Senate Local Government
Summary:
The Senate Committee on Local Government met with a quorum and took up a series of pending bills, voting to report several measures to the full Senate. SB 250, SB 375, HB 3093, SB 2419, SB 2605, SB 3029, HB 22, and HB 1392 were all reported favorably and recommended for the Local and Uncontested Calendar. SB 1957 was also reported out, but with one recorded no vote from Senator Paxton. The committee also adopted committee substitutes and reported them favorably for SB 1944, SB 2452, SB 2675, HB 2525, and SB 867, each with the recommendation that the original bill not pass but the substitute do pass and be printed.
SB 867 received the most discussion. Chairman Bettencourt explained that the committee substitute narrowed the bill’s application to housing finance corporation projects within the creating local government’s boundaries, clarified definitions related to HFC users, multifamily development, rent, and public benefit, adjusted underwriting and deadline provisions, and addressed tax exemption and payment-in-lieu-of-taxes issues. He also noted that an attorney general opinion request had been sent regarding HFC-related concerns and urged the committee to move the bill forward.
Near the end of the meeting, Senator West asked to be recorded as voting in line with his recommendations on the bills, except for SB 1957, on which he wanted to be shown voting against it. After that, the committee had no further business and recessed.

Summary:
The Appropriations and Revenue Committee met with a quorum and welcomed several new members. The main item of business was House Bill 1, which would reduce the individual income tax rate from 4% to 3.5% beginning January 1, 2026. The chair described the bill as the final step in a deliberate, multi-year process to lower income taxes while forcing regular legislative choices about whether to increase spending, hold it steady, or reduce it further.
In explaining support for the bill, the chair emphasized that tax reductions should only occur when the Commonwealth can reasonably cover its expenses, pointing to major state priorities such as foster and adoptive services, Kentucky State Police, Medicaid, and the justice system. The chair argued that cutting revenues without corresponding spending reductions is not serious policy and urged members to demand specific spending cuts from anyone proposing faster tax reductions.
The committee voted on the bill and approved it unanimously, 11-0. House Bill 1 was reported favorably to the floor.

Committee:
House Conservation and Natural Resources
Summary:
The Committee on Conservation and Natural Resources met in executive session and first considered House Bill 3193. The committee adopted a House Committee amendment adding broader exceptions for health, safety, and compelling human need, then rolled the amendment into a substitute and passed the House Committee substitute by an 8-3 roll call vote. Members discussed the bill’s effect on plastic water bottles in state parks, with supporters saying it would reduce plastic waste in parks and waterways while preserving access to water through alternative means.
The committee then heard House Bill 3366, which would establish Missouri Black Bear Awareness Day. Representative Michael Burton presented the bill and described the growth of Missouri’s black bear population, the history of bear reintroduction in the region, and the need to educate the public on avoiding conflicts with bears, including not feeding them and using precautions such as bear bells, bear spray, and proper food storage. Members asked lighthearted questions about bear behavior and safety, and several expressed support for public education and bear conservation.
No testimony was offered in opposition or for informational purposes on HB 3366, and the hearing concluded without a vote on that bill. The committee then adjourned.

- Additionally, a reduction in the number of recordings per year has made the problem even worse.
Summary:
The House Agriculture Committee met with a quorum and first took up two bills in executive session. House Bill 3014, previously presented by Representative Farnan, was approved due pass on a 20-0 roll call vote. The committee then considered House Bill 3392, adopted a committee substitute that added a small liability disclaimer for distributors and wholesalers at the suggestion of Ron Leone, and approved the committee substitute due pass on a 21-0 vote.
The committee then held a public hearing on Senate Bill 938, presented by Representative Haley on behalf of Senator Bernskoetter. The bill would increase a long-standing user fee from $4 to $6 for recorded documents, with the additional revenue split among county recorders, the Secretary of State, and the Department of Agriculture’s land survey program. Haley and other members said the increase was needed to sustain the land survey program and reflect rising costs, while clarifying that the fee would not automatically increase again. Members asked questions about how the fee would be divided and what portions applied to different parts of the statute.
Testimony was uniformly supportive. The Missouri Department of Agriculture, the Missouri Society of Professional Land Surveyors, and the Recorder Association of Missouri all backed the bill, citing the need to preserve the land survey program and support record storage, digitization, and microfilming efforts in county recorder offices. No witnesses testified in opposition or for informational purposes. The committee then adjourned after the hearing.
