Members then debated HCR 2043, which calls on Congress to convene an Article V convention to propose a federal term-limits amendment; supporters argued term limits are needed and that the resolution is a way to pressure Congress, while opponents warned about the risks of a constitutional convention and questioned the process. The Finance Committee heard a briefing from the governor on her recommended fiscal years 2026-2027 budget.
