, and Senator Meyer objected to that removal, arguing that Grand Forks had raised matching private and local funds and that other cities had received similar state support. The committee also agreed to adjust regional education association funding to reflect six centers rather than seven, reducing that line to $600,000. The committee then adopted the amendment to 10-13 unanimously and passed the bill as further amended on a unanimous roll call, with Senator Shively designated as carrier. After a brief recess, the committee turned to bill 1540, but no formal action was taken. Bank of North Dakota and OMB representatives raised concerns that the draft included policy changes and procurement/IT exemptions that needed further discussion. Members agreed the bill would be delayed until Monday so the Bank, OMB, and NDIT could confer and work through the mechanics and policy issues before the committee moved it forward.
