Supporters said it would limit development fees, standardize compatibility rules, allow manufactured homes in RV parks, and lower voting thresholds for comprehensive plan changes to address housing affordability; opponents argued it would preempt local control, weaken voter-approved urban boundary protections, and risk conservation lands. An amendment to preserve Orange County’s boundary rules failed, while a technical amendment on manufactured homes passed. The bill then passed 71-38. The House also passed several local bills, including measures for the Pace Fire Rescue District, Avalon Beach/Mulat Fire Protection District, East Point Water and Sewer District, Fellsmere Water Control District, and Headwaters Water Control District, with votes ranging from 83-27 to unanimous approval.
