Summary:
The committee met to brief amendments and then took executive action on nine bills related to child care, DCYF oversight, and services for children and vulnerable populations. Before voting, members reviewed proposed substitutes and amendments for HB 1544, 2099, 2219, 2253, 2319, and 2350, with brief discussion on issues such as child welfare risk assessment tools, military family child care access, child care provider flexibility, licensing and monitoring requirements, and residential habilitation center terminology and notice requirements.

HB 2319 was amended to correct technical language regarding Eastern State Hospital and Interlake School. HB 2350’s substitute changed notice procedures for residential habilitation center noncompliance to emphasize posted notices, email, preferred language, and plain-language summaries.
HB 1544 drew the most debate. Amendments to add domestic violence, define “safe,” require an audit of missing safety-plan data, and prohibit use of an unvalidated risk tool to screen out referrals were considered; only the domestic-violence amendment was adopted, while the others failed. Members discussed concerns about the current DCYF risk assessment tool, cultural bias, and the need to improve validation, but also cautioned against narrowing the study too much. The committee ultimately reported the second substitute HB 1544 out with a do pass recommendation by a 9-0-2 vote, with two members voting no without recommendation.

Representatives from several programs described different models: Washington Virtual Academy (a large online ALE operated through Omak School District and partnered with for-profit Stride), Columbia Virtual Academy in Valley School District (a district-run, nonprofit online/remote program), Pearl in Quilcene (a K-8 remote parent partnership program), and River Home Link in Battleground (a site-based hybrid program). They discussed student supports, special education, enrichment, family choice, transportation, and how they measure outcomes. Members asked for follow-up information on funding, demographics, racial and ethnic data, multilingual learners, and post-graduation outcomes, and OSPI agreed to provide additional data where available.
The committee then heard from OSPI and several districts about AI guidance and implementation. OSPI’s Holly Ryan Calloway described the agency’s human-centered AI framework, three guidance documents for schools, statewide professional learning, an AI innovation summit, and new AI literacy and informatics course frameworks and CIP codes. Quincy School District described a multi-year effort to integrate AI by centering student needs, creating district policy and classroom guidance, and training teachers to use AI responsibly while building an AI readiness plan from elementary through high school. Peninsula School District described its AI action research team, teacher professional learning, and classroom uses of generative AI to support science instruction, communication, and prompt engineering, while stressing that AI should enhance rather than replace learning. Members raised questions about privacy, energy and water use, prompt engineering, workforce and university connections, and the need for clear standards and ongoing educator training. No votes were taken.

McMakin, which raises the maximum local 9-1-1 service charge from $1.25 to $2.00, with an amendment requiring annual reporting and local governing authority approval; testimony explained the funding need for Next Generation 9-1-1, and the bill was reported favorably as amended.
Finally, the committee began HB 536 by Rep. Coates on wireless communication facilities near schools. After adopting technical and then lengthy substantive amendments narrowing the school proximity zone, adjusting setbacks, adding co-location and permit timing provisions, and clarifying uniform application, members raised concerns about whether the bill duplicated existing safety standards, could delay deployment, and whether it would apply only to new towers. The sponsor and a parent witness emphasized school safety and emergency planning, but discussion remained ongoing when the transcript ended.
