Summary:
The committee met with a quorum and heard several bills, generally leaving them pending after testimony. HB 4995 would create a training/certification program allowing licensed physicians and certain EMS personnel assigned to tactical units to carry firearms during high-risk deployments, with supporters saying it would protect tactical medical staff and improve emergency care; the committee substitute was withdrawn and the bill left pending. HB 2609 would repeal the OmniBase/failure-to-appear-or-pay license hold program; the author and supporters argued it unfairly compounds debt and traps drivers in noncompliance, while judges and municipal court representatives said it is an effective, voluntary tool that prompts court appearances and reduces warrants. HB 4879 would create a grant program to help local law enforcement pay for lab testing of suspected hemp/THC substances, and HB 5436 would allow licensed auto recyclers to purchase certain untitled vehicles for scrap or parts to curb illegal sales, VIN cloning, and chop shop activity; both bills drew supportive testimony and were left pending.
The committee also heard HB 1777, which would place a discrete sex-offender designation on driver’s licenses and state IDs for registrants under Chapter 62. The author said the marker would help law enforcement and businesses quickly identify potentially dangerous offenders and cited other states and research in support, while opponents argued it would function as a scarlet letter, increase harassment, and punish people who are already complying with the law. HB 4155 would create a Family Violence Criminal Homicide Prevention Task Force in the Governor’s Office to study risk factors, coordinate agencies, and recommend policy changes; the author, HHSC, TCFV, and a survivor testified in support, emphasizing the number of family violence homicides and the need for coordinated, data-driven prevention, and the bill was left pending.
Finally, HB 4514 would authorize DPS to use facial image verification, with consent and confidentiality protections, to help businesses verify identities and combat fraud. Supporters from the lumber and identity-verification industries said it would reduce losses from fake IDs and organized theft, while the author stressed privacy safeguards and limited, consent-based use. The committee substitute was withdrawn and the bill was left pending.

Summary:
The committee first heard testimony on a proposed Massachusetts baby bonds program, including H. 3429, S. 2146, and the Treasurer’s related bill H. 48. Treasurer Goldberg and a broad coalition of advocates, researchers, health professionals, and people with lived experience said the program would create trust accounts for children born into low-income families or in DCF custody, with funds available at age 18 for education, homeownership, business startup, or other long-term asset-building uses. Supporters argued the program would help close the racial wealth gap, improve economic mobility, and not affect eligibility for financial aid or public benefits. Committee members asked about administration, investment returns, eligibility, and withdrawal rules; the Treasurer said the accounts would be held in trust and managed by her office with an advisory board, with funds accessible at 18 and usable through age 35 if the beneficiary remains a Massachusetts resident. No vote was taken during the testimony shown.
The committee also heard testimony on legislation establishing Lobular Breast Cancer Awareness Day, including S. 2666 and H. 4625. Senator Ross, Representative Badger, physicians, survivors, and advocates described invasive lobular carcinoma as difficult to detect because it often grows in lines rather than forming a lump, can be missed on mammography, and is underfunded and underrepresented in research and clinical trials. Witnesses said the bill would codify an annual October 15 proclamation to raise awareness, improve diagnosis, and encourage more targeted research and treatment. Committee members asked why the disease is so hard to detect, and medical witnesses explained the imaging challenges and the lack of lobular-specific protocols. The witnesses urged favorable reports.
The committee then took testimony on H. 4648, a bill concerning the purchase or lease of Fenn Farm in Stockbridge by the Stockbridge-Munsee community. Representative Davis, the Stockbridge Land Trust president, and the tribal president testified that the bill would remove a conservation restriction tied to a state MVP grant so the tribe could manage the land without a restriction that they said would conflict with tribal sovereignty and Indigenous stewardship practices. They said the parcel is a sacred site connected to Monument Mountain and that the restriction is unnecessary because the land is already surrounded by conserved property. The witnesses asked for favorable action on the bill.
Finally, the committee heard testimony on H. 3416, a resolution urging Congress to create a national infrastructure bank. Representative Senna and several advocates argued that an off-budget infrastructure bank could finance major repairs and upgrades to roads, bridges, rail, water systems, broadband, and housing without adding to the state budget, while creating jobs and supporting economic growth. Witnesses cited historical precedents for national infrastructure banks and said Massachusetts could benefit substantially from such a program. The transcript shown does not include a committee vote or final action on the resolution.

Summary:
The Ways and Means Committee held public hearings on several bills before moving into executive session. Substitute Senate Bill 6037 would change how single-city fire protection districts are funded by ending the requirement that a city reduce its levy dollar-for-dollar and instead reducing the city’s statutory maximum rate; testimony was generally supportive from cities and firefighters, while public hospital districts opposed it over prorationing concerns and some witnesses sought amendments on governance and accountability. Senate Bill 6194 would allow cost-based Medicaid reimbursement for rural hospitals on federally recognized Indian reservations, with strong support from Toppenish/Astria representatives and the Yakama Nation, who said the bill is needed to address severe funding inequities and preserve services. Senate Bill 5963 would make Passport to Careers students automatically income-eligible for the Washington College Grant; it drew support from student advocates and foster-youth advocates, with staff noting modest estimated costs. Senate Bill 5909 would require public universities to review and report low-enrollment undergraduate programs and potentially discontinue them after repeated low enrollment; Eastern Washington University supported it as an accountability measure, while faculty and student representatives opposed it as unnecessary, costly, and potentially politicized. Senate Bill 5826 would require public postsecondary student health centers to provide access to medication abortion or referrals and related web information; testimony was sharply divided between supporters who framed it as needed student health access and opponents who raised moral, safety, and budget objections.
In executive session, staff briefed a series of bills, including measures on opioid treatment accreditation fees, a pre-K donation account, JLARC report elimination, retirement trust fund expense authority, pension lump-sum thresholds, port employee retirement exemptions, lemon law arbitration fees, LEAP website disclosures, limits on corporate ownership of single-family homes, a permanent senior center property tax exemption, timber tax distributions for school districts, capital project administration rules, and a real estate excise tax exemption for affordable housing. The committee then took action on the listed bills.
The committee voted to give due pass recommendations to the Rules Committee for Senate Bills 5872, 5879, 5834, 5835, 5905, 5832, 6177, 5496, 5970, 5994, 6047, and 5647. Amendments were adopted on SB 5834, SB 5905, SB 6047, and SB 5647 before those bills were advanced as substitutes. SB 5988 was noted as taking action later, but no vote on it was recorded in the transcript excerpt.
