CS/SB 1290 updated DHSMV rules to conform to IFTA and federal motor carrier standards, raised the crash-damage reporting threshold, and made other registration and email-notification changes; CS/SB 1292 created a public-records exemption for certain email addresses used in motor vehicle and vessel notifications. CS/SB 1408 designated memorial highways for fallen officers Jesse Madsen and Elio Diaz, and CS/SB 1502 authorized FDOT blanket permits for mobile cranes to travel at night under specified conditions. All of these bills were reported favorably.
The committee also received a lengthy informational presentation from FDOT on aggregates and the state’s construction-material supply chain. Student and staff safety scored somewhat better but still showed gaps in crisis follow-up, notification about violent behavior, protective gear, and leave options after incidents. Paraprofessional management also drew concern, especially low pay, insufficient staffing, limited administrative support, and the burden placed on teachers to supervise and train paras.
Several teachers then testified directly about the practical impact of these issues. One special education teacher described the job as combining instruction, legal compliance, and paraprofessional supervision, often requiring work beyond contracted hours and contributing to burnout and turnover. Another testified that special education case managers are effectively doing three full-time jobs and that the paperwork and caseload demands are a major reason people avoid or leave the field. Committee members discussed whether the problems are primarily local or state-level, whether more funding would solve them, and whether changes to the funding formula or weighting for high-cost students might be needed. No formal vote or action was taken beyond a recess and return to order for the next presentation, which continued the discussion of possible special education study objectives and potential policy directions.

The sponsor repeatedly said children in unsafe situations should come into the child welfare or law enforcement system and that she was open to changes for truly unsafe or unavailable parents, but she rejected the idea that the bill was merely about notification rather than consent. She also defended the survey provisions as a way to stop routine questioning of children about suicide and other sensitive topics without parental awareness, and said the biofeedback language was aimed at school settings where data about children’s anxiety or stress is allegedly being shared with classmates.
Public testimony was heavily divided, with many speakers opposing the bill and describing personal experiences with abuse, rape, mental health crises, lack of supportive parents, and the need for confidential access to birth control, STI testing, and counseling. Opponents argued the bill would delay care, endanger vulnerable minors, and reduce access to medically necessary services and surveys that can identify risk. Supporters said the bill would restore parental authority, improve transparency, and protect children from inappropriate surveys and biometric monitoring. During debate, Sen. Berman and Sen. Davis opposed the bill, saying it conflicts with existing law and could harm vulnerable youth, while Sen. Yarborough supported it, arguing that not all parents are bad actors and that the state should not treat all families as if they were.
