The Senate also passed Committee Substitute for Senate Bill 921 on Medicaid ex parte renewals after a narrower vote, and Senate Bill 609, requiring school districts and charter schools to comply with legally required policies, after rejecting an amendment by Senators Menendez and Perry that would have added a good-faith/resource-limitation safeguard for districts. Committee Substitute for Senate Bill 660, requiring bollards or similar barriers near certain hospital emergency rooms, passed with rural exemptions and exceptions for existing protections. Senate Bill 2155, a cleanup bill returning veterinary board authority from TDLR to the State Board of Veterinary Medical Examiners, passed with amendments. Committee Substitute for Senate Bill 1209 on election dates and Committee Substitute for Senate Bill 1396 prohibiting national sex education standards in public schools also passed. The Senate then received first-reading bills and adjourned until the next day.

The Transportation Committee met and considered a series of bills, beginning with SB 266, which would exempt sales and use tax on electric vertical takeoff and landing aircraft sold from manufacturers to operators. The bill strengthens boating safety by increasing penalties for reckless boating, requiring boating safety education after certain violations, and aligning some boating penalties more closely with motor vehicle laws. A substitute amendment was adopted, and the bill was reported favorably. SB 872, dealing with county and municipal price controls for the removal and storage of electric vehicles, was also amended and reported favorably after testimony from towing industry representatives about the added costs and storage constraints posed by damaged EVs; the Florida Insurance Council spoke in opposition.
The committee then approved SB 650, which expands hazardous walking condition criteria for elementary school students to include walkways along freeways, ramps, and interchanges, regardless of speed limit. SB 1318, the hands-free driving bill, generated substantial testimony from safety advocates and families affected by distracted driving; it would rename Florida’s texting law as a hands-free driving law and prohibit handheld use of wireless devices while driving. The committee also passed SB 994, increasing driver education requirements for standard and learner’s licenses, and SB 662, designating a portion of West Beaver Street in Duval County as Harry Frisch Street. Several senators recorded affirmative votes on bills after the roll calls, and the meeting adjourned after all listed measures were reported favorably.

Adams and members discussed how special education aid follows the student, while charter schools do not receive some district-level aid such as catastrophic aid; free and reduced lunch funding and Title funds can go to charter schools. Members also raised concerns that some state laws and administrative rules do not clearly specify whether they apply to charter schools, creating confusion and, in some cases, causing districts to perform services such as dyslexia screening for charter students without additional funding. Adams agreed that clearer statutory language would help and noted that charter schools are subject to many state requirements, including testing and reporting, even though not every public-school rule applies to them.

Summary:

Opponents from Education Minnesota, SEIU Minnesota, TakeAction Minnesota, and a nurse from Unity Hospital argued the bill would strip protections from part-time workers, minors, and workers with family caregiving needs, and would weaken a law they said has helped workers avoid discipline or lost wages when sick. Supporters from counties and an HR consultant emphasized administrative burdens, emergency staffing needs during weather events, and the difficulty of applying ESS rules to existing leave policies. No final vote on the bill was taken in the portion of the meeting provided; the bill was laid over for further consideration.
