Summary: The Assembly met after a quorum call and opened with prayer, the Pledge of Allegiance, and several guest introductions recognizing the League of Women Voters of San Francisco Youth Council, the Jane Center of Northern California, a departing UC Sacramento intern, and members of the Sam Yup Benevolent Association/Chinese Consolidated Benevolent Association. The chamber then moved to the Daily File, where most items were passed and retained on file, and AB 1044 was moved to the inactive file at the author’s request. The main floor action was on ACR 91, authored by Majority Leader Aguiar-Curry, which recognized June 2025 as Portuguese Heritage Month, June 10 as the Day of Portugal, and April 18 as the Day of the Azores. Supportive remarks highlighted the long history and contributions of Portuguese Americans in California, especially in agriculture, business, public service, and culture, and Assembly Member Macedo spoke as a co-author and second-generation Portuguese American. The resolution received 64 co-authors and was adopted by voice vote. Macedo also shared Portuguese sweet bread with members, and Aguiar-Curry introduced Portuguese dignitaries and community leaders in the chamber. The remainder of the session was devoted to adjournments in memory. Members honored Phil Jerizzo, Dr. Marvin Lavelle Boomer Jr., and Elizabeth Starr, describing their public service, mentorship, community leadership, and family legacies. The Assembly then announced upcoming session dates and adjourned until Thursday, June 12, 2025, at 9 a.m.

Summary: The Kentucky Legislative Ethics Commission met on January 14, 2025, with a quorum present in person and by Zoom. The commission swore in new member Representative Jeff Greer, with Judge Willhoit administering the oath. Members then approved the minutes from the November 19, 2024 meeting without changes. Staff reported that the commission remained within budget for the year to date, noting a refund related to an earlier overcharge for record center storage fees. The commission approved the financial report. Emily also introduced new general counsel Steven Pum, who began work on December 16 and is handling financial disclosures and informal staff opinions. Staff gave updates on recent training, including the December 3 new legislator orientation and the January 8 current issues seminar, which featured former U.S. Attorney David Devillers discussing the House Bill 6 scandal. Donita reported on technology and communications improvements, including the new Zoom-capable conference room setup and the Constant Contact email system now being used for newsletters and reminder emails to employers, lobbyists, and the media. She said both systems were working well, and that the office was busy with financial and lobbyist forms. The commission noted that several informal opinions were available in the binder and could be discussed in closed session if needed. The members then voted to enter executive session under KRS 61.810(1)(c) and (k) to discuss confidential complaints and informal opinions.

Summary: The committee held an orientation for new and returning members of the House committee on agencies and administration, with introductions from members and staff. Chair Carol Maguire outlined her expectations for hearings: keep questions focused on the bill, be respectful to witnesses, and use the committee’s orientation opportunities to learn about the jail staff, retirement system, and Office of Professional Licensure. Members also discussed related assignments on other bodies, including the Joint Legislative Committee on Administrative Rules and the Joint Committee on Employee Classification, and noted that some members already serve on those panels. A substantial portion of the meeting focused on the State Building Code and the committee’s upcoming workload. Members explained how the state code is intended to provide a common baseline while allowing limited local options, and why municipalities must formally adopt and publish any local amendments. They reviewed several anticipated bills: a consolidation bill to gather building-code enforcement materials in one place, a bill to update the state energy code, a bill to restrict municipal adoption of building-code changes, and a bill to update the electrical code. Members also discussed how building codes apply to older homes and commercial buildings, and why code updates are important for safety and clarity. The chair said the committee had 36 bills currently scheduled, including many early bills that must move by March 6 because they will be heard by two committees. She said the committee would use subcommittees for harder bills, with three subcommittees this year: pensions, licensing, and likely state building code. She also outlined the hearing schedule, including lighter bills on February 12 and the expectation of executive sessions later in the month. No votes were taken during the orientation, but members were told that public hearings do not require a quorum and that hard copies of bills would be distributed by committee staff.
