He argued current Texas THC laws are inconsistent, harmful, and disproportionately affect communities of color, while also diverting law enforcement resources. He said the bills aim to create a more consistent and enforceable framework and to support medical THC use.
Supportive testimony came from Shawn Salvahi, a veteran and Texas Cannabis Collective representative, who said decriminalization and homegrow would help veterans and first responders and that leaders should correct mistaken policy. Senator Molly Cook, an ER nurse, also backed Johnson’s approach and opposed SB 5, saying prohibition has failed, worsened safety, and created criminal and economic harms. In questions, Johnson said the Senate is likely to move SB 5, that the House could still change the outcome, and that he has been consistent in opposing a ban since 2018. The discussion also briefly touched on redistricting, with participants urging attention to flooding and criticizing proposed maps, but the main action was the presentation and defense of the THC bills ahead of floor consideration.

Summary:

The committee next considered House Bill 235, which would amend the educator code of ethics and conduct to add responsibilities to parents. Supporters argued parents should be explicitly included in the code, while opponents said parents were already covered in existing ethics language and statute. The bill passed narrowly, 9-8. The committee then returned to House Bill 532 on alternate dispute resolution and individualized education plan team meeting facilitation. Amendment 0480H clarified that different rules would apply separately to neutral conference, mediation, and IEP facilitation; it passed 17-0, and the bill as amended also passed 17-0. Finally, the committee moved to House Bill 564, concerning adoption of school administrative unit budgets, and voted to retain the bill for further review because members said there was still confusion about how it would apply to single-district and multi-district SAUs.

Summary:
The committee approved the minutes from March 5 by voice vote and welcomed new member Representative Van Binsbergen. It then took up House File 2354, which Chair Liebling moved to re-refer to the Public Safety Finance and Policy Committee. Nick Wonka, director of the Medicaid Fraud Control Unit, explained the bill’s provisions affecting committee jurisdiction: expanded subpoena authority to obtain financial account contents in provider-fraud investigations, conforming legal representation language to preserve the unit’s authority, venue changes to allow charging in counties where parts of the offense occurred, and a restitution change to let courts order restitution for related conduct in the same scheme. He said the subpoena change would speed investigations and align the Attorney General’s authority with other agencies, and that the restitution change would help recover more fraudulently obtained Medicaid funds.
No public testimony was offered. Members questioned why the funding should go to the Attorney General’s office rather than the BCA, whether the new records authority was federally required, how the venue language would work across state lines, and whether the added FTEs indicated the fraud problem was larger than expected. Ellison and Wonka responded that the federal grant requires the work to stay within the Medicaid Fraud Control Unit, that the unit’s investigators are specialized and work with, but separate from, law enforcement, and that the venue provision applies only within Minnesota while out-of-state matters would be referred to the appropriate authorities. The amendment that had been posted was withdrawn and not offered.
