The Senate convened with a quorum, opened with prayer, and spent much of the day on recognitions and special presentations, including Capitol Cowboy Day honoring Oklahoma State University, the Doctor and Nurse of the Day, Miss Oklahoma Teen Taylor Meeks, military families for Purple Up for Military Kids Day, and several visiting groups in the galleries. During the OSU presentation, university leaders highlighted OSU’s agricultural research and asked for support for an upcoming agronomy research bill, and Coach Eric Morris was welcomed as the new head football coach.
The chamber then took up Senate Resolution 31, designating April 15 as Purple Up for Military Kids Day in Oklahoma, which was presented with remarks about the sacrifices of military children and families and the significance of wearing purple. The Senate also advanced and passed several measures, including bills dealing with duplicate statutory sections and statutory interpretation, a negotiated oil and gas bill, the True Grit Trail, nitric oxide sales to minors, foster care and juvenile transition documents, a paraprofessional certification change, an Indian education council sunset extension, veterans’ tax refund donations, a Route 66 specialty license plate, cell phone restrictions in K-12 classrooms, tire pyrolysis funding, ABLE Commission reporting, scholarship-granting organization tax credits, municipal ordinance publication deadlines, and agency rule authority and review.
Most bills were advanced without objection and passed by wide margins, with a few closer votes on House Bill 2398, House Bill 3127, House Bill 3704, and House Bill 1276. House Bill 1276, extending the classroom cell phone prohibition, drew the most debate, with supporters citing improved student focus and classroom interaction and one member raising local control concerns before voting yes. House Bill 3704, concerning participation in a federal tax credit for scholarship-granting organizations, prompted questions about double-dipping on tax benefits and state sovereignty, but it ultimately passed 38-8. The Senate then announced a Technology and Telecommunications meeting for the next morning and adjourned until 9:30 a.m. Thursday, April 16.

The committee first took up Senate Bill 1319, which would create a Corporation Commission process to help residential homeowners whose homes are contaminated by brine, oil, or other substances tied to the Commission’s jurisdiction. These bills all received due-pass recommendations, with votes ranging from unanimous to 23-2.
The committee also considered SB 1481, which adds 20 minutes of daily recess, and members noted that similar bills were moving through the process and that the bill did not clearly address whether the added recess counts as instructional time. It passed 25-0. Finally, SB 1122, a broadband tax-policy cleanup bill, drew questions about its fiscal impact on local governments and counties; the presenter said municipalities would not be affected because they do not levy ad valorem taxes, though the measure could reduce revenue for other taxing entities by about $20 million statewide. That bill passed 23-1. The meeting ended with announcements about upcoming appropriations meetings and adjournment.

Summary:
The committee first heard Senate Bill 1226 by Senator Rader, which would add property damage to the state’s leaving-the-scene statute so a driver who damages property and leaves would be treated similarly to a vehicle accident. After brief questions about whether the driver would need to wait for law enforcement or the property owner, the bill advanced unanimously, 6-0.
Several sunset-extension bills from Senator Burstrom were then considered. Senate Bill 1456 would extend the Board of Tests for Alcohol and Drug Influence to 2036 and passed 6-1. Senate Bill 1462 would extend the Oklahoma Organized Retail Crime Task Force to 2036; members questioned whether a task force created in 2023 needed such a long extension, but it still passed 6-2. Senate Bill 1463 would extend the Polygraph Examiners Board to 2036 and passed 8-1, with some members again objecting to the 10-year sunset length.
The committee also advanced Senate Bill 1980 by Senator Logan, which updates larceny and forgery language to cover gift cards, gift certificates, and redemption information when possessed or used with intent to defraud. Members pressed the author on whether the offense would be a misdemeanor or felony and on the bill’s scope, but the measure passed 7-2. Senate Bill 1479 by Senator Stewart, dealing with release of crime- and collision-scene information by first responders, was amended to strike the title after concerns about scope and private entities; it then passed 6-2. Senate Bill 1608 by Senator Frick, as amended, would make school location and employer information searchable in sex offender and violent offender registries, and it passed 6-2.
Finally, Senate Bill 1923 by Senator Murdoch would prohibit inmates from accessing social media, prompted by a constituent’s concerns about inmates contacting victims’ families through contraband cell phones. Members questioned whether the bill was necessary given existing DOC policies and whether it should address tablets as well; an amendment was withdrawn, and the bill passed 7-1. The committee also laid over Senate Bill 1612 and concluded its Public Safety agenda for the week.
