The committee then heard House Bill 435, sponsored by Representative Don McFarland, which would clarify professional engineering licensure law. McFarland said the bill is intended to make clear that work in IT security, electronics, digital systems, computing, and software is not the practice of engineering requiring a professional engineer license, while preserving licensure requirements for fields such as civil, structural, and building-related engineering. He said he had consulted with the American Council of Engineering Companies and that the bill is meant to remove ambiguity and legal risk, not deregulate engineering. Several members with engineering backgrounds spoke in support, describing the distinction between licensed PE work and other technical fields, and one member noted that software development and regulated software work typically do not require a PE license. The committee voted ought to pass on HB 435 by a roll call of 16-0 and placed it on consent.
Finally, the committee opened House Bill 210, which would create a commission to study the New Hampshire state flag. Representative Tom Corman argued that the current flag is a generic “state seal on a blue bedsheet” and does not meet common vexillological design principles such as simplicity, meaningful symbolism, limited colors, and distinctiveness. He said the proposed commission would include legislative members plus representatives of the New Hampshire Historical Society and the New England Vexillological Association, and would review the flag’s history and recommend whether to redesign it and how to do so. He also indicated he intended to add language to avoid costs, but the bill discussion was not completed in the portion provided.

The committee again passed the bill unanimously.
House Bill 212 was next and would allow licensed veterinary technicians, under direct veterinarian supervision, to administer rabies vaccinations to dogs, cats, and ferrets. The sponsor and Kentucky Veterinary Medical Association said the change would help shelters, humane societies, and mass vaccination clinics, improve recordkeeping, and address rising rabies concerns in Kentucky. The committee approved the bill unanimously. Finally, House Bill 49 was presented by Representative Matt Cook and the Board of Licensure for Engineers and Surveyors as a scholarship program funded by $5 from each annual license renewal plus fines and penalties, aimed at encouraging Kentucky students to enter engineering and surveying and remain in the state for six years after graduation/licensure. Members asked about the service commitment and funding source; the sponsor said the program would use existing funds and not raise renewal rates. The committee passed the bill unanimously, with the chair noting it as a positive example of board modernization.

The committee also approved SB 772 on diabetes management in schools, which would allow districts to obtain and store glucagon for emergency use by trained school staff or nurses, with liability protections included. SB 1102 on school readiness programs for children with disabilities passed after testimony that it would expand identification of disabilities, require more training for providers, and direct special-needs funding toward better-supported classrooms. SB 1382, also on school readiness, was approved and would change the definition of economically disadvantaged families, adjust priority tiers, and update the waitlist and forecasting process for child care assistance.
The most debated measure was SB 140, which was substantially rewritten by delete-all amendment to create “job engine charter schools,” allow municipalities to seek charter schools aimed at attracting industry, authorize parent votes for conversion of existing public schools, and set requirements for district five-year property plans and surplus property use, including affordable housing and charter school purposes. Supporters argued it could aid economic development and repurpose underused property, while opponents raised concerns about privatization, reduced stakeholder input, unclear voting procedures, and loss of district control over property. Despite extensive debate and multiple public speakers against it, the bill passed favorably. The committee also approved SB 430, a merged AED and cardiac emergency response bill requiring public schools to have a cardiac emergency plan, trained staff, and an operational AED in a publicized location, with reimbursement provisions and liability protections; it passed after supporters emphasized life-saving benefits and manageable training costs. The committee adjourned after recording additional members’ votes on selected bills.
