Senator Bradley’s CS for SB 332, as amended, would create a narrow public meetings/public records exemption for pre-suit Burt Harris litigation strategy discussions by local governments; it was adopted and reported favorably 7-0. SB 820 would require quarterly reporting on problem-solving courts, including participant counts, offenses, completion, failure, and recidivism data, and it was reported favorably 10-0. SB 1500 would update uncontested probate procedures, raise certain small-estate thresholds, clarify safe-deposit-box authority, and strengthen enforcement provisions; it was reported favorably 10-0.
The committee also advanced several other measures. CS for SB 694, by Senator Bracey Davis, would compensate the descendants of the Groveland Four; it was amended to divide any appropriation equally among the four family branches, received extensive emotional testimony in support, and was reported favorably 10-0. SB 144 would create a public records exemption for personal information of Judicial Qualifications Commission employees and their families due to harassment concerns, and it was reported favorably 9-1. CS for SB 1224, as amended, would make fraudulent entry into a rental dwelling a third-degree felony when done through false statements, counterfeit documents, or impersonation; it was supported by Florida Realtors and the Florida Apartment Association and reported favorably 10-0. SB 1000 would set a floor and ceiling for interest rates on law firm trust accounts tied to the Wall Street Journal prime rate, and it was reported favorably 10-0 after stakeholder compromise. The committee also took up SB 532 only to temporarily postpone it, and at the end members recorded additional affirmative votes on selected bills before adjournment.

Summary:
The Judiciary Committee opened its hearing with a procedural discussion about a forthcoming Monday hearing, and the chair confirmed that any amendment deemed non-germane would be made public in advance and included in the calendar. Cordell Johnston, speaking for himself as a municipal attorney, opposed most of the bill, especially the requirement that records be delivered electronically or by mail, arguing that out-of-state or out-of-country requests can be fishing expeditions that impose significant burdens on towns and clerks. He said local residents already can obtain records at town hall and that many municipalities voluntarily email records as a courtesy, but should not be required to mail large volumes of material. He also said the preliminary-draft language was unnecessary because such drafts are already covered when circulated to a quorum or majority. Representative Alexander raised concerns about the breadth of “any person,” potential abuse by bad actors, and the cost to municipalities, while Representative Peternell asked about whether the bill should account for nonresident property owners and business owners. The sponsor responded that limiting requesters by residency would not meaningfully stop abuse and said he did not know the bill’s fiscal impact, though he suggested it might improve efficiency.
Yil Biset of the ACLU of New Hampshire testified in support of HB 6, calling it a modest and reasonable transparency measure. He said the preliminary-draft language was acceptable and consistent with existing exemption language in the public-meeting and documents statutes, and he said he was not aware of foreign-bot document requests occurring in New Hampshire. He also noted that current law already requires electronic disclosure when records exist electronically and can reasonably be provided that way. No vote or final committee action was taken in the portion of the meeting provided.

The Assembly convened, established a quorum, offered prayer and the Pledge of Allegiance, and then moved through a long floor file with many Senate bills. A number of bills drew brief policy debate or opposition. SB 388, creating a California Latino Commission, prompted criticism from some members who argued the money should go directly to community needs rather than a new commission; it still passed. SB 50 on digital safety for victims of abuse, SB 20 on silicosis prevention, SB 306 on prior authorization reform, SB 373 on oversight of out-of-state special education placements, and SB 437 on reparations descendant-status verification were among the more substantive and discussed measures. Most bills passed by wide margins, often unanimously, and several urgency or tax-levy measures required 54 votes and were approved. The session ended with continued passage of remaining file items and multiple items retained or passed temporarily for later action.
