Summary: The House convened with prayer, the Pledge of Allegiance, a journal approval, and recognitions including the Doctor of the Day and guests. Members also adopted a proclamation honoring National School Social Work Week, with remarks emphasizing the role of school social workers in student mental health, crisis intervention, and family support. The chamber then moved through first readings and multiple Committee of the Whole calendars. On the first calendar, the House considered HB 2123, HB 2140, and HB 2144, all dealing with gold and silver or child support beginning at pregnancy. HB 2123 and HB 2140 were amended and recommended do pass; HB 2144 drew debate over paternity, genetic testing, rape-related pregnancies, and whether support should begin before birth, but it also received a do-pass recommendation as amended. The House adopted the Committee of the Whole report and engrossed those bills. On a later calendar, the House advanced HB 2492 on urban growth boundaries, HB 2875 with clarifying amendments, HB 2946 on housing affordability and construction costs, and HB 4115 and HCR 2051 on ballot initiative petition rules and disclosure. Supporters said those measures would improve transparency and ensure Arizona initiatives are driven by residents, while opponents argued they would make it harder for citizens to qualify measures and would burden direct democracy. The House also considered HB 2175 on hate-crime law, HB 2270, HB 2416, HB 2495, HB 2557, HB 2697, HB 2940, and HB 4010. HB 2175 prompted a failed attempt to add a Garcia amendment that would have included gender identity and removed political affiliation from the hate-crime statute; the House later adopted the Committee of the Whole report without that amendment. HB 2557 was described as a medical-records bill changing timing from calendar days to business days, and HB 2697 was explained as a Good Samaritan-style measure extending protections for expired opioid antagonists such as Narcan. HB 2940 drew substantial opposition from Democrats and health advocates who said it would cut people off SNAP and Medicaid/Access and could violate pension protections, while the sponsor argued it would reduce ineligible enrollment and save money; it still advanced as amended. HB 4010 also advanced as amended. In the final portion, the House took up HB 2324, HB 2573, HB 2601, HB 2876, and HCR 2004. HCR 2004, on photo enforcement, was amended to allow cities with photo radar to put the issue to local voters; supporters framed it as a compromise and a local-choice measure, while opponents argued photo enforcement saves lives and reduces speeding-related crashes. The House adopted the Committee of the Whole reports, then reconsidered earlier failed bills HB 2055, HB 2150, HB 2426, and HB 2755. The chamber also passed several third-reading bills, including HB 2264 and HB 2373, while HB 2413 failed. The transcript ends amid debate and voting on HB 2862, a sentencing bill involving crimes committed while wearing a mask.

Summary: The House received a message from the Governor submitting fiscal year 2026 appropriation requests, including supplemental appropriations and other projects, and referred the message to the Committee on Ways and Means. It also concurred with a Senate petition to designate bar pizza as the official pizza of the Commonwealth, and suspended Joint Rule 12 to send two other petitions forward: one on virtual credit cards used by dental insurance providers and one regulating the sale of kratom. The House then took up House No. 2465, an act relative to athletic training. After suspending Rule 7A, the bill was ordered to a third reading. The chamber also considered House No. 4103, establishing a sick leave bank for Stephen Forgett of the Worcester County Sheriff's Office. The emergency preamble was adopted by a separate vote, and the bill was then passed to be enacted. At the end of the session, the House adopted an order to meet again on Thursday at 11:00 a.m. and adjourned to that time in informal session.

Summary: The Elections Committee met on January 12 at 3:48 p.m. with Chair Kristen Gonzalez presiding and a quorum present. Seven bills were on the agenda, and the committee moved through them quickly, generally with motions, seconds, and voice votes. Most bills were reported to the Rules Committee, with some members voting no or no recommendation on certain measures. The committee advanced S.324, the Democracy Preservation Act; S.568, establishing portable polling locations for early voting, which Senator Walczyk questioned because the Assembly has not advanced a companion bill; S.1035, requiring mandatory training for election commissioners and key staff, which Senator Borrello opposed as an unfunded mandate and staffing burden for counties; S.10306, allowing voter registration at any residence with which a voter maintains a continuous connection and intent to remain; and S.1085, prohibiting voter suppression, with Senator May noting it addressed conduct she said occurred in the 2006 elections and had been introduced years earlier by Senator Cousins. The committee also reported S.8604, moving the presidential primary to the first Tuesday in March, and S.8646A, a new bill sponsored by Chair Gonzalez on New York Election Officer Protection. Gonzalez said S.8646A had been developed recently with advocates, including the Brennan Center for Justice, and amended to align more closely with a model Peace Act. After the final bill was approved, the chair thanked members for a quick and productive meeting and adjourned the committee.

Committee: House Judiciary
Summary: The committee first adopted a three-minute rule for the rest of the meeting by a 9-3 vote. It then took up SB 217, which would reorganize Orleans Parish courts by reducing judgeships in criminal, juvenile, traffic, and municipal courts and, through an adopted amendment, creating one civil district court with 13 judges and allowing hearing officers. Senator Morris argued the changes were based on caseload comparisons and population data; opponents from the Urban League and ACLU said the bill was driven by power rather than efficiency, relied on incomplete or inconsistent data, would strain the courts, and would reduce minority representation on the bench. The committee reported the bill favorably as amended by an 11-4 vote. The committee next considered SB 197, which would reduce the number of judges on the Fourth Circuit Court of Appeal by two. Senator Morris again cited filings and caseload comparisons, while opponents argued the bill ignored the intensity and complexity of appellate work, could increase backlog and costs, and would disproportionately affect Black women judges. The bill was reported favorably by an 11-4 vote. The committee also adopted HCR 11, expressing support for the Louisiana National Guard at Camp Beauregard and the Youth Challenge Program, and reported favorably SB 85, creating an insurance fund for retired St. Charles Parish sheriff’s employees. Several other measures were advanced with little or no opposition. HB 833 created the Sexual Assault Survivor Empowerment Task Force and was amended to add representatives from the coroners’ association, a survivor appointed by STAR, and a licensed clinical social worker; it was reported favorably. HB 816, with a technical correction, prohibited foreign adversaries from acquiring property near military installations and was reported favorably. HB 1053, dealing with definitions for dealers and retail dealers and allowing certain businesses to serve complimentary alcoholic beverages under agreed-upon floor amendments, was reported favorably. HB 153, as amended, removed the Office of Debt Recovery from the bill and limited it to prohibiting reporting certain criminal fines and fees to credit bureaus; it was reported favorably. SB 75, on cybersecurity reimbursement and baseline standards for local governments after cyber incidents, was reported favorably after testimony from GOSEP and others. SB 200, allowing expropriation of land near military bases owned by foreign adversaries when a court finds a threat to public health and safety, was also reported favorably after extensive testimony and discussion. Finally, HB 454, the Gracie Claire Rushing Act on chain of custody for human remains and internal organs, was converted into a substitute bill, adopted, and then introduced for further discussion, with the sponsor describing it as a transparency and accountability measure for grieving families.

Summary: The House convened with prayer, roll call, and a quorum present, then took up several procedural motions, including suspending House rules for three legislative days and replacing conference committee members on Senate Bill 2282 and SCR 4007. The chamber also recognized visiting student groups from Grafton/Pleasant Valley and Shiloh School. Later, the House agreed to several conference committee reports and moved a number of measures through final passage or final disposition. House Bill 1428, which would have created a sales tax exemption for clothing sold by thrift stores or nonprofit corporations, drew extensive debate over tax policy, revenue loss, and possible conflicts with streamlined sales tax rules. Supporters argued it would help lower-income shoppers and nonprofit thrift stores, while opponents said it created an unfair advantage and could reduce state and local revenue. The conference report was adopted, but the bill ultimately failed on final vote, 37-54. House Bill 1440, relating to cigar lounges, was amended in conference and then passed 75-17. House Bill 1460, concerning adult foster care for private-pay adults, electronic monitoring, and a legislative study, was also adopted and passed overwhelmingly, 91-1. The House then passed Senate Bill 2224, which revises gaming commission structure and gaming stamp requirements, adds Attorney General enforcement provisions, and includes a $25,000 general fund appropriation, by a vote of 88-0. Senate Bill 2327, which expands uses of the agriculture diversification and development fund and appropriates $15 million to it, passed 74-17 after a member was excused from voting due to a personal interest. Senate Bill 2267, creating a regulatory framework for on-site wastewater treatment systems and shifting licensing authority to the Department of Environmental Quality, passed 82-10, and Senate Bill 2276, addressing joint water resource boards for cross-county projects, passed 90-1. The most contentious debate centered on Senate Bill 2160, which would move the state employee health plan from grandfathered status to a non-grandfathered ACA-compliant plan and appropriate about $6.6 million for the transition. Supporters said it would give the PERS board more flexibility, expand preventive and other benefits, and potentially slow premium growth without charging employees premiums. Opponents warned it could raise out-of-pocket costs, add mandated benefits, and shift costs to employees, while also arguing the bill had not been adequately studied. After extended debate, the House passed SB 2160 by a vote of 55-37. The chamber also concurred in Senate amendments to House Bill 1318, a pesticide labeling bill, and placed it on final passage, but the transcript ends before the final vote on that measure.

Summary: The Senate took up several local and procedural matters. It passed to be engrossed H. 4225, authorizing Marblehead to establish a means-tested senior citizen property tax exemption, and H. 4584, further regulating the appointment of special police officers in Malden. The Chair also announced changes to the Committee on Bills in the Third Reading, with Senator Tarr and Senator Durant exchanging committee membership through resignation and reappointment. The chamber then considered multiple Senate orders extending reporting deadlines for committees under the Rules of the Two Branching Act. An extension for the Committee on Financial Services under S. 2796 was adopted, with members noting it covered seven bills through May 4, 2026. Another order for the Committee on Veterans and Federal Affairs under S. 2775 was amended to extend the deadline from April 30, 2026 to June 30, 2026, and then adopted. A similar order for the Committee on Mental Health, Substance Use and Recovery under S. 2776 was also amended from April 30, 2026 to June 30, 2026 and adopted, with members again confirming it covered seven bills. On final passage, the Senate adopted an emergency preamble for H. 4259, designating the Wider Park tennis courts as the Kim O'Connell Tennis Courts, by a standing vote of 2-0. It then enacted H. 4602, increasing the membership of the select board in the town of Munson, and H. 4259, sending both bills to the Governor. The Senate also adopted an order to reconvene the following Thursday at 11 a.m., and then adjourned.
