- , to whom was referred the House Bill authorizing the town of Westford to release agricultural preservation
Summary:
The Senate opened with the Pledge of Allegiance and adopted a resolution commending the Transgender Day of Remembrance Planning Committee for its observance of Transgender Day of Remembrance. The chamber then took up several Ways and Means reports on local bills, including legislation authorizing Westford to release agricultural preservation restrictions on land owned by Westford Gateway LLC and authorizing the Commissioner of Capital Asset Management and Maintenance to convey a parcel of land in Wellesley. In both cases, the rules were suspended, the committee amendments were adopted, and each bill was ordered to a third reading.
The Senate also considered a Veterans and Federal Affairs report on a petition by Senators Creem and Peisch to rescind all prior Article 5 Constitutional Convention applications. The committee recommended approval, but Senator Durant moved to postpone the matter until the next session, and it was postponed without objection. Another House bill authorizing Dartmouth to grant an additional off-premises alcohol license was taken up under suspension of the rules and ordered to a third reading.
Later, the Senate passed two bills to be enacted: House No. 2016, as amended, concerning affordable care rentals, and House No. 3912, increasing the membership of the Marblehead Board of Health from three to five members. The Senate also adopted an order to reconvene the following Wednesday at 11:00 a.m. in full formal session with the calendar, and then adjourned.

Summary:
The committee considered a Senate amendment to a bill dealing with cell-cultured protein. The Senate Agriculture Committee explained that the bill had been “hog-housed” into a legislative management study because the original bill and a later version were not workable, federal rules were limited, and related litigation in other states suggested it was better to pause and study the issue. Members noted that the state already has Century Code language prohibiting advertising, sale, misrepresentation, and deceptive packaging of cell-cultured protein as meat, and that the original bill mainly added manufacturing language and a definition.
Several members supported the study approach, saying the issue may be more appropriately handled at the federal level and that the bill may have been premature. They also commended the students who brought the proposal forward and encouraged them to continue their work, including on federal issues. One member emphasized the need to protect the state’s beef industry while agreeing to the study.
A motion was made and seconded for the House to accept the Senate amendments. The clerk called the roll, and the motion passed with all members voting yes/aye. The House concurred with the Senate amendments, and carriers were assigned for both chambers before the committee adjourned.

- The bill would remove that repeal and preserve the public record and meeting exemptions, keeping current
Summary:
The Committee on Regulated Industries met with a quorum present and took up two Open Government Sunset Review bills. SPB 706 would preserve the public meeting and public records exemptions for portions of Florida Public Service Commission hearings involving proprietary confidential business information, such as utility financial data, plant designs, and other sensitive records discussed in rate or related proceedings. Staff explained that the exemptions are set to repeal in 2026 and that PSC-related stakeholders unanimously supported renewing them; the committee adopted a motion to submit the bill as a committee bill and then reported it favorably.
The committee then considered SPB 708, which would remove the scheduled repeal date for public records and meeting exemptions covering confidential information held by the Florida Gaming Control Commission. Staff said the bill maintains current policy and that interviews with the commission and stakeholders supported keeping the exemptions in place. The committee again adopted a motion to submit the bill as a committee bill and reported it favorably.
No opposition was presented on either measure, and there were no substantive amendments. After both roll calls, the committee completed its business and adjourned.

The nominations for David Fatui as Deputy Administrator and another nominee received favorable reviews, with several members expressing support for their qualifications and the importance of their roles in addressing environmental issues. Notable conversations highlighted concerns about the current administration's stance on climate science and regulatory practices, particularly focusing on a controversial statement made by one of the nominees that undermined established climate science. Senator Whitehouse expressed deep frustration over the implications of this viewpoint on future environmental policy and regulation.

Summary:
The Joint Committee on Ways and Means held a public FY27 budget hearing at Barnstable Town Hall, with opening remarks emphasizing the Cape and Islands’ seasonal infrastructure, housing, transportation, workforce, and digital needs. The hearing began with testimony from the Executive Office of Labor and Workforce Development, which outlined the Healey-Driscoll administration’s budget priorities for job training, apprenticeship, youth employment, reentry programs, and unemployment insurance modernization. The secretary highlighted proposed funding for the Workforce Competitiveness Trust Fund, Career Technical Initiative, YouthWorks, reentry workforce development, and services for young adults with disabilities, along with a proposal to streamline youth work permits. Members also discussed the unemployment trust fund, the COVID assessment on employers, rising unemployment, and the need to improve DUA customer service and claims processing.
Committee members asked about job seeker barriers such as child care, housing, transportation, and out-migration of young workers, as well as how to keep Cape Cod graduates and seasonal workers in the region. The administration said its strategy is to pair training with broader affordability investments and to expose students to career pathways earlier, including through middle school, early childhood STEM, YouthWorks, pre-apprenticeships, and Building Pathways. Senators and representatives also raised concerns about regional funding disparities, especially for Hampshire Franklin MassHire, and the administration said it is reviewing MassHire funding and service equity through a policy committee and statewide workforce board. On unemployment assistance, officials reported major improvements in wait times and claims processing, but said they are still working through backlogs and staffing challenges while maintaining program integrity.
The committee then heard testimony from the Executive Office of Economic Development. The secretary described House 2 as a fiscally restrained budget with no new taxes or fees, while preserving core programs and using the Mass Leads Act tools to support competitiveness. EOED’s proposal included funding for the Community One Stop for Growth, rural economic development, social enterprise operating grants, regional economic development organizations, the Workforce Investment Trust Fund, Community Workforce Partnerships, Pathmaker, advanced manufacturing training, life sciences, innovation vouchers, AI initiatives, small business assistance, and tourism and live theater support. The Office of Consumer Affairs and Business Regulation also testified on its FY27 request, focusing on consumer protection, licensing, banking, insurance, and public safety regulation. No votes were taken during the hearing.
