Summary:
The committee met and took up several criminal justice, public safety, and boating measures. It first heard SB 168, the Tristan Murphy Act, which would create mental health diversion options for eligible misdemeanor and felony defendants, expand mental health and substance abuse grant uses, require evaluations and treatment recommendations in certain cases, add Hillsborough County to a forensic diversion pilot list, and create a behavioral health data repository. After adopting a technical amendment, the bill received strong support from NAMI Florida, family advocates, sheriffs, and the Murphy family, and was reported favorably on a unanimous vote.
The committee also approved SB 86, expanding peer support programs for certain law enforcement support personnel, and SB 472, allowing inmates who complete approved education in correctional facilities to receive credit toward professional licensure requirements. Both bills were amended and then reported favorably without opposition. SB 276, which increases penalties for unlawfully sheltering or aiding an unmarried minor and creates a defense for actions taken to protect a minor from danger, drew questions about runaway youth, LGBTQ youth, and the scope of the defense; the sponsor said he was open to further amendment, and the bill passed favorably.
Members then approved SB 402, updating the unlawful use of uniforms, medals, or insignia statute to reference the armed forces by definition rather than by branch. SB 490, as amended, would let law enforcement, correctional, and correctional probation officers carry concealed off duty and exempt law enforcement officers, correctional officers, and active military service members from the three-day waiting period for rifle and shotgun purchases; it passed 8-1 after debate over the waiting period and equal treatment concerns. Finally, the committee passed SB 628, Lucy’s Law, to strengthen boating safety and penalties, after adopting an amendment that removed proposed changes to warrantless blood draws and boating education requirements; the bill was supported by the family of Lucy Fernandez and passed unanimously. The meeting then adjourned.

Summary:
The committee took up a long decision-making agenda on numerous House bills, largely in the tax, appropriations, public safety, agriculture, and land-use areas. HB 430 was amended to create or expand an internship/workforce development program with reporting requirements; HB 505 and HB 506 were amended to adjust appropriations and FTEs; HB 774 added an appropriation section for two FTEs; HB 1052 limited use of universal service fund money; HB 1296 shifted a reporting requirement from BNF to the Department of Defense; and HB 1064 moved the State Fire Council and Fire Marshal Selection Commission to the Department of Law Enforcement and set the fire marshal salary. HB 427 made major biosecurity-related changes, including moving the Hawaii Invasive Species Council to the Department of Agriculture and Biosecurity in 2026 and adding new appropriations. HB 830 was amended to allow third-party historic preservation reviewers under ethics and conflict rules, with a two-year sunset and committee-report comments on vacancies.
Public safety and regulatory bills also moved forward. HB 302 on cannabis drew opposition from Senator Awa, who said it would shut down a medical provider in his district; the bill nevertheless passed with amendments adding criminal penalties, enforcement authority, and a 2027 effective date for cultivator licenses. HB 306 on water code penalties passed unamended, HB 860 on liability for road resurfacing passed with amendments to limit liability to the work actually performed and eliminate joint and several liability, and HB 141 on public land leases passed with technical amendments. HB 1159 establishing a commercial harbor emergency evacuation working group passed as is, and HB 1482 on hemp passed with amendments exempting existing permit holders and certain retailers, aligning THC limits, and setting a far-future effective date. Most votes were adopted without recorded opposition, though several members noted reservations on specific measures.

The Assembly Business and Professions Committee heard several Senate bills, with most of the discussion focused on worker training, public safety, and consumer protection. Health and behavioral health groups supported the measure, while several industry and health organizations were opposed unless amended; the committee nevertheless sent it to Privacy and Consumer Protection on a unanimous vote. The committee also approved SB 1165 on consent and then adjourned.

Summary:
The House Committee on Health and Welfare met on April 23 and first disposed of several items without hearing them, including HB 1093 and HB 1145, and voluntarily deferring HB 946. The committee then quickly reported HB 1095 favorably without objection. That bill would require nursing facilities to have fuel or another alternative power generation source to maintain power, and supporters said it preserves existing backup-power safety requirements while giving facilities more flexibility as technology changes.
The committee then took up HB 926, which concerns vaccination status and admission to public buildings and seeks to prohibit medical mandates. After adopting an amendment set and additional changes clarifying exclusions for licensed health care providers and facilities, medical masks, and child welfare/school-related provisions, the committee heard testimony both for and against the bill. Supporters framed it as a civil-liberties measure limiting vaccine-card requirements for public buildings, while opponents warned it could interfere with public health measures, school immunization rules, and the ability of health care facilities to protect patients. The bill was reported favorably on an 8-4 vote.
HB 1220, a cleanup bill for the Louisiana State Board of Medical Examiners, was then reported favorably after a technical amendment set. HB 1227, which would require complaints involving medical judgment to be reviewed by a three-physician panel before formal disciplinary action, drew extensive testimony from a physician sponsor, a doctor describing his disciplinary experience, and the board’s executive director, who said the board already uses practicing physicians, nurses, and experts in its process and warned the proposed panel system could be impractical because physicians are difficult to recruit for such reviews. At the sponsor’s request, the committee voluntarily deferred HB 1227 for further work.
Finally, the committee reported HB 1217 favorably with amendments to a pharmacy benefit manager transparency bill, after supporters said it would expose hidden pricing and rebate practices and opponents argued some provisions were duplicative or unnecessary. HB 1028, setting minimum Medicaid reimbursement rates for non-emergency medical transportation, was reported favorably and referred to Appropriations after supporters described the need for higher rates and members discussed funding. The committee also reported HB 1185 favorably, with amendments preserving the existing Rural Hospital Preservation Act while extending similar protections to additional rural-lookalike hospitals, and adopted HCR 76 to continue the Health Inequities and Disparities in Rural Areas Task Force for another year.
