Summary: The Alabama Senate convened with prayer, the pledge, and a quorum present, then adopted a resolution honoring Dr. Todd Freeman, Superintendent of Vestavia Hills City Schools, as Alabama Superintendent of the Year. Senators praised his leadership in public education and noted the recognition was especially meaningful as one of the last such honors in the current chamber. The Senate also adopted a resolution commending the 2026 Alabama Law Institute Senate interns for their service, and members offered personal remarks thanking the interns and encouraging them to remain and contribute to Alabama in the future. The chamber then took up several conference committee and House messages. The Senate concurred in the conference report on Senate Bill 341 after extended remarks, and later concurred in the conference report on Senate Bill 32, described as a veterans-related bill that would make benefits automatic for those under the federal poverty level and allow cities and counties to opt in for veterans above that level. The Senate also received House amendments to Senate Bill 199, concerning sex offenders, and voted to non-concur and send the bill to conference, naming conferees. In resolutions from the Rules Committee, the Senate adopted an amended House Joint Resolution 198 establishing the Alabama Mental Health Task Force. It also adopted House Joint Resolution 326, which recognizes the need for a north-south transportation route in East Alabama. Throughout the meeting, senators made extended floor remarks about slowing down on legislation, focusing on rural hospitals and other priorities, and the importance of treating children, seniors, and low-income residents fairly.

Summary: The Senate convened with prayer, the Pledge of Allegiance, roll call, and a series of personal privilege introductions recognizing guests including the Doctor of the Day, realtors visiting for Realtor Day, and the family of former Senator Barbara Leff. The chamber also adopted House Concurrent Resolution 264 honoring Barbara Leff, followed by a moment of silence in her memory. The Senate then moved through a large number of bill introductions and first readings, as well as Committee of the Whole consideration of several measures. In Committee of the Whole, senators considered and advanced multiple bills, often with technical or negotiated floor amendments. Among those reported out as do pass or do pass as amended were SB 1494, SB 1497, SB 1503, SB 1535, SB 1544, SB 1580, SB 1582, SB 1584, SB 1585, SB 1602, SB 1632, SB 1723, and SB 1798. The amendments addressed topics such as technical corrections to mining and pension language, classical learning tests, sex trafficking record sealing, probation reporting, school safety funding, kinship foster care stipends, DES credentialing, domestic violence release conditions, and a school safety/threat identification pilot program that was revised into a FAFSA awareness recognition program. The Committee of the Whole report was adopted. The Senate then took up third-reading votes on several bills. HB 4115, SB 1012, SB 1213, SB 1416, SB 1474, SB 1511, SB 1549, SB 1573, SB 1634, SB 1647, SB 1649, SB 1664, and SB 1725 were considered, with most passing on party-line or near-party-line votes; SB 1416 and SB 1664 passed unanimously, while SB 1549 passed with broader support. Several members explained votes on immigration enforcement, concealed carry in establishments serving alcohol, commercial driver licensing, campaign finance, and a digital asset reserve fund. HB 2993, dealing with DPS legal representation funding, passed 16-13 after debate over constitutional concerns, funding sources, and the use of the Attorney General’s consumer fraud fund. The session ended with the Senate adopting the Committee of the Whole report and transmitting the passed bills to the House.

Summary: The Senate Health and Welfare Committee first considered the gubernatorial reappointment of Clayton Steele to the Board of Environmental Quality. After a motion by Senator Harris and a second by Senator Blaylock, the committee voted by voice vote to send the reappointment to the Senate floor with a recommendation that he be confirmed. The committee then reviewed docket 16-0602-2501 on foster care licensing, presented by Jared Larson of the Department of Health and Welfare. Larson said the temporary and pending rules implement last year’s kin-specific licensure legislation, make a largely cosmetic change to suspension/revocation language, and add a substantive standard allowing the department to deny licensure if it can show by a preponderance of the evidence that an applicant committed disqualifying conduct even without a conviction. Senators asked about the effect of raising the foster parent age limit from 21 to 23 under prior legislation; Larson said participation has increased, he had not heard of downsides, and the department would provide a written summary of the impact. The committee approved the docket by voice vote. Finally, the committee took up docket 16-0613-2501, a pending rule repealing the Emergency Assistance for Families and Children chapter. Larson explained the program is entirely federally funded and the existing state rules were essentially a word-for-word copy of federal law, so the department was repealing the redundant chapter in line with its broader effort to remove rules already covered by higher authority. After no questions, the committee approved the repeal docket by voice vote.

Summary: The House opened with the Pledge of Allegiance and then took up several committee reports and routine floor actions. The Committee on Rules recommended adoption of congratulatory resolutions for Mary Shanley on her 100th birthday and for Thomas Sagendorf on earning the rank of Eagle Scout; the House suspended the rules and adopted both resolutions. The Rules committees of both branches also recommended suspending Joint Rule 12 to send several battery-storage-related petitions to committee, including proposals on permitting, buffer zones, and lithium battery storage facilities; the House approved that suspension. The Committee on Steering, Policy and Scheduling reported a slate of bills for consideration, including measures on seeds, protecting children from alcohol and marijuana use, library patron privacy, restricted vital records, a local alcohol license bill for Cohasset, and sick leave banks for two employees. The House suspended Rule 7A, took the bills through second reading, and ordered them to a third reading. Later, the House passed to be engrossed bills authorizing Thomas Harmon to purchase retirement credit, allowing Westfield to set an age limit for police officer appointments, creating local license/permit enforcement provisions in Hanson, and simplifying subdivision road acceptance in Marlborough. The House also enacted House No. 4413, a bill concerning the terms of certain bonds to be issued by the Commonwealth. Finally, the House adopted an order to adjourn and meet again Monday at 11 a.m., and then adjourned to that time in informal session.

Summary: The Rules Committee considered several bills for constitutional and proper-form review, with the chair holding House Bill 2555. The committee heard legal analysis on House Bill 2060, which would prohibit public educational institutions and universities from encouraging or facilitating abortions; counsel flagged possible state constitutional issues in light of Proposition 139, but the committee still recommended the bill 5-3. House Bill 2085, dealing with gender transition procedures and referrals, was discussed at length for possible First Amendment concerns, especially around provider referrals, but it was also recommended 5-3. House Bill 2133, requiring age and consent verification for online sexual material, was flagged for possible federal preemption under Section 230 of the Communications Decency Act and was recommended 5-3. House Bill 2086, which would bar government entities from requiring masks or vaccinations, raised Supremacy Clause and intergovernmental immunity concerns because it included the federal government, but the sponsor was said to be working on an amendment; it passed 5-3. House Bill 2279, concerning liability and waivers for Grand Canyon river outfitters, drew an anti-abrogation clause concern, with staff saying ordinary negligence liability must remain available; it was also recommended 5-3. House Bill 2364, adding criminal penalties for mailing or delivering abortion-inducing drugs, was flagged as likely conflicting with the new abortion-rights language in Proposition 139, though staff said the courts were still sorting out the issue; it too passed 5-3. The committee then took up a large mass motion covering many additional bills, resolutions, and memorials. Staff noted one update on House Concurrent Resolution 2003, which would place on the ballot changes affecting school sports participation based on biological sex; they said the U.S. Supreme Court was considering similar laws from Idaho and West Virginia and that the outcome could affect the measure. No other specific concerns were raised on the mass motion items, and the committee recommended all of them 8-0. Throughout the meeting, members asked clarifying questions about the constitutional issues, including the effect of Proposition 139, the scope of First Amendment protections for medical providers, federal preemption, and the anti-abrogation clause. Several members voted no on the abortion- and gender-related bills, while the majority consistently voted to advance the measures as constitutional and in proper form. The meeting adjourned after the mass motion vote.

Summary: The Senate opened with the Pledge of Allegiance and adopted a congratulatory resolution offered by Senator Fattman honoring Reverend Robert Gratterotti on his 90th birthday. The chamber then took up several local and special acts on third reading, including bills waiving the Boston Police Department maximum age requirement for officers Adam Watt, Rodney Alcindor, Jonathan Telford, Kenny Gatto, and Jean E. Rosney, as well as measures concerning the Hudson town charter, a Plymouth land acquisition revenue account, and Falmouth funding for low-pressure pump installations. Each of these bills was passed to be engrossed. The Senate also acted on committee and House papers. It suspended Senate Rule 36 and Joint Rule 12 to consider a transportation-related petition concerning Massachusetts Department of Transportation easements in Woburn and Burlington, then referred the matter to the Committee on Transportation. The Senate ordered to a third reading House bills relating to James J. O'Neill Park and a transfer of land interest in West Brookfield after suspending the rules. Later, the Senate passed several bills to be enacted, including measures increasing the membership of the Berkeley Board of Selectmen, establishing sick leave banks for Shannon Manning and Stephanie Rivera, additional Boston police age-waiver bills, and a Bridgewater charter amendment adding gender-neutral language. It also passed a House bill making certain fiscal year 2027 appropriations before final action on the general appropriations bill, after a parliamentary inquiry confirmed the amount of the 112th budget as $7.7 billion and noted it would be rescinded once the General Appropriations Act is passed. Finally, the Senate enacted additional bills on Plainville and Orange town charters and the fiscal year 2027 appropriations measure, then adopted an order to reconvene in formal session the following Wednesday at 11 a.m. before adjourning.

Summary: The Senate first took up final passage of two bills: one directing the Boston Police Department to waive the maximum age requirement for Jason Villian, and another authorizing DCAMM to convey certain parcels of land in Brockton. Both bills passed to be enacted and were sent to the Governor. The chamber also adopted a resolution celebrating the commissioning of the U.S.S. Massachusetts. The Senate then considered several committee reports and procedural orders. Ways and Means reported a new draft for Senate Bill 2801, fostering agricultural resilience in Massachusetts, and the Senate ordered the bill to a second reading with amendment deadlines and later-stage procedures set. The Rules Committee also recommended suspending the joint rule for a petition on animal telehealth, which the Senate approved, along with additional Joint Rule 12 suspensions to refer House petitions to the appropriate committees. Later, the Senate took up Senate Bill 1646 on violations of regulations regarding hot work processes. After suspending the rules to proceed forthwith, the Senate rejected an amendment to establish a Board of Hoisting Machinery Regulations, adopted the Ways and Means amendment, and ordered the bill to a third reading. Following remarks from Senator Collins about the Walsh-Kennedy Commission and fire safety reforms, the bill passed to be engrossed. The Senate also adopted a motion to adjourn in memory of Dan McColl, a South Boston artist and newspaper man, and then adjourned to meet again the following Thursday at 11 a.m.
