Staff described SB 5928 as dealing with wildfire risk scores, insurer disclosure and appeals, rate-filing requirements, and confidentiality, with a proposed substitute making a mitigation-discount standard actuarially sound and correcting a drafting error. The committee adopted the substitute and advanced SB 5928 with a do-pass recommendation to Rules. The committee also advanced SB 5919, which encourages voluntary collaboration between fire districts and insurers on wildfire mitigation incentives for agricultural activities, with a do-pass recommendation to Rules.
