SB 1404 would allow courts to require an email address in final SAPCR orders when other contact information is nondisclosed and clarify service and judgment requirements; the Attorney General’s office described it as a good-government measure, and it was left pending. SB 1559 would require transfer of protective orders into divorce or custody cases to avoid conflicting orders; family-law practitioners and a family court judge testified that it would resolve longstanding conflicts identified by multiple courts of appeals, and the bill remained pending.
Finally, the committee considered SB 746, a guardianship bill that would address conflicts of interest in guardianship proceedings, allow guardian ad litem appointment earlier in the process, and require timely court action on annual guardianship reports and accounts; a committee substitute would remove some provisions and extend a reporting deadline from 20 to 30 days. TREP supported the bill, and one practitioner suggested requiring courts to state reasons when rejecting annual accounts. SB 1536 would require dementia and Alzheimer’s training for certain family guardians, with a committee substitute narrowing the scope and reducing the training time from three hours to one; the Alzheimer’s Association supported the measure and the substitute, and the bill was left pending. No bills were voted out of committee during the meeting.

The Senate Transportation Committee heard a series of mostly local transportation and memorial designation bills. Several measures would rename highway segments in honor of fallen service members or public servants, including HB 2026 (Gary C. Johnston memorial highways in Archer County), HB 4429 (McIlroy Family Memorial Highway in Blanco and Burnet counties), SB 3062 (Hamby-Webb Memorial Highway in Panola County), HB 3510 (Sergeant Mark Butler Memorial Highway in Brazos County), and HB 3986 (Corporal Speedy Espiriueta Memorial Highway in Mission). The committee also heard HB 2560, which would create an optional county-road “adopt-a-road” style program allowing donations for county road repair and maintenance.
Two bills drew more substantive policy discussion. HB 2427 and HB 2455 concerned oversized/overweight freight corridors and permit authority in Hidalgo County tied to cross-border trade near the FARR International Bridge. Supporters, including the bridge director, said the measures would correct prior road descriptions, put existing TxDOT actions into statute, improve truck routing, and support trade and bridge expansion. The committee substitute for HB 2427 also removed Roma permit language, barred certain hazardous-material permits, raised permit fees, required local cost responsibility for road maintenance, and made the bill contingent on SB 2949. HB 5436 would allow licensed automotive recyclers to buy certain older, long-unregistered vehicles for dismantling or scrap without a title, with reporting, lienholder notice, and anti-theft safeguards; recyclers and dealers supported it as a way to curb illegal untitled-vehicle sales and VIN cloning.
HB 3966, authored by Sen. Alvarado, was the most contested bill. It would require commercial passenger bus companies to mail advance notice to residents within one mile before opening a new stop or terminal. Alvarado said the bill responded to the relocation of a Greyhound terminal into a Houston neighborhood without notice and to resulting crime and nuisance concerns. Greyhound opposed the bill, arguing the notice requirement would be burdensome and could delay emergency relocations during hurricanes, flooding, or lease changes. After testimony, the committee voted to report most bills favorably, with HB 3966 passing on a 5-2 vote; the other reported bills passed unanimously. Several bills were also placed on the local and uncontested calendar, and the committee recessed to the call of the chair.

The committee then heard Senate Bill 295, which requires health insurance coverage for medically necessary treatment for persons with acquired brain injuries, including cognitive rehabilitation and related services. Supporters from the Brain Injury Association of Louisiana and NeuroRestorative described gaps in post-acute care, high rates of discharge to unsafe home settings or nursing homes, and improved return-to-work outcomes when patients receive appropriate rehabilitation. An amendment was adopted to clarify federal essential health benefit limits and remove certain language, reducing the fiscal note to zero. The bill was then reported as amended without objection.
Next, the committee considered Senate Bill 155, which requires coverage for medically necessary dental procedures needed for cancer treatment clearance, such as exams, imaging, and extractions. Cancer advocates, oncologists, and dental representatives said untreated dental problems can delay chemotherapy or radiation and lead to worse outcomes and higher costs. Cleanup amendments were adopted, and the bill was reported as amended. The committee also advanced Senate Bill 465, which tightens prompt-payment deadlines for health insurers, adds pharmacy payment provisions, and creates a recoupment timeline for dental claims; after technical and substantive amendments, it was reported as amended.
Finally, the committee approved Senate Bill 276, creating a pre-appointment affidavit process for bail bond producers to ensure prior premiums, shortages, and forfeitures are resolved before a new insurer appointment, and House Resolution 260, which urges the Department of Insurance to study how out-of-network medical billing affects auto insurance rates. Both measures were reported favorably or as amended, and the committee adjourned after a motion to do so.
