Summary: The task force met on October 22, 2025, with a quorum present and several members participating remotely. Members approved the minutes from the previous meeting. Michelle Urick of the Legislative Coordinating Commission then gave an administrative update on proxy voting and the task force’s operating procedures. She said the enabling statute only authorizes the officially appointed member to act and vote, so proxy voting is not allowed, and votes must be cast in person at the meeting where the item is considered. She also said members may submit written positions, but not vote before or after a meeting. In response to concerns about attendance for future votes, the chair said the January meetings would be rescheduled if possible using a Doodle poll so more members could be present in person. The group also agreed to treat the revised document as operating procedures rather than a formal charter, with no separate adoption action needed at that time. The task force then moved into testimony on homeowners and commercial property insurance. Paul Edgar of Minnesota Realtors said rising insurance costs are adding to housing affordability pressures, citing an increase in the monthly principal, interest, taxes, and insurance payment on a median-priced Minnesota home from $1,622 in 2021 to $2,642 in September 2025. He said higher insurance costs and limited coverage can affect buyers’ financing, especially for condominiums and townhomes, and urged continued work on liability and insurance-related laws that may discourage condo development. He also referenced prior bipartisan reforms to Minnesota’s condominium construction defects law and said his organization supports further improvements to encourage more condo production. Keenan Ravery of the Minnesota Mortgage Association focused on how insurance requirements affect mortgage lending. He explained that lenders require insurance both at origination and throughout the life of the loan, with standards aimed at protecting collateral rather than providing full homeowners coverage. He said replacement-cost coverage has long been the norm, but recent issues with roofs, deductibles, HO-6 policies, and force-placed insurance have become pain points for consumers and lenders. He said his association is working with national trade groups on reforms that could allow more flexibility in coverage types and deductibles, and he expressed hope that Fannie Mae, Freddie Mac, and the Federal Housing Finance Agency may announce policy changes in the coming months or by early 2026. No votes or substantive policy actions were taken beyond approving the minutes and agreeing to pursue scheduling adjustments for January.

Summary: The committee opened with HB 1813 on taxation and HB 2429 on tax expenditure evaluation, taking mostly written testimony and limited oral discussion. On HB 2429, the Tax Foundation and Department of Taxation raised privacy and federal-law concerns, warning that the bill could require taxpayers to file duplicative returns and could risk disclosure of federal tax information if released publicly. Members and witnesses discussed using anonymized or summary reporting instead of individual public release, with the department saying summarized data would be preferable and that the state can ask for the information as a policy matter, but individual public release could create problems. The committee then heard HB 2423 HD1 on biodiesel, where Pacific Biodiesel said it can supply all biodiesel needed for B5 in Hawaii without imports and asked to move the implementation date earlier to November 2027 to allow rollout planning. HB 1996 HB1 on hearing aids drew broad support; a disability access representative said earlier insurance-based efforts had run into administrative problems and that this bill would immediately lower costs for consumers. HB 1851 HD1, also related to hearing aids, received support from the Department of Labor and Industrial Relations, while the Tax Foundation argued the program would be better funded directly rather than through the tax system, citing overhead costs and blank provisions that should be filled in before passage. On HB 2546, the research activities tax credit, HCDC said the credit supports long-term R&D and should be converted from a first-come, first-served system to proration so more applicants receive some benefit; the agency described the credit as helping companies move from idea to commercialization and noted the state is leaving potential jobs and federal dollars on the table. HB 2028 HD1, relating to Labor Day for construction workers, drew support from labor representatives who said it recognizes construction workers and helps offset cost-of-living pressures, while the Tax Foundation opposed it as an industry-specific subsidy and flagged technical issues with undefined terms and blank credit amounts. The committee also heard HB 2583, HB 2490, HB 2545, HB 2114, and HB 1859 HD1. HB 2490, concerning coastal erosion at Mokuhiki Bay, received strong support from a temple representative who described severe shoreline loss, years of temporary emergency work, and the need for a long-term, nature-based solution in coordination with state agencies. HB 2545, involving HCDC and SBIR commercialization, was supported as a way to turn R&D into economic development; HCDC said it had more applications than it could fund and that the bill could help create high-wage jobs. HB 2114, the Hawaii Benefits Hub, received comments from ETS and DHS emphasizing support for the concept but cautioning that operational, policy, cybersecurity, and data-sharing standards must be carefully aligned. HB 1859 HD1 on workforce development drew strong support from workforce and philanthropic groups, who said Hawaii faces a long-term gap between projected living-wage jobs and the number of young people entering the workforce, and argued the bill would create durable infrastructure for coordination and long-term planning. No formal votes or final actions were taken in the portion of the hearing provided.

Summary: The Senate Committee on Banking and Financial Institutions heard SB 1131, which would update the Debt Collection Licensing Act by directing the Department of Financial Protection and Innovation to conduct examinations remotely unless an on-site review is needed, and by allowing the department to rely on recent audits or examinations from other regulators or approved third parties. The bill’s supporters, including representatives of the debt collection industry, said it would reduce duplicative work and lower compliance costs while preserving consumer protections. One opposition witness from the California Low-Income Consumer Coalition said there were still concerns, and the chair noted the need to protect the underlying consumer policy goals. The committee voted do pass and re-refer the bill to Appropriations; it was later confirmed out of committee on a 7-0 vote with absent members added on call. The committee also heard SB 1291, the “Shine Act,” which would increase transparency and accountability for mutual water company boards by eliminating 24-hour written notice requirements for board meetings, requiring websites with basic information and water quality reports, and directing a comparative analysis of mutual water companies serving disadvantaged communities. Supporters, including community and public health advocates, described problems in Southeast Los Angeles and other areas where residents said they lacked access to board information, notices, and timely water quality disclosures. The California Association of Mutual Water Companies opposed the bill unless amended, arguing it imposed unfunded mandates, assumed broadband and administrative capacity that many small systems do not have, and could push consolidation. After discussion about transparency and the needs of small systems, the committee voted do pass and re-refer the bill to Environmental Quality; it was later confirmed out of committee on a 7-0 vote.

Summary: The Senate Committee on Banking and Financial Institutions heard two bills. SB 1131, by Senator Jones, would update the Debt Collection Licensing Act by requiring the Department of Financial Protection and Innovation to conduct examinations remotely unless an on-site review is needed, and by allowing the department to rely on recent audits or examinations from other regulators or approved third parties. Supporters from the debt collection industry said the bill would reduce duplicative costs and fix issues with the advisory committee process; an opposition witness from the California Low-Income Consumer Coalition said concerns remained. After discussion about preserving consumer protections while reducing burdens on licensees, the committee voted 7-0 to pass SB 1131 and re-refer it to Appropriations. The committee also heard SB 1291, the “Shine Act,” by Senator Gonzalez, which would increase transparency and accountability for mutual water companies by removing the 24-hour written notice requirement for board meetings, requiring websites with basic information such as consumer confidence reports, and directing a comparative analysis of mutual water companies serving disadvantaged communities. Supporters, including environmental justice advocates and Los Angeles County, described problems with access to water quality information, meeting notices, and board accountability in communities such as Cudahy and Maywood. The California Association of Mutual Water Companies opposed the bill unless amended, arguing it imposed unfunded mandates and one-size-fits-all requirements on small systems. Members discussed the need for transparency while acknowledging concerns about compliance burdens; the committee then voted 7-0 to pass SB 1291 and re-refer it to Environmental Quality.

Summary: The House convened, completed roll call, approved the journal, and took up several Senate bills and one Senate concurrent resolution through motions to reconsider, return bills for reconsideration, and refer measures to additional Committee of the Whole sessions for further amendment. Early actions included returning SB 1175 and SB 1198 to the Senate for reconsideration, rescinding passage of SB 1336 so it could be reconsidered, and referring SB 1111 and SB 152 to an additional COW. The House also recognized Representative Travers for a personal privilege statement honoring National Women Veterans Recognition Day and recorded attendance. In Committee of the Whole, members adopted floor amendments and recommended passage for SB 1511, SB 1552, SB 1198, SB 1110, SB 1618, SB 1431, and SCR 1004, with some debate on SB 1110’s home-confinement/reentry program, SB 1618’s Military Affairs Commission changes, and SB 1431’s city and town authority over residential project standards and streetscapes. The House later adopted the COW reports and moved the measures to engrossing or third reading as appropriate. SB 1336 and SB 1519 were also advanced from committee, while SB 1004 was reconsidered and ultimately failed on reconsideration. On third or final reading, the House passed SB 1127, SB 1180, SB 1428, SB 1198, SB 1336, SB 1511, SCR 1004, SB 1552, HB 2104, HB 2105, HB 2114, HB 2311, HB 2729, and HB 4117. SB 1687, SB 1004, SB 1519, and SB 1502 failed. Members explained votes on several measures, including support for tax administration clarity in SB 1180, objections and support for the May primary proposal in SB 1687, concerns about sex offender monitoring in SB 1004, support for the Arizona Beef Council in SB 1198, and debate over the photo enforcement referral in SCR 1004. The session also included recesses for caucuses, lunch, and dinner, plus a brief technical outage of the live stream.
