The discussion also covered whether the state and private owners share repair and maintenance obligations for Waikiki seawalls; testimony said existing agreements remain relevant but must yield to current law.
The committee also heard SCR 165 designating March as Water Month, with support from the Board of Water Supply and others, and SCR 177 requesting DAGS to convene a cooperative working group on state projects needing county permits.
