The House also passed House Bill 642, creating a catastrophic benefit for public safety officers killed or catastrophically injured in the line of duty, with 68 ayes and no opposition; one member declared a conflict because a spouse is a law enforcement officer. House Bill 563, easing CPA licensure pathways and clarifying practice privileges, passed 67-0 with 3 absent and excused. House Bill 623, requiring a 60-second moment of silence at the start of each public school day, drew the most debate over local control, teacher burden, and whether it should be a mandate; it ultimately passed 51-17 with 2 absent and excused. The remaining third-reading bills were held one legislative day, a committee letter on agricultural rules was filed, the House noted the death of former Representative Bob Geddes Sr., welcomed professional firefighters in the gallery, and then adjourned until 11:00 a.m. on February 25, 2026.

On final passage, the Senate enacted House No. 4364, authorizing the Commissioner of Capital Asset Management and Maintenance to grant certain easements to the town of Bourne, and sent it to the Governor for approval. The Senate adopted an order to meet again the following Monday at 11 a.m. and dispense with printing a calendar. It then agreed to adjourn in memory of Lorraine Patricia Steele of Boston, observed a moment of silence, and adjourned accordingly.

Presenters from law enforcement, homeless service providers, mental health, and policy groups discussed federal Continuum of Care funding, the need for better data and accountability, and proposals such as statewide camping enforcement, stronger treatment access, and consolidating or reworking the continuum-of-care structure. Much of the discussion centered on the Certified Community Behavioral Health Clinic (CCBHC) model, with witnesses describing it as a way to expand crisis services, treatment, and coordination with housing and justice systems. They also discussed homelessness among sex offenders, family homelessness, workforce supports, and how to scale successful local programs statewide. No formal action was taken on the homelessness proposals during the discussion. The committee then reviewed several Department of Energy and Department of Health/Board of Nursing rules. The energy rule updated solid waste post-closure cleanup thresholds from $50,000 to $2 million to match Act 791 of 2025. Nursing-related rules added fees for the new dialysis patient care technician registration created by Act 198 of 2025, updated contact-information requirements, implemented APRN authority under Act 862 of 2025, clarified durable medical equipment language under Act 431 of 2025, and incorporated delegation changes from Act 959 of 2025. Additional nursing rules updated certified medication assistant training and duties under Act 265 of 2025, and corrected rules for full independent practice to include clinical nurse specialists under Act 872 of 2023. Each rule was reviewed without objection. At the close of the meeting, members received an update that UAMS had completed its NCII designation submission for the Winthrop Rockefeller Cancer Institute, which was described as a major milestone. The committee then adjourned.

Summary: The Arkansas Legislative Council met and first adopted the previous meeting minutes, then honored Lori McDonald of the Department of Human Services for nearly 28 years of state service. Members read a resolution recognizing her legislative, constituent, and leadership work at DHS, and the council adopted it unanimously. McDonald thanked members for their support, and the Senate also presented her with a citation, a flag flown over the Capitol, and a commemorative coin. The council then received the May 2026 revenue report, which showed gross adjusted collections of $7.76 billion year-to-date, up 4.4% from the prior year, and net available for distribution of $6.36 billion. The Bureau of Legislative Research noted collections were running above last year and that the updated forecast reflected a surplus. The Executive Subcommittee report was adopted after members were told it had approved captive insurance premiums and deductibles, a claims administration contract, emergency DHS rules, waiver requests, committee fund allocations, and the cancellation of the regular July ALC meeting in favor of only meeting for urgent matters. Several subcommittee reports were then adopted, including Administrative Rules, Game and Fish and State Police, Hospital/Medicaid/Developmental Disabilities, Lottery Oversight, Occupational Licensing Review, Peer Review, Review, State Insurance Programs Oversight, and Personnel. During the Administrative Rules discussion, members questioned the Department of Education about delays and vendor performance under the ClassWallet contract; department officials said they were meeting regularly with the vendor, keeping expense review in-house, and would consider other options if needed. In Personnel, the Department of Commerce clarified that a reallocation request was part of a broader departmental realignment and shared services move, not the Arkansas Workforce Connection waiver. The council also reviewed and took action on several communications, including filing retirement system investment summaries as reviewed, approving rural community grant funding, giving favorable advice for state park acquisitions/expansion, approving special maintenance funding for state parks, and filing proposed Office of State Technology service rates as reviewed before adjourning.
