SB 1275, also by Senator McNerney, proposed converting the state sales tax on vehicle purchases into a deductible vehicle license fee to reduce Californians’ federal tax burden; the LAO provided technical testimony, and the bill passed 4-0 to Transportation. The committee also heard SB 1078, by Senator Laird, to let Santa Cruz County voters consider a temporary local tax increase for health and safety-net services, but it was put on call. Much of the discussion centered on predatory claims consultants, which witnesses said charge veterans for services that accredited CVSOs provide free. Members and witnesses described cases involving requests for VA and banking logins, misleading advertising, and contracts that can take a percentage of veterans’ benefits. Committee members expressed support for legislation to curb these practices and for increased funding for CVSOs, including the Legislature’s intent to fund 50% of county veterans’ services operations. A CalVet deputy secretary also testified that California’s accreditation and training system improves claim quality and appeal outcomes, and that CalVet works with CVSOs through training, district offices, and appeals representation.

The sponsor said the bill limits the exemption to a primary residence, clarifies how it applies to multiple owners, and gives veterans more time and clearer procedures to claim or protest the exemption while they await VA certification. County assessors and realtor representatives supported the measure, saying it would reduce administrative confusion and ensure eligible veterans receive the benefit consistently. The committee adopted the bill on a do pass motion. The meeting then adjourned with notice that work would continue on Friday.
