Summary:
The Senate Appropriations Human Services Division met to consider House Bill 1012, the Department of Human Services budget, and reviewed three previously made amendments: correcting a reference to $30 million underfunding, changing “human service centers” to “behavioral health clinics,” and revising section 31 language so the department would review medical assistance services and report findings and recommendations rather than directly implement adjustments. The committee also discussed whether to include funding related to two other bills with fiscal impacts, House Bill 1485 (personal needs allowance) and House Bill 2399 (PRTF reimbursement), noting those measures may go to conference committee and that appropriations could be added there instead of in HB 1012. The committee agreed to proceed with HB 1012 and members noted provider inflation questions would be raised later in full committee.
The division then approved a due pass recommendation on the amendments to HB 1012 and, after a roll call vote, approved HB 1012 as amended on a 4-1 vote, with Senator Mathern voting no. Senator Davison was named as carrier. Members also discussed House Bill 1577, involving wastewater project financing and possible amendments related to a line of credit from the Bank of North Dakota for specific projects, and House Bill 1619, for which additional amendments were expected before full committee action. The meeting ended with general thanks and adjournment.

Summary:
The House Health and Human Development Committee met and considered a series of health, human services, and related bills. The committee heard and advanced House Substitute 1 for Senate Bill 13, which standardizes hospital charity care and financial assistance statewide, and Senate Bill 296 with Senate Amendment 1, which restructures the Delaware Health Fund grant process with a more formal, transparent competitive rubric. Both measures received supportive testimony from DHSS, the Delaware Healthcare Association, and the Delaware Nurses Association, and both were released by committee on roll-call votes.
The committee also released Senate Bill 313 with Senate Amendment 1, which places a temporary moratorium on acquisitions of nonprofit acute care hospitals by for-profit entities and expands notice/review requirements for sales of hospital real estate; Senate Bill 340 with Senate Amendment 1, which requires long-term care facilities to carry specified liability insurance, with questions raised about the exemption for state-owned facilities; Senate Joint Resolution 20, which directs DHSS to study independent assessment tools for Medicaid home- and community-based services; and Senate Bill 341, which updates Delaware Health Information Network law and formally recognizes DIN as the state’s health data utility. Testimony on these bills was generally supportive, with some discussion on constitutional concerns, insurance coverage, and the rationale for the state exemption in SB 340.
Later, the committee advanced Senate Bill 257, which requires new animal shelters to be licensed and inspected before operating and removes a prior exception for certain rescue organizations; and Senate Substitute 1 for Senate Bill 278 with House Amendment 1, which allows earlier pre-authorization for summer child care enrollment and lowers copays for half-day care. Public testimony on these measures came from animal welfare advocates, YMCA representatives, and other stakeholders, all largely in support. Each bill was released by committee, with several votes walked for absent members, and the meeting adjourned after all agenda items were addressed.

Summary:
The House convened, completed the roll call, heard an invocation, the Pledge of Allegiance, and several introductions and recognitions, including guests in the galleries and a special recognition of a doctor of the day and a state volleyball championship team. The chamber then took up a series of bills, with most receiving brief explanations and little or no debate. House Bill 2997, dealing with used-car bait-and-switch enforcement and higher fines, failed on final passage 47-39, and notice was given of a possible motion to reconsider. House Bill 2021, creating a DHS grant program for out-of-school programming through larger community-based organizations, passed 51-29 after questions about eligibility and partnerships. House Bill 3041, adjusting the cap on credit-card surcharges so retailers can recover actual processing costs up to 2%, passed 86-1 and its emergency was adopted.
The House also passed House Bill 1823 on Oklahoma Housing Finance Agency compliance with federal HOME grant guidelines, 83-5, with the emergency adopted. House Bill 3372, creating lower-cost financing tools for high-performing charter schools, drew extensive questioning about taxpayer funding, ownership, default risk, and comparisons to public-school bonds, but ultimately passed 53-36. House Bill 1427, as amended by the Senate, was adopted and passed 57-20, codifying current clean-burning vehicle tax-credit practices tied to the bank privilege tax. House Bill 3127, which would have broadened employer drug-testing and zero-tolerance authority beyond current safety-sensitive positions for medical marijuana users, drew the most extended debate over worker protections, constitutionality, and testing standards, but failed narrowly 47-46; notice of reconsideration was given.
Later measures passed with broad support, including House Bill 3128 creating a task force to identify workplace barriers and recommend administrative or legislative fixes, 73-21; House Bill 4198 allowing employers to seek protective orders against former employees who pose an imminent threat, 88-12; and a series of sunset-extension bills for professional and advisory boards. Those included House Bills 3000 through 3007, covering the cosmetology board, child death review board, county personnel training commission, chiropractic examiners, optometry board, Oklahoma Climatological Survey, Oklahoma Advisory Council on Indian Education, and DEQ natural resource advisory councils, with most also receiving emergency clauses. House Concurrent Resolution 1020, commending Team USA Olympic hockey teams for gold medals, was adopted by unanimous consent.
