The Committee on Agriculture met with a quorum present and took up four bills. First, CS/SB 150, “Trooper’s Law,” by Senator Gates, would make it a third-degree felony to abandon or restrain an animal during a declared weather emergency, such as a hurricane or tornado. The bill was presented as a response to a widely publicized case of a dog tied to a fence during Hurricane Milton. Several speakers supported the measure, and the committee voted unanimously to report it favorably.
Next, SB 374 by Senator Trunow would refine the definition of “farm product” to include plant and plant products and bar local governments from restricting the collection, storage, and processing of farm products on bona fide agricultural land. An amendment related to food waste was withdrawn for further discussion, and public testimony came from composting, recycling, and poultry interests in support. The bill was then reported favorably. The committee also heard SB 560 by Senator Martin on chemical additives in food products, which would restrict a list of 10 chemicals in food. The sponsor argued the bill was aimed at serious health concerns and noted some chemicals had already been banned federally; industry and retail witnesses opposed the bill as creating a patchwork of state rules and potential market disruptions, while some senators supported the health goal but raised concerns about consistency. Finally, SB 572, the Pam Rock Act by Senator Collins, would create a statewide dangerous dog registry and impose additional criminal penalties, permitting requirements, microchipping, sterilization, and insurance requirements for dangerous dogs. The sponsor and family members of attack victims described severe injuries and deaths to support the need for public notice and accountability. Some members questioned the usefulness of a registry and the burden of the information requirements, but the sponsor said the bill was intended to prevent repeat attacks and help victims. The committee voted to report SB 572 favorably. The meeting then adjourned.

The hearing before the Joint Committee on Public Safety and Homeland Security focused on several correction-related bills, including visitation reform, elder and medical parole, incarcerated persons’ human rights, and creation of an independent correctional oversight office. Vice Chair Christopher Worrell chaired the hearing in place of Chair Dan Cahill for much of the session and explained that the committee would first hear from incarcerated individuals remotely, then move to public testimony. Much of the testimony from incarcerated people emphasized that visitation is central to rehabilitation, family stability, and reentry, and that current DOC policies—visitor caps, pre-approval requirements, scheduling rules, dress-code enforcement, and restrictions on contact—have reduced family contact and caused harm. Several speakers argued that elderly and medically frail prisoners should be released through parole because incarceration is costly, ineffective, and inhumane for people who pose little public-safety risk. Others described poor prison conditions, limited programming, inadequate healthcare, segregation-like housing, and the impact of K2 use, suicides, and self-harm. Supporters of the oversight bill said an independent office is needed to address racial disparities, grievance failures, and lack of accountability within the DOC.
A number of speakers tied their support to personal experiences, including alleged racial discrimination, denial of programs, and barriers to family visits. Some testified that rehabilitative programming, education, and restorative justice reduce violence and improve outcomes, while others said the DOC spends too little on programming and too much on punishment. Committee members asked a few follow-up questions, including about K2 contraband and how to reduce drugs in facilities, and one member asked about typical visitation lengths. No votes were taken during the hearing; the committee heard testimony on the bills and several witnesses urged favorable reports.

The Senate then moved through the third reading calendar, passing several bills and laying others aside. Measures passed included bills on public health, environmental conservation, executive law, public authorities, and consumer protection. One notable debate involved a bill to require transparency from private arbitration organizations handling consumer cases; supporters argued it would provide basic public data and guard against conflicts of interest, while opponents said it would burden a useful dispute-resolution process and intrude on privacy. The bill passed after debate. Another debated bill would phase out number 4 heating oil statewide; supporters said cleaner alternatives exist and the fuel is harmful to public health, while opponents raised cost and transition concerns, especially for colder regions. That bill also passed.
The chamber also considered a bill to create a rebate program for battery-powered landscaping equipment, funded through utility-related mechanisms administered by NYSERDA. Supporters said it would reduce air and noise pollution and help companies transition, while opponents argued ratepayers should not subsidize landscaping equipment. The bill passed after being restored to the non-controversial calendar. Finally, the Senate began discussion of a housing-related bill aimed at preserving manufactured home parks by enabling nonprofits or municipalities to acquire development rights and keep the land dedicated to that use, with the sponsor explaining that the goal is to protect affordable housing and help residents remain in their homes.
