Cities, counties, and utility representatives opposed the bills, warning they would hinder infrastructure financing, water and wastewater projects, road improvements, and public safety services, and could force general fund subsidies or delayed maintenance. Supporters argued local governments have seen substantial revenue growth and should be restrained from further increases.
