He cited the cabinet’s wrong-way driving prevention project as an example where design-build helped evaluate technologies and coordinate with stakeholders such as EMS and first responders. He also outlined the main tradeoffs: alternative delivery can improve collaboration and sometimes accelerate schedules, but it also brings risks related to right-of-way acquisition, utility relocation, changing scope, and the need for dedicated staff and compressed decision-making. He stressed that these methods are not a cure-all and are not appropriate for every project, while noting that traditional design-bid-build remains effective for most of KYTC’s work. Representative Branscum responded favorably, saying early contractor involvement is valuable and consistent with his experience in the vertical construction world. No votes or formal actions were taken because the committee lacked a quorum.

SB 1824 updated the Oklahoma General Corporation Act as a mirror to a House bill and passed 8-0. SB 1813 would allow the governor to enter athletic trainer licensure compacts with other jurisdictions and passed 7-1. SB 1326 modernized self-storage facility operations and passed 7-0. The committee then took up SB 1937, the Taxpayer Dollars Protect Workers Act, which would condition economic development incentives on labor-practice requirements intended to preserve secret-ballot organizing, employee privacy, and employer rights. Rep. Blancett raised concerns that the bill could harm the film, entertainment, and Olympic-related industries and undermine economic diversification, while Rep. Lepak argued it was aimed at preventing coercive organizing tactics and said similar measures had passed in other states. After a brief debate, the bill passed 5-1-2. Finally, SB 1641, requiring an email address in LLC articles of organization filed with the Secretary of State, passed unanimously. The committee then adjourned.

After the bill, the chair presented the subcommittee’s recommended 2025-2026 IT budget, totaling $528 million, including $146.5 million in general revenue and $382.2 million in trust funds. The proposal reflected a roughly 13% decrease from the prior year and emphasized funding for major ongoing projects such as the PALM/FLAIR replacement, the AHCA FX program, the Department of Revenue’s CAMS modernization, and the APD I-Connect system. House Bill 3134, which says accreditation for Oklahoma public colleges and universities should be based on academics rather than ideology, drew extended questioning about jurisdiction and enforcement but ultimately passed 5-2. House Bill 1016, with a committee substitute, would regulate content creation involving minors by defining the industry, requiring recordkeeping and trust funds for compensation, and allowing civil action when the law is violated; it passed 7-0. Several bills were laid over for later consideration, including House Bills 2941, 2959, 3087, 3321, 3298, and 3297. The committee adopted a PCS for House Bill 426 and a committee substitute for House Bill 1016, and it adopted an amendment to House Bill 2940 replacing “videotape” and “audio tape” with “video” and “audio.”
