The Appropriations Committee on Criminal and Civil Justice heard a presentation on the Governor’s fiscal year 2026-2027 public safety budget, which totals $117.4 billion overall and includes $8.2 billion for the public safety silo. Members questioned FDLE about the scope of immigration-related enforcement and public records burdens, and DOC about staffing, inmate health care, substance use treatment, prison capacity, and whether prison beds were being used for immigration detainees. A public commenter also urged attention to basic conditions in prisons, including clothing, food, medical care, and facility maintenance.
The committee then considered several bills. CS/SB 156, the Jason Rayner Act, was presented as a response to the killing of Daytona Beach Officer Jason Rayner and would clarify that a person may not use violence against an officer performing official duties, while also increasing penalties related to manslaughter involving law enforcement. An amendment conforming the bill’s language was adopted, and the bill was reported favorably after debate and a roll call vote. CS/SB 54, dealing with substances affecting cognitive function and law enforcement access to certain medical records, also received an amendment clarifying that only records relevant to an investigation of a violent offender may be furnished; the amended bill was then reported favorably.
The committee next heard CS/SB 296, the Haven Act, which would direct a study of a secure web-based alert system for domestic violence victims so they can contact 911 without alerting an abuser, and would expand the Address Confidentiality Program to include dating violence victims. Testimony from advocates and survivors strongly supported the measure, and the bill was reported favorably. Its companion, CS/SB 298, a public records exemption for victims of domestic and dating violence in the Address Confidentiality Program, was also reported favorably. The meeting concluded after the committee approved all four bills and adjourned.

Summary:
The House met on the final day of session with quorum present and spent much of the morning and afternoon on announcements, expressions of gratitude, and ceremonial business. Members repeatedly thanked committee staff, leadership, clerks, security, sergeants-at-arms, analysts, and family members for their work during the session. The Speaker also recognized committee chairs, vice chairs, and ranking members, and reflected on the importance of committee leadership and the personal perspective gained during the session.
The chamber took up several memorials. House Memorial 4, requesting an LFC study on expanding health insurance access for public higher education educators and graduate student employees, passed 36-23 after debate over whether the study should focus on expansion and affordability. House Memorial 30, directing a study of public education governance and the possibility of a statewide education commission, passed 57-0. House Memorial 24, calling for a study of the possible consequences of restructuring the Las Vegas land grant, passed 60-0. House Memorial 26, a Wild Friends memorial about insects and an interagency workshop on insect identification, ecology, and habitat protection, passed after extensive supportive debate from members who emphasized science education, pollinators, and ecological balance.
The House also approved a large consent calendar of memorials by a 55-0 vote, then cleared additional ceremonial memorials from the Speaker’s table, including New Mexico Food and Farms Day, International Year of the Woman Farmer, Lincoln County Day, New Mexico TRIO programs, and New Mexico Speech-Language-Hearing Association Day, which also passed 55-0. The chamber received a Senate message concurring in House amendments to Senate Finance Committee substitute for Senate Bill 273, as amended. The House then stood in recess subject to the call of the Chair while awaiting any further Senate messages and final adjournment business.

The Committee on Fiscal Policy met and reported a series of bills favorably, covering health care, public safety, insurance, coastal resilience, juvenile justice, drowning prevention, transportation designations, and beach management. The committee then took up several drowning-prevention measures. CS/SB 606 by Senator Smith would add drowning prevention and safe bathing education to postpartum materials and direct the Department of Health to create standardized materials; an amendment removed a records-retention requirement, and the bill passed. SB 428 by Senator Yarborough would expand the state swim lesson voucher program from children ages 0-4 to ages 1-7; it received strong support from advocates, including a young swim instructor and autism advocates, and passed. The committee also approved CS/SB 246, a specialty license plate bill that was amended to include the UFC plate and a First Responders’ Resiliency Foundation plate, and CS/SB 1028, which revises Citizens Property Insurance and clearinghouse procedures to prioritize admitted carriers and prohibit public funds for the clearinghouse; that bill drew discussion about market competition, Citizens’ exposure, and potential impacts on policyholders.
Additional measures reported favorably included SB 628, designating a portion of South Navy Boulevard in Pensacola as Warrior Sacrifice Way to honor the sailors killed in the 2019 Naval Air Station Pensacola attack, and CS/SB 636 on beach management, which would create a proactive pathway for coastal communities to obtain erosion-related designations and align with federal programs. Beach industry testimony supported the bill’s intent but raised concerns about perpetual easements and funding shortfalls. At the end of the meeting, members recorded additional votes on selected bills, and the committee adjourned.
