Committee members asked about enforcement, online sales restrictions, and whether similar laws in other states have been effective; witnesses said the technology is new and that comparable laws have been enacted in states such as New Jersey and Michigan, though no effectiveness data was available. During public comment, Robert Overmiller spoke in favor of the bill, saying criminals will always find ways to exploit new technology. Several committee members indicated support for the measure, but no vote was taken because the committee lacked a quorum. The meeting ended with a motion to adjourn.

They reported the system is available 24/7 except for scheduled maintenance every other Thursday evening, has maintained over 99% availability since launch, and now has a dedicated contact center with 50 agents plus a public help line and email.
