Summary: The Committee on Culture and the Arts held an informational briefing on May 22 with the Hawaii Arts Alliance, the State Foundation on Culture and the Arts (SFCA), and the King Kamehameha Celebration Commission. Chair Capella said the purpose was to better understand the organizations’ work and strengthen relationships ahead of the interim and next session. The Hawaii Arts Alliance, led by Executive Director Gay Humphrey, described its mission to enrich Hawaii’s cultural fabric through arts education, advocacy, and community engagement, and highlighted its history tied to Alfred Price, including the creation of Hawaii’s 1% for art law and the alliance’s 45 years of service. The alliance outlined its current work, including administering SFCA-funded statewide programs such as Artist in the Schools and the new folk and traditional arts program, with 34 teaching partners serving more than 100 public and charter schools and Kumu Hawaii as the single grantee for traditional weaving instruction. It also discussed Arts First Partners, the incubation of Arts at Mark’s Garage, expanded advocacy efforts supported by Creative West grants, and new multi-year philanthropic support from the Hawaii Community Foundation and Atherton Family Foundation. The alliance said it is launching statewide listening sessions and an arts advocacy training program, and noted that most SFCA funds pass through the alliance to program partners, with the organization retaining 10 to 14 percent for administration. SFCA Executive Director Karen Ewald then described the agency’s role as the state arts agency, its strategic planning process, and its main programs, including Art in Public Places, the Capital Modern museum, Artist in the Schools, apprentice mentoring grants, community arts grants, the Hawaii State Poet Laureate program, a statewide cultural extension program, and the Hawaii Open Arts Program. She said SFCA has 21 staff with one vacancy, is awaiting a federal NEA partnership agreement, and is considering new revenue streams such as a cultural trust. She also noted that the King Kamehameha Celebration Commission was recently attached to SFCA, which has improved coordination and allows SFCA to provide funding for conservation and upkeep of the King Kamehameha statues statewide. No votes were taken; the meeting was informational only, with questions deferred until after the presentations.

Summary: The committee heard several audit requests and related testimony. The first major item was an audit of Coachella Valley Unified School District’s contract and fiscal management. The author and supporters described long-standing fiscal mismanagement, large budget shortfalls, layoffs, contracting concerns, and questions about the district’s foundation and use of public funds. District representatives and the Riverside County Office of Education said the district is already under fiscal oversight, has a stabilization plan, and is working to reduce deficits and improve student outcomes. After extensive debate and public comment, the motion to approve the audit was put on call because the committee did not have the required votes from both houses at that moment. The committee then approved an audit of East Bay transit agencies in Alameda and Contra Costa counties. Senator Wahab argued the region’s many overlapping transit agencies create fragmentation, duplication, and inefficiency, especially amid a fiscal cliff and possible future tax increases. Transit agencies and labor representatives opposed the audit, saying the agencies already undergo multiple audits, serve distinct local needs, and are implementing regional coordination efforts. After testimony from agency leaders and public commenters, the committee voted to approve the audit. The next item was an audit of California Community Colleges’ unrestricted reserves. Senator Archuleta and supporting faculty representatives said reserves have grown substantially and may be diverting resources from student services, instruction, and workforce programs. They argued there is little oversight when reserves become too high. The Chancellor’s Office and Calbright College were invited to respond, and the audit objectives focused on reserve growth, reasons for high balances, oversight by the Chancellor’s Office, and effects on students and staff. The transcript cuts off during the Chancellor’s Office response, so the final committee action on this item is not shown.

Summary: The meeting began with approval of partial minutes, with members noting that DHS/HHS material was not yet included and that the minutes would be finalized later. The committee then heard from the General Court about several dedicated funds. Testimony explained the Joint Legislative Historical Fund, which receives a $25,000 annual general fund appropriation and transfers from visitor center sales above a $50,000 threshold, and is used for portrait maintenance, chamber work, Hall of Flags upkeep, and other historical preservation needs. Members also discussed the preservation of the Civil War flags in the Hall of Flags, with the General Court stating the flags are monitored through annual high-definition photos and that no immediate stabilization project is planned. A question about Union cemeteries was raised but the witness said he had no knowledge of federal funding for them. The committee also reviewed the visitor center revolving fund and noted that the accounting presentation is confusing because transfers are netted out so the fund ends each year at $50,000. Members suggested the narrative should clearly identify the transfer amounts and actual revenue, and staff agreed to note that in future reporting. The General Court then described its special legislative account as a stability reserve for capital and emergency needs, citing past uses such as the plaza ADA renovation, the legislative parking garage, and moving operations to One Granite Place. Members asked about interest earnings and were told the account is held in the treasury and any interest goes to the general fund unless statute directs otherwise; no additional funding was recommended at this time. The Department of Administrative Services then presented the law enforcement memorial fund, explaining it is a long-standing leftover construction fund with a small balance that has not been needed because the New Hampshire Law Enforcement Memorial Officers Association privately funds memorial upkeep and plaques. Members discussed whether the state should transfer the remaining money to the nonprofit, but no decision was made; the department said it would research whether such a transfer is legally possible. The department also reviewed the former land conservation endowment fund, now moving to Fish and Game under House Bill 2, and explained that it primarily covers administrative costs, management fees, and investment losses for a long-term conservation program. Members asked about the fund’s large balance and the increase in expenses, and were told the fund is intended to last indefinitely and that future reporting will shift to Fish and Game.
