  • Thank you for committee.

Summary: The Business and Insurance committee met and first announced that several bills—1765, 1916, 1438, and 1444—would be laid over. The committee then considered Senate Bill 1303, which repeals an obsolete workers’ compensation advisory commission that members said is no longer needed after the state moved to a commission-based system; it passed 9-0. Senate Bill 1641 followed, clarifying that annual renewal notices for certain business certifications may be sent to the last known email address of record; it also passed 9-0. The committee then took up Senate Bill 1435, a property insurance measure responding to rising premiums. The author argued it would prohibit insurers from using credit scores in premium rating, citing examples of large rate differences tied to credit rather than driving or property risk. Members questioned whether banning credit scoring would shift costs to other policyholders, but the bill passed 5-3 after the title was struck. Senate Bill 1343, an optometry-related bill intended to ensure vision plan organizations and optometrists follow existing regulatory rules, drew questions about discounts and incentives but was described as not changing the current framework; it passed 8-1. Finally, Senate Bill 2067 was heard to help financial institutions more effectively report suspected financial exploitation of vulnerable adults and share information with Adult Protective Services or law enforcement more quickly. The author said the bill would remove legal barriers and improve scam prevention, especially for older adults. It passed unanimously 9-0. The chair then adjourned the meeting, noting the next meetings would be longer.

Summary: The Committee on Energy and Intergovernmental Affairs reconvened on April 21 and took up a series of House Concurrent Resolutions, with no public testimony. Members first approved HCR 43, urging raised crosswalks near Ala Wai Elementary at University Avenue, Malkiki Street, and Kamoku Street to improve student safety, and HCR 154, asking Hawaii County to expand the Heleon shared ride program islandwide, including rural and underserved areas. They also passed HCR 165, calling for permanent pickleball nets and court lighting at Kamilo Iki Community Park, and HCR 186, urging the U.S. Department of Defense and Defense Health Agency to extend health care authorization renewals for people affected by the Red Hill water contamination crisis. The committee then approved HCR 200, which urges the Department of Defense to reassess prior CERCLA-related closure decisions in light of evolving PFAS science. Members said the measure was intended to help keep PFAS out of the water system. HCR 202, establishing a legislative task force on Hawaii’s future energy pathways, was amended before passage to expand the task force’s scope to include separation of generation from transmission and distribution, add Senate leadership representation, and include representatives from the Agricultural Development Corporation and the Farm Bureau. Several members supported the amended version with reservations, expressing concern about possible cost impacts from separating generation and distribution. Finally, the committee passed HCR 206 HD1, which requests the Hawaii State Energy Office to convene a working group to study the impacts of large data centers on utilities, ratepayers, natural resources, and climate goals. All measures were adopted by the committee, with HCR 202 passing with amendments and the others passing unamended. The meeting then adjourned.

Summary: The committee took up several measures dealing with environmental regulation, waste management, and energy. Early on, it passed sunset-extension bills for the Oklahoma Climatological Survey and several environmental advisory councils. It then heard extensive debate on HB 1907, the Battery Stewardship Act, which would create a battery recycling system for small and medium batteries through DEQ. Supporters argued it would reduce landfill and garbage-truck fires, protect the environment, and create recycling value, while opponents raised concerns about added regulation, costs shifted to producers and retailers, and the creation of a new state FTE. Despite those objections, the bill passed 8-3. The committee also considered HB 3403, a pilot study on biosolids and sewage sludge applied to farmland. Members debated a committee substitute that shortened the study timeline from five years to three years and added a phased rollback of land application. Supporters said the study was needed because of unresolved questions about PFOS, pharmaceuticals, heavy metals, and other contaminants, while critics argued the timelines conflicted and the bill could be hard to implement. The committee substitute was adopted, an amendment to delete key rollback provisions failed, and the bill ultimately passed 8-2 after testimony from Oklahoma City utilities officials and multiple rounds of questions about testing, health risks, and disposal practices. The committee then passed HB 3175 to establish the Oklahoma Advanced Nuclear Energy Office, with members noting it would have minimal fiscal impact and could help Oklahoma build nuclear expertise and jobs. It also passed HB 3986, expanding a gross production tax exemption for wells completed with recycled water, and HB 3466, which removes the statutory requirement that the Corporation Commission maintain a petty cash fund. Finally, HB 3411, another biosolids-related bill to buy testing equipment and provide information to landowners, and HB 4246, a rural water transparency/lowest-bid bill, both passed unanimously or near-unanimously. The meeting ended with the chair thanking members and adjourning.

Summary: The Alcohol, Tobacco, and Controlled Substances committee met to consider a series of Senate bills, most of them advancing with little or no opposition. SB 1304 expanded retailer tasting limits for beer, wine, and liquor samples; after brief discussion about liquor store support and tasting flexibility, it passed. SB 1501, as amended, allowed any approved third-party vendor to provide continuing education for the medical marijuana industry, and SB 1946 initially received a committee substitute but was later rescinded and returned to its original engrossed form as a distillery bill reducing a local distillery license fee from $3,125 to $1,250. SB 592 clarified distributor obligations when replacing products for quality-control reasons, and SB 65 allowed possession and use of Narcan and fentanyl test strips; both passed. The committee also heard SB 1257, which moved THC-related substances into Schedule 1 while keeping dronabinol/Marinol in Schedule 3; members discussed federal alignment, singular/plural wording, and synthetic THC coverage, and the Oklahoma Bureau of Narcotics stated it had no objection. An amendment was adopted to make the terminology consistent. SB 444 passed to allow certified hospice personnel to destroy narcotics after a patient’s death. SB 640, with a committee substitute, added abandoned marijuana grow facilities to the definition of public nuisance to help local authorities clean them up, and it passed after confirmation that prior distancing language had been removed. Later, SB 2178 was amended to remove language that would have placed liability on employees, leaving ABLE-directed insurance requirements for certain events; the amended bill passed. SB 1242, another bond-bill-related measure, was revised to restore the $2,000 fee and add a requirement that OMA notify law enforcement when a license is terminated, and it advanced. Finally, SB 1642 passed to allow seven-day pain-medication prescriptions to be split into shorter fills, with the author arguing it could reduce addiction risk. The committee adjourned after all recorded votes were taken and several bills were reported out favorably.

Summary: The House convened with prayer, the Pledge of Allegiance, and several recognitions, including Veteran of the Week Aaron Hudkins, Psychologist of the Day Dr. Emily Corley, Doctor of the Day Dr. Jason Reagan, and a proclamation recognizing Brain Injury Awareness Month. Members also honored the Edmond Santa Fe Palm Squad and Ava Garrett for assembling and funding 100 overnight bags for children entering foster care in memory of fallen Oklahoma service member Serena Butcher. On legislation, the House considered and passed House Bill 3522, a transparency measure requiring alcoholic beverage licensees to report disciplinary actions annually, and House Bill 4300, a Department of Human Services request bill aligning child-care worker assessment language with federal requirements. Both bills advanced without debate; HB 3522 passed by recorded vote and HB 4300 passed 94-0. The chamber also recognized 17 Pages of the Week and heard multiple announcements, including caucus and birthday notices, a planned Jeans Day request tied to Bob Wills Day, and the introduction of Oklahoma Task Force One members and a search dog. The House then adjourned until Tuesday, March 3, 2026, at 9:30 a.m.
