They described planned environmental protections, including a modern sanitary landfill design with double liners, leachate collection systems, monitoring wells, and post-closure monitoring, and said the existing Waimanalo Gulch landfill has operated for 35 years without leachate leaks. They also emphasized that the site would still require a special use permit, Department of Health approvals, an environmental impact statement, and other public permitting processes, and that public engagement would continue over the next several years.
