Senate Education
Summary:
The Senate Education Committee heard gubernatorial appointment testimony from Pete Kohler for the State Board of Education and Jennifer White for Executive Director of the Office of the State Board of Education. Kohler described a long career in the military and Idaho education, including work as a teacher, principal, superintendent, State Department of Education chief of staff, and service on several state committees and commissions. In response to questions, he emphasized early reading mastery, stronger math and financial literacy, expanded career and technical education, more flexible high school pathways, and a focus on helping students become capable thinkers and resilient adults. He also discussed a major financial crisis he managed as Nampa superintendent, saying he stabilized the district without layoffs and worked openly with staff, unions, and the public. Committee members expressed support, but the appointment vote was deferred to the next meeting.
White introduced her family and outlined her background in Idaho, law, and higher education, including work in state government, private practice, Boise State University, and government relations. Senators praised her professionalism and performance under questioning in prior budget hearings, and no concerns were raised. As with Kohler, the committee said the confirmation vote would be taken the following day.
The committee also considered RS 32954C1, introduced by Senator Cook, which would direct the state to develop guidelines for artificial intelligence in education. Cook said the proposal was meant to help students learn about AI while adding guardrails, similar to how schools adapted to calculators, computers, and the internet. The committee moved RS 32954 to print, and the motion passed unanimously.

Summary:
The House opened with the Pledge of Allegiance and then concurred in a Senate referral concerning a petition from Joanne M. Comerford to designate an official vegetable of the Commonwealth, sending it to the Committee on State Administration and Regulatory Oversight. The Committee on Steering, Policy and Scheduling reported several local bills for consideration, including measures affecting Topsfield, Andover, Colrain, Salem, Oxford, and South Hadley. The House suspended Rule 7A and took up second readings, then ordered those bills to a third reading.
The House also passed to be enacted House No. 4399, amending the charter of the town of Middleton. Several other local bills were then released from the Committee on Bills in Third Reading and passed to be engrossed, including a Rutland recall elections bill, a Rehoboth tax exemption for the surviving spouse of a deputy chief, a Millis senior property tax exemption for school construction, and a Falmouth sewer-related funding bill. The House also considered a Springfield disability pension bill for Ms. Al Rodriguez, which was amended by substitution with House No. 5391 before being engrossed.
Additional amendments were adopted on bills concerning North Adams special police officers, a North Attleboro senior property tax exemption, and a Salem excise on the transfer of parking spaces, after which each bill was passed to be engrossed as amended. The House then held a moment of silent tribute for Stephen Fennell of Falmouth. Finally, the House adopted an order to adjourn until Monday at 11 a.m. and adjourned to meet then in informal session.

Summary:
The House Environment, Energy, and Technology Committee met with a quorum, approved the minutes from February 4, and then considered two request-to-introduce measures. First, Representative VanderWaal presented RS 33323, which would consolidate the old hazardous waste facility siting process into the Hazardous Waste Management Act and shift siting/public notice responsibilities to DEQ if the process is needed again. The committee had no questions and voted to introduce the RS.
Next, Representative Hostetler presented RS 33167C1, a memorial urging Congress to prohibit unauthorized geoengineering over Idaho, especially solar geoengineering such as solar radiation modification and stratospheric aerosol injection. He argued the issue raises environmental and sovereignty concerns and cited federal research documents and media reports; he also emphasized that the memorial is not intended to affect cloud seeding for agriculture. Members asked several questions about that distinction, and Hostetler reiterated that cloud seeding is separate and already addressed in other legislation.
After discussion, the committee voted to introduce RS 33167C1 as well. No other substantive actions were taken, and the meeting adjourned after the two introductions.
