Summary:
The Commerce Committee heard three bills and held House Bill 2118. House Bill 2091 would increase the maximum assessment DIFI can charge domestic insurers based on admitted assets, with future adjustments tied to inflation beginning July 1, 2027. Supporters, including the sponsor and industry representatives, said the fees have not been updated in 25 years, Arizona’s regulatory workload has grown substantially, and the measure would help DIFI hire staff, reduce reliance on contractors, and speed insurance approvals without raising premiums. The committee recommended the bill do pass on an 11-0 vote.
House Bill 2138 would clarify that professional firefighters in city, town, county, or fire district departments are covered for workers’ compensation when injured while traveling to or from work or mandatory assignments. Testimony from Queen Creek and a firefighter described a real claim denial caused by a loophole in current law, arguing the bill restores original legislative intent and protects recruitment and public safety response. The County Supervisors Association said it was neutral and requested removal of “county” from the definition because counties do not employ firefighters; the sponsor said a floor amendment would address that. The committee passed the bill 11-0.
House Bill 2122 makes clarifying changes to reciprocity or endorsement qualifications for registration of certain BTR-related professions, including adding reciprocity with the United Kingdom that was omitted from last year’s law. The sponsor described it as a cleanup bill to support workforce development and make it easier for professionals to do business in Arizona. The committee approved the bill 11-0, and the meeting adjourned after all three measures received unanimous do-pass recommendations.

Summary:
The Assembly convened after a quorum call, prayer, and pledge, then moved through a largely procedural session with several unanimous-consent motions, guest introductions, and budget-related trailer bills. Members also adopted resolutions recognizing June as Dairy Month and June 2026 as Electronic Dance Music Month, and later approved H.R. 88 commemorating the 250th anniversary of the Declaration of Independence. Guest introductions highlighted the Los Angeles Dodgers, San Diego Kappa League, Assembly staff member Mukhtar Ali, and Jennifer Levy, who is advocating against drunk driving after the death of her son.
On the floor, the Assembly considered a series of Senate budget trailer bills presented by Assembly Member Gabriel. SB 170 reorganizes housing and homelessness agencies; SB 171 makes labor-related cleanup changes; SB 172 addresses general government, broadband, and NextGen 9-1-1; SB 174 extends remote court hearings and related court provisions; SB 177 advances options related to Medi-Cal and employer contributions; SB 180 extends the California Competes tax credit and conforms tax treatment for certain savings accounts; SB 169 covers transportation and DMV-related provisions; SB 168 creates a zero-emission vehicle incentive program and other clean-energy changes; SB 166 implements natural resources and environmental protection budget items; SB 165 extends the skilled nursing facility financing framework; SB 163 updates developmental services; and SB 135 funds higher education initiatives, including community college enrollment and Cal Grant changes. Most of these measures passed with bipartisan support, though several drew opposition over concerns about bureaucracy, fees, oversight, or policy direction.
The Assembly also passed SB 719, which updates vehicle-related protections for domestic violence survivors, SB 97, an urgency bill making clarifying changes to digital financial asset law, SB 1350, which supports hydrogen and clean energy development, and SB 1344, which aims to reduce meritless lawsuits delaying affordable and supportive housing projects. AB 182, which sets the order for proposition numbers on the November ballot, was approved despite criticism that it manipulates the ballot numbering process. Votes on the measures were recorded, with many passing on strong margins and several transmitted immediately to the Senate or Governor as noted in the proceedings.

Summary:
At a joint Senate hearing on SCR 198 and SR 178, the committees considered resolutions urging Hawaii insurers and the Hawaii Property Insurance Association to seek subrogation claims against polluters linked to worsening climate impacts and higher insurance costs. Testimony was overwhelmingly supportive, with 47 written testimonies in support and additional oral support from former Honolulu chief resilience officer Josh Tamro. The committees recommended passage with amendments, narrowing the language to refer specifically to polluters who knowingly engaged in misleading and deceptive practices about the connection between their products and climate change, along with technical non-substantive edits. Both committees adopted the amended resolutions by vote.
At a separate joint hearing on STR 226 and SR 201, which urged changes to Medicaid 1915 home and community-based services waiver eligibility criteria, supporters argued the current rules and administrative guidance were inconsistent and left some people with intellectual and developmental disabilities, including those with mental health dual diagnoses, without proper access. The Hawaii State Council on Developmental Disabilities and Hawaii Disability Rights Center supported the intent but noted factual issues and said a memo from the department addressed only part of the problem, not the mental health-related concerns. After discussion, the chair concluded the resolution was not the best vehicle and deferred it, suggesting a more comprehensive bill would be needed.
The Commerce and Consumer Protection committee also took up HB 799 HD2 SD1 on healthcare and recommended passage with amendments, including striking a written transfer-agreement requirement, shortening the sunset to June 30, 2028, removing a related timeline, and making technical corrections. In another joint hearing, SCR 222 and SR 197, which would have urged towing companies to have on-site ATMs for vehicle owners, drew opposition from the Office of Consumer Protection, which said Act 60 already requires credit and debit card acceptance and that ATMs could let companies evade the law. Members noted ongoing complaints and weak enforcement, and the chair recommended turning the issue into a task force for further study, with decision-making deferred because of quorum issues.
The committee also heard several other resolutions: STR 57 and SR 41, urging Congress to create a national reinsurance program, received only supportive testimony; STR 70 and SR 54, calling for a pharmacy reimbursement working group, also drew support; and STR 123, proposing an attorney general-led landlord-tenant working group, received comments from the Attorney General’s Office suggesting a more appropriate lead agency and noting the Legislative Reference Bureau may be better suited to assist. No final adverse action was taken on those measures during the hearing segment described.

Summary:
The Alabama Senate convened with prayer, the pledge, and roll call, establishing a quorum and adopting routine motions to excuse absent senators, dispense with the prior journal, and allow bills and committee reports to be received throughout the day. The chamber also welcomed several guests, including members of the Kappa Alpha Psi fraternity and other visitors in the gallery.
The Senate received multiple House messages, referring several House bills on taxation, local legislation, and the entertainment industry to committee, and concurred in House amendments to Senate Bill 259 on counties and Senate Bill 228 on the Alabama Space Authority. Committee reports then advanced a number of bills, including favorable reports from Judiciary, County and Municipal Government, and Local Legislation committees, with several bills receiving substitutes or minor dissent. The Senate also re-referred Senate Bill 333 to Local Legislation, Mobile County, and Senate Bill 292 to County and Municipal Government.
Members adopted several commemorative resolutions, including Senate Joint Resolutions honoring Lt. Col. Jonathan David Schultz, Honda’s 25 years of operation in Alabama, Mrs. Kelly Fischer as Alabama High School Principal of the Year, and Peggy Sers Benson on her retirement from the Alabama Board of Nursing. The Senate also adopted a Rules Committee report setting a special order calendar that included bills on ground ambulance services, counties and municipalities, solid waste collection fees, public schools, and public assistance.
On the floor, the Senate passed local bills including Senate Bill 324 on Tallapoosa County, House Bill 485 on Clark County, House Bill 479 on Cusa County, House Bill 410 on Limestone County, and House Bill 412 on Limestone County. The chamber then took up Senate Bill 254 on parole, adopting an amendment offered at the request of district attorneys to clarify the Pardons and Paroles Board’s discretion, and passed the bill 26-2. The Senate also debated Senate Bill 269 on ground ambulance services, with the sponsor describing it as a pilot bill addressing reimbursement, surprise billing, reporting requirements, and “treat in place” options; Senator Stutts raised concerns that it would shift costs to a smaller group of payers and increase premiums, while the sponsor argued it could reduce unnecessary transports and save money. The transcript ends during that discussion, with no final vote on SB 269 shown.

Summary:
The conference committee met on Engrossed Substitute Senate Bill 5167, the state operating budget, and received a detailed staff briefing on the proposed conference report. Staff explained how to read the comparison documents, the four-year balanced-budget outlook, and the main resource assumptions, including use of the March 2025 revenue forecast, exclusion of the statutory 4.5% growth assumption, revenue legislation totaling about $8.7 billion, numerous fund transfers, and reversion assumptions. They also noted the proposal does not include a temporary salary reduction or furloughs.
The briefing highlighted major policy areas and their net five-year impacts, including increases for state and higher education employee compensation, K-12 education, long-term care and developmental disabilities, corrections, information technology, and other policy items. It also described net reductions in behavioral health, children/youth/families, higher education, natural resources, other human services, and health care/public health, with many of the changes tied to delayed programs, rate adjustments, fund shifts, and savings options from Governor Ferguson. The committee then heard member comments, with supporters emphasizing K-12 funding and fiscal responsibility, and Senator Gildon opposing the process and the closed-door nature of the budget development.
A motion was made and seconded to recommend adoption of the conference report and pass the bill. The roll call showed one member voting do not recommend, one member excused, and the remaining members recommending adoption. By vote of the committee, the conference report was adopted, and the committee adjourned.
