Bills: SB2094
Summary: The committee first took up SB 2094, which would require state agencies monitoring environmental toxins and pollutants to establish environmental action levels and limit changes to those levels without meeting procedural requirements. The chair recommended passing the bill with amendments, including inserting estimated costs for a secure portal website and webinars into the committee report and deferring the effective date to July 1, 2050. The motion passed unanimously among those voting, with excused members noted. The committee then considered several other measures and adopted recommendations to pass them with amendments, generally adding technical and clarifying changes and setting a defective date of 2525. SB 2862 was amended to broaden the preamble, make additional appointees confirmable, clarify reporting requirements for gubernatorial appointees, and was held for further discussion. SB 2781 on lei production created a working group to review existing studies and conduct a statewide study of Hawaii’s floriculture industry. SB 3015 adopted California’s definition of PII, applied it to government agencies and political subdivisions, created a private cause of action, and required a compliance report. SB 3230 removed a categorical prohibition on certain third-party project management procurements while preserving state oversight responsibility, in line with procurement office requests. The joint GVO Health and Human Services agenda then focused on two related bills requiring universal changing accommodations in public restrooms. SB 2932 would apply to new state building construction beginning July 1, 2026, and testimony from disability advocates, the Hawaii State Council on Developmental Disabilities, and others supported the measure while asking for language clarifying that the requirement applies only where technically feasible and, in some cases, only to state-managed buildings. SB 2268 was described as broader, extending beyond government buildings into the private sector and including a private right of action; witnesses supported the concept but raised implementation concerns, especially for smaller businesses, and requested the same technically infeasible language and other clarifications. Both bills were advanced with amendments, and the committee noted adoption of the recommendations.

Summary: The Senate convened with a quorum, opened with prayer and pledges, and recognized several visiting groups and honorees, including students from Wesleyan Christian School, Claremore Day participants, and a tribute to Dr. J. Craig for his Marine Corps service, chiropractic career, and aid to first responders after the Oklahoma City bombing. The chamber also welcomed a Cricket Oak High School AFJROTC unit and the Lincoln Christian wrestling team, both recognized for recent achievements. The Senate then adopted Senate Resolution 43 commemorating the 31st anniversary of the Oklahoma City bombing and honoring victims, survivors, and first responders. The Senate took up House Bill 1933, first rescinding prior action and then adopting a floor amendment to correct a drafting error and shift a penalty provision; the bill then passed 47-0. House Bill 4248, which would require purchasers of hemp beverages to be 21 and treat them similarly to beer for age purposes, passed 45-0 after brief discussion about whether it had medical implications. The Senate also adopted House amendments to Senate Bill 1847, described as a compassion bill that would have saved the state money, and passed it 35-11 before later approving it as an emergency measure with 43 ayes. The chamber next adopted House amendments to Senate Bill 1778, a major literacy bill adding early intervention, teacher training, and optional early ELA testing for second graders, along with good-cause exemptions; it passed 43-2 and then as an emergency measure. The Senate also passed House Joint Resolution 1086, approving rules from several agencies, by 42-4. Finally, the Senate advanced and passed a series of sunset-extension bills for boards and councils, including the Child Death Review Board, county government training commission, Board of Chiropractic Examiners, Board of Examiners in Optometry, Oklahoma Climatological Survey, several environmental advisory councils, and the Board of Tests for Alcohol and Drug Influence, with most later receiving emergency passage. The Senate concluded with announcements of upcoming committee meetings and adjourned until April 25, 2026 at 1:30 p.m.

Summary: The committee took up a series of criminal justice and public safety bills. SB 1084, which exempts certain identifying and location information for non-legal support staff in state attorneys’ offices from public records requests, was supported by prosecuting attorneys and reported favorably. SB 212, as amended, created new restrictions related to sexual offenders and predators, including a 200-foot restricted presence provision near certain locations and updated notification/supervision requirements; it drew strong opposition from researchers, advocates, and affected families who argued it lacked evidence and would increase homelessness, but it was reported favorably. SB 682, addressing domestic violence, coercive control, strangulation, animal abuse, injunctions, and related training and enforcement issues, received emotional survivor testimony and support from animal welfare and law enforcement groups and was reported favorably. SB 656, creating and renaming FDLE Internet Crimes Against Children funding and grant programs, was amended and reported favorably and unanimously. The committee also considered SB 810 on sealing criminal history records, which would expand eligibility for some non-conviction records and one low-level misdemeanor conviction after waiting periods and judicial review; supporters said Florida is unusually restrictive, while one senator raised concerns about the scope, and the bill was reported favorably. SB 890, creating a standalone battery by strangulation offense applicable outside domestic relationships, was reported favorably after the sponsor said it would close a gap in current law. SB 892, revising habitual offender and violent career criminal sentencing procedures and notice requirements, was reported favorably, with defense lawyers supporting the clearer pretrial notice. SB 928, “Missy’s Law,” requiring immediate remand to custody after conviction of certain dangerous crimes, was amended to include computer pornography/child exploitation offenses and reported favorably after a family member of the namesake victim testified in support. Later, SB 1284 modernized arrest and search warrant statutes, expanding judicial summons options for some misdemeanors and broadening warrant/arrest authority in certain DUI, injunction, domestic violence, and misdemeanor force cases; defense lawyers supported the judicial-discretion portions but raised concerns about DUI/BUI arrests, and the bill was reported favorably. Finally, SB 812, a technical companion to SB 810 updating public records treatment for sealed criminal history records, was amended to clarify prosecutorial access for later cases and reported favorably. Several bills were supported by law enforcement, prosecutors, and advocacy groups, while others drew opposition from civil liberties, treatment, homelessness, and criminal defense advocates. The meeting adjourned after members recorded additional votes on selected tabs.
