ARP urged stronger safeguards such as limits on transactions, refunds, live customer support, and a law-enforcement contact for operators, and said its Fraud Watch Network can help victims freeze credit, identify next steps, and track current scams. The chair said he intends to introduce legislation to lower and ultimately eliminate the amount of Bitcoin that can be purchased through ATMs.
CoinFlip said it supports consumer-protection regulation and described its compliance practices, including scam warning screens, anti-money-laundering controls, blockchain analytics, wallet pinning, transaction monitoring, and cooperation with law enforcement. The company said it is registered as a money services business, files suspicious activity and currency transaction reports, and holds money transmitter licenses in many jurisdictions. It also pointed to Illinois-style refund protections for new users and said it refunds fees to scam victims, though not the underlying funds. In response to committee questions, members and the company discussed whether crypto kiosks are necessary, how scams can be traced, and whether banks and kiosks can better intervene when suspicious activity is detected.

Summary:
The Committee on Health heard testimony on several bills. On SB 1441, which would repeal the transfer of the Oahu Regional Health Care System from HHSC to the Department of Health, the Department of Health said it strongly supports the measure and requested clarifying amendments. HHSC/Oahu Region also supported the bill and said it had no objection to the department’s amendments. In response to questions, witnesses said the agencies have been working on an MOU to support transfers of long-term care patients to Leahi, with the current goal being about 10 to 15 patients, but transfers would occur only as space and staffing allow; one patient was reportedly being admitted at the time, and the process was described as slow and case-by-case.
The committee then heard SB 1443 on payment rates for state hospital patients and related Department of Health services. The hospital administrator said the bill would allow rates above Medicaid for community or foster-home placements if patients cannot be placed at Leahi or elsewhere, and would set Medicaid-level reimbursement for outside medical services used by state hospital patients. He said at least one provider was interested in offering services at that rate and that the population involved is largely non-ambulatory long-term care patients. Members asked about availability and training, and the witness said special training could be provided.
SB 1322, a broad mental health bill, drew mixed testimony. The Department of Law Enforcement supported giving crisis-intervention-trained officers more discretion to transport people to medical care instead of arresting them. The Attorney General supported the bill but recommended revisions to emergency-transport language and restoring liability protections. HHSC and Queens Hospital supported the overall goal but sought amendments to preserve the mental health emergency worker role in decision-making and to avoid negative impacts on emergency departments. The Disability Rights Center and ACLU opposed parts of the bill, arguing that it weakens due process, reduces protections in involuntary treatment and transport, and should retain a three-person treatment panel rather than reduce it to one. A Queens representative said the current program works well and reported that more than 90% of MH1 cases once went to hospitals, but that figure has dropped to about 60-70%, with about 20% now diverted to community settings or the behavioral health crisis center. No votes or final committee actions were taken in the portion provided.

Summary:
The Senate Education Committee met with a quorum and first considered two concurrent resolutions. SCR 76, sponsored by Sen. Members next considered HB 240 on primary school promotion. Rep. Truitt explained that the bill would require students who are not ready in kindergarten to repeat kindergarten, while a committee substitute softened the approach by allowing a school to hold a child back in kindergarten but requiring action in first grade. He said the bill aligns with existing reading-screening efforts and is intended to strengthen early literacy foundations. The committee adopted the substitute and passed the bill unanimously with favorable expression; Sen. Williams briefly explained his support as favoring performance-based advancement.
The committee also approved HB 298, which would change the identification of schools for comprehensive support and improvement from every three years to annually, require KDE recommendations during management audits, add professional development in reading and math, and require effective instructional resources. The committee substitute also allowed districts with multiple CSI schools to contract for a turnaround vendor. The bill additionally carried employee-misconduct provisions from prior sessions, including disclosure requirements for applicants; the only change discussed was removing the word “investigation” from one disclosure section. HB 298 passed unanimously with favorable expression, and the committee also adopted a title amendment.
Finally, the committee heard HB 424 on employment at public postsecondary institutions. Rep. Tipton said the bill would require performance and productivity reviews for faculty at least every four years, clarify appointment and removal authority for presidents at certain institutions, and expand “cause” for dismissal to include failure to meet performance and productivity requirements. Dr. Ray Horton, speaking for faculty groups, proposed a small substitute that would tie any performance measures to existing employment contracts to preserve academic integrity and avoid unintended changes to tenure processes. Members discussed how tenure works at Kentucky universities, and the committee was still in the middle of considering the proposed substitute when the transcript ended.
