Summary:
The committee received the May fiscal status statement from the Office of Planning and Budget, which reflected the updated Revenue Estimating Conference forecast. The revised forecast reduced the FY26 general fund excess available from $292.6 million to $179.7 million and lowered projected revenues across the five-year baseline, including a drop in FY27 available funds and larger out-year imbalances. The statement was approved without objection.
Members then considered several Facility Planning and Control items and approved them without objection: a $3 million LSU Health Sciences Center-New Orleans project to build out space in the Center for Advanced Learning and Simulation; a $343,600 increase for HVAC upgrades at the Louisiana War Veterans Home warehouse in Jackson; and a $700,000 increase for Southern University’s A.A. Lenoir Law Center addition. The committee also received, for information only, five change orders over $50,000 but under $250,000.
The committee approved contract extensions and funding actions for several agencies. Louisiana Economic Development received approval for one-year extensions and increases for marketing contracts with Zender Communications and Graham Group. The Department of Education’s contract amendment for the Louisiana Gator ESA program with Odyssey was reported favorably after questions about the procurement process and how the contract amount relates to student enrollment. The Sabine River Authority’s $9.5 million operating budget increase and its 2026–2027 budget were approved favorably, with members discussing the planned takeover of Cypress Bend Resort operations. The Department of Health’s HERO Fund round of 15 grant awards, totaling about $4.6 million and projected to create 541 new health care credentials, was also approved favorably.
Finally, the Water Sector Commission’s recommendations were adopted, including an additional $619,850 for St. Mary Parish Water and Sewer Commission No. 5 and $1.5 million in emergency subfund assistance for the city of Tallulah, conditioned on a limited fiscal administration order. The committee also reviewed a cooperative agreement between the Louisiana Community and Technical College System and its facilities corporation related to Act 35 projects, and then adjourned.

Members also approved revised phase two guidance, which updated emergency subfund language to align with recently passed legislation and clarified eligibility and process for limited fiscal administrators and fiscal administration. The committee then took up an emergency subfund request for Tallulah’s water system: staff explained that a temporary filtration skid must remain in place while permanent filters are designed and bid, and that the lease is expiring soon. After discussion of the timing, the need for a new engineer, and the possibility of a lease-purchase arrangement, the committee approved $1.4 million in emergency funding contingent on appointment of a limited fiscal administrator.
Staff reported that the new payment process for the program is now moving funds more quickly and that updated expenditure projections will be provided at the next meeting. Members discussed the need to keep pushing projects toward closeout and acknowledged that some projects may need to be cut off if they cannot spend funds in time. The meeting ended with no further business and adjournment on a motion without objection.

Summary:

Staff said lodging would require an amendment to the resolution and that any increase in the allowance would have to be taken up by the next legislative body, not this committee mid-term. Members also discussed possible tax implications and the need to consult a CPA before changing the rules, with concerns raised about avoiding double-dipping or ethical issues if lodging were reimbursed in addition to per diem. One member withdrew the lodging motion and asked that the committee study the issue further.
The committee took no substantive action beyond adopting the minutes and adjourned after a motion to adjourn was made and approved without objection.

Summary:
The committee met on May 29 and approved the draft minutes. DHHS Commissioner Weaver then opened the department update by asking Medicaid Director Henry Litman to brief members on federal and state Medicaid changes, and later turned to DHHS Chief Operating Officer David Weathers for an update on data governance. Litman reviewed several federal Medicaid provisions tied to HR 1/"OBBA" and related state implementation issues. He said the first major change would be restrictions on certain non-citizens’ Medicaid coverage, affecting about 400 people in New Hampshire, with notices likely 30 to 60 days before the effective date. He also discussed new work requirements/community engagement rules, saying New Hampshire is on track to implement them and will likely need a state plan amendment rather than an 1115 waiver. Other changes included shorter retroactive coverage periods, a new state option for certain community-based services with an estimated $740,000 in implementation support, a freeze and phased-down reduction in the Medicaid enhancement tax beginning in state fiscal year 2029, and limits on directed payments to hospitals after a grandfathering period. He also noted that Medicaid enrollment has fallen from pandemic-era levels, with about 167,000 people covered as of May 1, and that the department is working with CMS on child premiums and other cost-sharing changes approved in HB 2.
Committee members asked how the department could plan for the 2029 changes given the number of elections before then, and Litman said federal rules may be adjusted over time as states and stakeholders raise concerns. He emphasized planning for the worst while hoping for the best, and said rural health care transformation funding would help the state prepare. In the second presentation, Weathers explained that data governance is now embedded in DHHS operations to control access, manage reporting, and respond to risk. He defined it as managing what data is collected, how it is used, who can access it, and what laws apply, and said DHHS has moved from governance as a committee to governance as an operational process. He described privacy impact assessments for new systems going into production, monthly privacy and security training, and ongoing review of access controls and data-sharing rules.
