The Committee on Public Safety and Military Affairs took up several measures, beginning with House Bill 2413 on pre-trial reform, which had been deferred from a prior agenda. Opponents argued red flag laws can be abused, raise due process concerns, and may create dangerous enforcement situations. Written testimony was reported as 60 in support, 47 in opposition, and one comment. The committee later passed HB 2062 with amendments, including a corrected effective date, by a 3-1 vote with one member excused.
The committee also considered House Bill 1957 on safe entryways, which would establish enforcement procedures in larger cities to prevent blocking of private doorways and entrances. Written testimony included support and opposition, but no oral testimony was offered, and the bill was passed with technical, non-substantive amendments. House Bill 253 on fireworks, which expands civil asset forfeiture for felony fireworks offenses and clarifies air-delivery provisions, was also passed with an amended effective date. House Bill 2581 on emergency management, which would narrow the definitions of disasters and emergencies, drew testimony both supporting the bill as a check on emergency powers and opposing it as incomplete or too broad in its current form; decision-making on that measure was deferred to the committee’s March 23 meeting. House Bill 2498 on a care home resilience pilot program was also deferred to March 23 after no testimony was offered.

Minnesota House members and gun-violence prevention advocates described an ongoing floor sit-in aimed at pressuring Speaker Lisa Daudt to bring a Senate-passed gun violence prevention package to a vote before the end of session. Speakers argued that red flag laws and background checks passed in 2023 were already saving lives, and that the new package would extend those protections. They criticized House leadership for not bringing the bill forward and said refusing a vote denied legislators and voters a chance to take a public position.
Sen. Ron Latz, chair of the Senate Judiciary and Public Safety Committee, said the Senate passed the package 34-33 and sent it to the House, and he urged the House to act. He also said the red flag law had been used more than 400 times and noted that Speaker Daudt herself had benefited from a red flag order, arguing she should extend similar protections to others. Maggie from Protect Minnesota echoed the call to listen to the public and said the state was watching to see whether lawmakers cared enough to act. No vote was taken during the exchange; speakers said they would continue the floor action and urged Minnesotans to call the House and demand a vote.

The School Facilities Authority also explained that about $28 million in school impact fees had been collected across four districts and none had yet been spent, and discussed how recent nexus requirements limit how the funds can be used.
HB 1722, relating to residential condominiums, drew extensive testimony and questioning. HCDA supported the bill and explained that it amends the 99-year leasehold pilot program created by Act 97 of 2023 by reducing owner-occupancy restrictions from 100% of units to 60%, allowing some rental or subleasing flexibility for the owner-occupied units, and permitting up to 40% of units to be sold to qualified residents after being on the market for more than 60 days. HCDA said the original restrictions, combined with rising construction costs, higher interest rates, and competition from nearby projects, made the pilot project difficult to market and finance; it said the changes are needed to make the project feasible and competitive. Supporters including AP Hawaii, Kila LLC, and project representatives said the amendments would help make the demonstration project in Kakaʻako viable. Some members raised concerns that the changes could weaken long-term affordability and questioned why certain ownership language was being deleted if rentals would still be restricted. No votes or final committee actions were taken in the portion of the hearing provided.
