The Special Committee on Government heard and advanced three measures. First, HCR 2044, a constitutional amendment to expand Arizona’s prohibition on preferential treatment and discrimination based on race or ethnicity in public education, public spending, and hiring, drew support from the Speaker, Goldwater Institute, and other advocates who argued it would close loopholes and reaffirm merit-based treatment. Opponents argued it would chill speech, training, and discussion of race and identity in public institutions. The committee approved the resolution on a 4-3 vote.
The committee then considered HB 2671, as amended, which narrows mandatory transfer to adult court for juveniles by limiting chronic felony offender treatment to higher-level felonies and preserving judicial/prosecutorial discretion for lower-level repeat offenses. The sponsor and juvenile defense testimony said the bill would keep low-level youth offenders in juvenile court where rehabilitative services are available and reduce recidivism, while still holding them accountable. The Blackman amendment was adopted, and the bill passed 7-0.
Finally, HB 2676 was heard to reduce the age for restoring firearm possession rights for certain juvenile offenders from 30 to 25 and to broaden restoration eligibility for other juvenile felony convictions. Supporters said it would align firearm-rights restoration with juvenile record-destruction timelines and help rehabilitated individuals move forward without unnecessary barriers. The committee approved HB 2676 unanimously, 7-0.

Summary:
House Republican caucus met on April 29 to review the FY 2027 budget package and several related “budget implementation” bills, with Chairman Livingston noting that HB 2415 was being held. The caucus then reviewed a series of mostly standard budget bills: HB 4139 on gaming/racing assessments; HB 4140 on federal monies, the budget stabilization fund, and ACE initiative savings reporting; HB 4141 on capital outlay, highway construction, airport funding, and rural transportation match funds; HB 4142 on commerce and lottery distributions; HB 4143 on corrections reporting; HB 4144 on environmental provisions and water-related fund uses; HB 4145 on state employee health insurance premiums and DES reforms; HB 4146 on higher education funding provisions; HB 4147 on SNAP administration and error-rate reduction; HB 4148 on K-12 inflation adjustments, school facilities, and ASDB property-sale oversight; HB 4150 on county expenditure flexibility and state office rent rates; HB 4151 on the Department of Revenue’s integrated tax system funding and related charges; HB 4152 on tax conformity, deductions, and repeal of several renewable-energy tax preferences and the Rio Nuevo diversion; and HB 4153 on transportation reporting. Discussion repeatedly centered on health plan solvency, SNAP/ACCESS eligibility and fraud controls, school funding, rural transportation, and tax conformity and relief.
The caucus also took up several blue-sheet bills: HB 2035 on extended-family placement notifications in child welfare cases; HB 2170 restricting certain PRC-controlled companies from state IT contracts; HB 2249 expanding Parents’ Bill of Rights provisions; HB 2573 on DUI interlock/restricted-license rules and psychotherapy definitions; and HB 2873, which was amended to allow withdrawal of referendum petitions before ballot qualification. HB 2415 was held. The Speaker closed by praising the caucus for its budget work, saying the package delivers tax relief, protects vulnerable populations and public safety, and reflects months of Republican negotiations, and the meeting adjourned to the floor.

HB 2398, dealing with watercraft operation and peer-to-peer watercraft sharing insurance, received a floor amendment clarifying the types of insurers that may provide primary commercial boat liability coverage and was reported do pass as amended. HB 2477, relating to the Arizona Education Savings Plan, was amended to add investment guardrails, conflict-of-interest protections, an advisory team, limits on land investments, and statutory treatment of the local government investment pool, then reported do pass as amended.
The Committee of the Whole also considered HB 2251 on midwifery, which was amended to transfer oversight of licensed midwives from the Department of Health Services to the Naturopathic Physicians Medical Board, add a licensed midwife to the board, separate midwife and naturopathic funds, apply investigative and disciplinary procedures, and make conforming changes; it was reported do pass as amended. HB 2991, concerning minors’ access to technology content and social media, drew extensive debate. A floor amendment revised age-signal and parental-consent procedures, changed default settings language, removed a private right of action, and made other technical changes. Senators Tise, Epstein, and others argued the bill still raised serious First Amendment and censorship concerns, while Senator Bullock defended it as a child-safety measure that did not require uploading ID. The bill was ultimately reported do pass as amended.
In third reading, the Senate adopted the Committee of the Whole report, retained HB 2397 on the calendar, and voted on several bills. HB 2104, HB 2105, HB 2763, HB 2786, HB 2771, HB 2782, and HB 4117 passed; HB 2457, HB 2494, and HB 2696 failed. HB 2457 and HB 2494 drew opposition over local control and land-use concerns, while HB 2696, aimed at fuel and gas prices, drew criticism that the Commerce Authority was not the right vehicle and that the issue was driven by federal policy. HB 4117, relating to offenses against public order and religious services, passed after sharp debate over whether it would protect worship or chill protest and free speech, with opponents warning of vague language and potential political prosecutions. The Senate also voted to reconsider its prior action on HB 2311 and HB 2601, requested the House return HB 2995 for reconsideration, and adjourned until Thursday, June 11, at 10:00 a.m.
